It is a proxy to measure membership according to the network structure It defines the correct meaning of the words hub and spoke 8. EEN as a network hub, members to which most of the others link to semi-spoke members that make a relevant contributions in getting great portion of the network together spoke members that are connectors for local portion of the system 9.
