Design and construction of the infrastructure necessary for the receipt, storage and dispatch of Crude and Products:

Dcom upgraded crude 16 and 32/42 ° API FPO Decom preparing mixtures and for obtaining improved segregation between 22 and 26 ° API according to market requirements.

Components, intermediate streams and strategic refined products

OBJECTIVE OF THE PROJECT


Construction of Terminal Storage and Shipment of Crude Araya (TAECA), with all necessary facilities for the receipt, storage and dispatch of crude mixture, components, intermediate streams and refined products. The TAECA will consist of the following facilities:

Patio storage tanks for liquid products MMBls 72.8: DCOM 16, 22 and 26 ° API, Enhanced 32 and 42 ° API, refined products (Gasoline, Diesel, etc.) and components (Reformed, alkylate, naphtha, residual, among others).

Boarding platform with six charging stations for ships Suezmax and Aframax 160 200 MTPM MTPM Monobuoy five VLCC ship up to 300 MTPM type.

Administrative and operational buildings and industrial service requirements.

PROJECT SCOPE


The project will be developed in three phases:

Phase I: Start of operation in 2017 (*) to handle production of breeders

Petromacareo (176 MBD Enhanced oil 32 ° API) - Petrourica (64 MBD

Enhanced oil 32 ° API and MBD DCOM 312 16) and have the following facilities:

• Thirteen tanks: two Buoys (50-150 Mbls / h) administrative and

operational buildings, service systems, service dock

• Early onset Milestone: Site Preparation, 4 Mbls 750 tanks, 1 Monoboya

+ underwater pipe

IMPLEMENTATION STRATEGY

Phase II: Implementation Start 2018 (*) to handle production of breeders

Petromiranda (92 MBD Enhanced oil 42 ° API and 340 MBD of DCOM 16) -

General

The exchange of technical information will be handled by transmittal, which shall be issued by discipline.

The technical consultations were held through the use of email.

The shipping of products, should be using the code PDVSA, according to the latest list of approved products.

The issue of digital files must include the transmittal and the product delivered, the latter in native and PDF version.

For the final delivery of engineering products loins, covers and indexes, folders and CD's, must be submitted for evaluation and approval of the quality area, prior to its release for final delivery, according to the structure and format DEPNRMT-GA-11-I-EF-10-0004, Rev. 1

The products to be delivered in the final book, in digital PDF version must include the covers with their respective signatures.

Matrix distribution of information, which must be delivered to PDVSA before starting the process of information exchange.

TECHNICAL INFORMATION

Final list of engineering products encoded. Matrix distribution of information, which must be delivered to

PDVSA, along with the list of engineering products encoded Rev.0, before starting the process of information exchange.

Implementing an information exchange platform. (FTP, server, system, other)

The CONSORTIUM shall deliver to the end of the project:

Three (3) digital copies on CDs.

One (1) printed original copy of the final issuance of Basic Engineering.

One (1) copy printout of the final issuance of Basic Engineering.

Requirements

1. Issue a "Quality Plan" project specific.

2. Deliver a "Plan Design and Development" project specific.

3. Send the Management Area Customer Quality formats of engineering products (documents and drawings), for review and approval.

4. Presenting the Management Area Customer Quality index to organize the final documentation of engineering products (documents and drawings), for review and approval.

5. Send the Management Area Customer Quality covers models (folders, CD or DVD) and folders loin final documentation of engineering products (documents and drawings), for review and approval.

Requirements

1. Prepare the "Quality Plan" according to ISO 9001:2008 and the document "DEPNRMT-GA-11-I-EF-10-0001: Structure and Format for Preparation of the Quality Plan for External Entity" , which must declare the Management System Quality, Management Responsibility, Resource Management, Product Realization and Measurement, Analysis and Improvement.

2. Append Quality Plan Mandatory procedures of ISO 9001:2008.

3. Deliver draft Quality Plan 21 days after the meeting calendars boot or 21 calendar days after the start of the project.

4. The results of the review of the Quality Plan will be documented in the "Results of Review Quality Plan" and its approval is subject to the result to cast the assessment associated with the record.

5. The Quality Plan will be frozen on the Rev. B, to reflect changes that may arise during project implementation. The Customer will be issued when the Rev. 0.

6. Prepare the Design and Development Plan based on the requirements given by the customer in the document "DEPNRMT-GA-11-I-EF-10-0002: Structure and Format for Preparation of the Design and Development Plan Generated by External Entity ".

7. Prepare the "Design and Development Plan," indicating the activities and stages under review, verification and validation of the design must indicate the reference documents, declare approval levels for each product design indicating who the that issue, review and approve engineering products.

8. Append the signature roster of personnel assigned to the project for Engineering Disciplines, indicating average signature and signature respectively.

9. The Design and Development Plan will be frozen on the Rev. B, to reflect changes that may arise during project implementation. The Customer will be issued when the Rev. 0.

10. The results of the review of the Design and Development Plan will be documented in the "Results of Review of the Design and Development Plan" and its approval is subject to the result to cast the assessment associated with the record.

11. The Client will make two (02) or audits deemed necessary during project implementation (A to 45% and the other 70%).

12. The program and audit plan will be given to the consultant, 21 days after frozen Plans Design Quality and Development.

13. If the Quality Plan and the Design and Development Plan are frozen for the first two months of project implementation, the client reserves the right to conduct audits that it considers appropriate. Additionally, the Customer will issue a new nonconformity report.

14. Issue engineered products in the various reviews on native and PDF.

15. Send revisions (Rev. A, Rev. B, Rev.0) engineering products in the English language, once approved by the Customer shall be translated into Spanish. Except for the documents (XX), which will be issued in Spanish.

16. Engineered products will be discussed only in PDF.

17. Deliver the Rev. 0 of engineering products in English and Spanish.

18. Send the Management Area Customer Quality formats of documents and drawings for review and approval, before starting with the issuance of engineering products.

19. Engineered products that do not meet the requirements and criteria to be approved as a Rev. A, Rev. B, Rev.0, will be rejected and will not be given the physical and financial progress.

20. Engineered products provide physical and financial progress in the Rev. A, Rev. B, Rev.0, once approved by Customer review.

21. Engineering products issued on Friday will start the day review from Monday.

PLANNING AND MANAGEMENT

Requirements

•The Consortium will provide, for approval of PDVSA, within no more than fifteen (15) days after the signing of the minutes of beginning the following documentation planning and control:

•Plan to four (4) weeks.

•Red precedence logic, structured under the EFA approved.

•List of engineering products encoded, with their relative weights, including planned dates for revisions A, B and 0.

•Resource histogram

•Curves of physical and financial progress

•Detailed budget of reimbursable expenses (travel expenses, special studies, etc..)



Requirements

•The Consortium will develop and deliver monthly to review and approval of PDVSA the following reports:

• Monthly physical progress

• Cost Monthly

•After approval of the Consortium PDVSA issue supports the invoicing of the period presented.

•There will be a monthly meeting coordination and monitoring of engineering.
