Recognise thatThe number of people suffering from drinking, drugs and gambling problems are increasing.

These individuals and their families struggle to be active and involved in society because of the many difficulties and barriers they face.

People need information and support and services that can meet their needs.

There is a need to work with partner organisations nationally for early intervention. (Birmingham initiative hailed as future of 'Big Society‘.)

External factors impacting Aquarius

Political – spending cuts, outsourced services

Economical – high numbers in debt, inability to cope

Social – increasing numbers of individuals needing help

Technical – slower then expected support services

Legal – high crime rates

Environmental –intensity of demands to welfare and LT

Key is not to just review these forces but to agree on strategy for risk taking, harnessing opportunity – managing change
