Dear Colleague, indian Utilities can! that is our belief behind bringing forth i-U-kan – a multi-stakeholder engagement platform for indian Utilities!

as an active and independent contributor to the growth of emerging business models, we believe that such promising models - particularly power Distribution franchisee and Water 24/7 - require and merit the engagement of all stakeholders for early success and benefit of the end consumer.

Stakeholder engagement is at the heart of pManifold’s activities exemplified by our online communities and blog and now this more effective offline event.

We want to build up this iUkan platform, as not only a Community of interest but a Community of practice, allowing for professionals and business leaders in this space to engage and share challenges and best practices. The first in the series of activities that we host is this conference on “Challenges and Best practices in operational roll-out of Utility ppps”, focusing on Water and power Distribution, of which the details follow.

as young we - and our initiatives - are, like the emerging business models, we need your active participation and support to get together the right stakeholders and make this an annual success for the industry at large – learning and building these business models – together!

We are glad to our sponsors, partners, associates and team members for their support and making this happen. We look forward for your continued participation, encouragement and support.

i-U-kan! Can’t we?

Government, Regulators and Licensee Utilities

the overall ppp market in power and Water distribution utilities has grown fast in india, with positive traction from all stakeholders. it is estimated that we have barely touched even 1% of the potential market size. Key questions at the broader level remain to be effectively answered including, • What are the possible outcomes of these emerging new and

long tenured ppp models?• What will it take to timely realize the remaining 99% potential

market size and establish sustainable indian utilities? • What favorable location characteristics map well to these

ppps, to prioritize right area selection for initial strong traction?

• What market (and tariff) structure and future we are headed to?

the vision talk will focus on sharing views of senior industry veterans on how service delivery will have to improve up to the last mile.

Paradigm shift to scale-up PPPs in utilities

• Brings perspectives from policy planning, regulation and execution in both Water & power Distribution

• Raise consensus for better integration and ensuring success and steady evolution of new PPPs.

Operators and Licensee Utilities and their Employees

most private operators under new ppps are getting challenged on issues of operational nature and business continuity. Many of these challenges arise due to limitations in design of ppps – with respect to baseline data shared by the utilities, recourse to utilities, enforcement of contract terms and conditions, cooperation from utility employees for timely knowledge sharing during joint operative period, local resistance to private operators, etc. These issues become sometimes become bottlenecks and consume lot of initial efforts and investment of the operators, resulting into delayed financial closures and takeover. Key question this session will attempt to address is,• What challenges and best practices can be learned from

operational ppp models, to avoid initial pit falls, and influence new design considerations?

DISCUSSIOn POInT 1: Baselining and Contract Designing Considerations• Cover impacts of unreliable baseline data, and constrictive

contract terms and conditions to raise an efficient and viable model. What further improvements and standardization in baseline and contract design for power and Water?

DISCUSSIOn POInT 2:Expediting knowledge transfer during Joint Operative Period• Cover challenges faced and best practices adopted by

operators during joint survey and pre-takeover period – asset/stock due-diligence, arrear accounting, customer records & intelligence, baseline changes, old contracts handling, legalities, change management etc.

DISCUSSIOn POInT 3: Smart Staffing for stability, growth and performance driven work culture• Covering issues of new hires, deputation of existing

employees, deciding what to keep in-house and what to outsource.

Operators and Customers

one foremost objective and mandate for all utilities, is to enhance Customer Satisfaction through improving delivered quality of services. Satisfaction is a perception of performance by the end consumer which is significantly driven by the engagement and communication that the service provider has with a customer. However, it is seen that in most locations, customer engagement is the most neglected area, especially in Water and Power distribution monopolies.

The key question here is,• Could efforts to understand the customer’s perceptions and

expectations from the utility, regular monitoring, analytics and prompt communication help the utility streamline its processes to improve the service levels and have a happy, paying & loyal customer?

Knowing your Customers (KYC) • Covers issues on customer indexing, its effective integration

with demand sizing & Willingness to pay, associated network and services planning & investments, analytics to determine forced customer behaviors causing losses, perception & expectations about service delivery, urban-rural context etc.

Innovate and Improve Service Delivery to reduce losses• Cover challenges and best practices with service delivery

to end-customers – dealing with Supply Quality, metering Billing and Payments, complaints resolution, O&M, etc. Best practices from other utilities like telecom and convergence of services across different utilities will be discussed.

Engaging with Customers • How continuously listening to customers could give

competitive edge to streamline internal processes and allow influencing their behaviors to further reduce losses? What best practices in content and channels deployment for effective communication, customer education, results and brand building?

Operators and Service Providers

Utilities are heavily driven by outsourcing of products and services, but most times, their integration is at best limited by lack of strong SLAs and vendor management practices. The new private operators usually start dealing with several products and contractors, and already scarce management bandwidth gets occupied in monitoring and renegotiating contracts and performance.

The key question here is,• Can organized Service Providers be developed with more

end-to-end managed services for these new ppps? What new business models need to emerge for such managed services that have performance-linked contracts?

Strategizing Vendor Management – selection, contracting, monitoring and control• Cover challenges and best practices in vendor management,

in-sourcing vs. outsourcing decision, Service oriented & Performance linked contracts, process control & optimization, etc.

managed Services innovations – can managed service partnerships with domain/technology vendors help ppp operators to start right? • Managed Data Services• Installation and O&M Services• CRM and IT Systems• Metering, Billing, Auditing Services

Operators and Investors

investments in network and service delivery infrastructure will be required by operators to make interventions that would drastically reduce losses and improve end-customer services. Raising equity, debt and managing working capital will be key to the success of the operating Distribution Operators. However, the exposure of banks and private equity in the utility segment is still an emerging space and very few private utilities have had successful financial closures.

The key question here is,• What will breathe confidence amongst investors to invest in

tariff regulated Utility PPP models?

Operationalising Investments to reduce Losses through timely Financing• Raising PE• Raising Debt• Managing Working Capital
