About IBA Israel Berger & Associates, LLC, (IBA) is an internationally renowned consulting and inspection group

specializing in building facades, energy efficiency, roofing, waterproofing and non‐destructive testing

technologies. Formed in 1994, IBA has grown to include a staff of over 50 professionals, including

registered architects and professional engineers, with offices located in New York, California and

completion. In addition, we conduct investigations and evaluations of existing buildings. In New York

Specialty Structures Leadership William Logan, AIA, Senior Principal, Director of Design Consulting

As an Architect, since 1971 Mr. Logan has specialized in implementing the designer’s architectural intent

through vigorous analysis and studies, presented in sketch form. In addition, he draws on a deep

background and understanding of performance requirements, fabrication technologies, testing and

constructability issues. He has served as a primary curtain wall consultant for some of the tallest and

most complex buildings in the world, including the Twin Towers of the Kuala Lumpur City Center,

International Finance Center of Hong Kong, Transbay Transit Center in San Francisco and many others.

Developers and Architects have depended on Mr. Logan’s advice and counsel on selecting cladding

systems, design criteria and contracting parties on some of the world’s highest profile projects. His work

encompasses many building types, including commercial, residential, academic and medical in the

United States, Europe, and South America.

What is Special Inspection?In 2008, New York City adopted a new

building code which is based on the

International Building Code (IBC). Today,

Controlled Inspection is replaced with

"Special Inspection." Special Inspection is

the monitoring of certain critical building

components requiring the attention of

certified professionals with highly

specialized skills and qualifications. Special

Inspection requires that the firm performing

Special Inspection be accredited by a third

party.

What are the Requirements for

Firms Performing Special

Inspections? Inspectors must meet a minimum

qualification established by the Department

of Buildings (DOB) in order to perform

Special Inspection. Some of these categories

require inspectors to obtain specific

certifications. Agencies performing this work

must be accredited and their staff must be

registered and qualified in each category.

What is FISP? Façade Inspection Safety & Program (FISP),

formerly Local Law 11/98, mandates that

New York City owners of buildings with a

minimum of six stories above an exposed

basement wall have their exterior walls and

appurtenances periodically inspected by a

licensed Professional Engineer or Registered

Architect. A report based on the "critical

examination" must then be filed with the

New York City Department of Buildings

(DOB) on a five year cycle. The 7th Cycle

began on February 21, 2010.

Staggered Sub‐Cycle Filing: Filing is due on the basis of the last digit of the building’s block number: 4, 5, 6 and 9: 2/21/10 – 2/21/12 (7A) 0, 7 and 8: 2/21/11 – 8/21/12 (7B) 1, 2 and 3: 2/21/12 – 2/21/13 (7C) For more information visit the NYC Department of Buildings. http://www.nyc.gov/html/dob/html/home/home.shtml

*New Rules Filing Fee: will now be charged for the first

time on Cycle 7; however the amount has

not yet been determined by the DOB.

The Late Filing Penalty: is now accrued at

$250 per month; it had previously been $150

per month.

Reports: must be submitted within 60 days

of the critical examination, compared to one

year previously.

A/C Window Units: must be designated as

either “Safe” or “Unsafe”. They can no

longer be designated as “SWARMP”.

Greater than 6 Stories: basement exterior

walls and penthouse will now be counted as

a story.
