The City Government of

Cagayan de Oro, under the helm of

Mayor Oscar Moreno, has identified

Education as one vital component in

the Eight-Point Agenda of the present

administration.

“Education is the ‘great equalizer’ –

empowering the underprivileged and

alleviating them from their marginalized

conditions.”

Page 3: Education year end report

Recognizing that immediate action must be taken to address the challenges

in the local education landscape, the Mayor issued Executive Order No. 191-13,

which reorganized and expanded the Cagayan de Oro City Local School Board,

shortly after assuming office in 2013.

Mayor Moreno believes in the greater power of collaboration and cooperation

between the City Government and its stakeholders, thus investing effort in reaching

out and building bridges with the barangays, private sector, civic societies and non-

profit organizations, youth and student groups, and the constituency as a whole.

In over a year as Chief Executive, partnerships and alliances were forged

between the City Government and the stakeholders – cemented by a shared goal of

achieving holistic growth, and motivating improvement of education among children.

The partnership of the City Government and Synergeia Foundation, Inc. made possible

the gathering of all identified stakeholders in one venue through the conduct of the

Education Summit which provided a setting conducive for interaction and discussion

between the stakeholders.

A very first in the city, the EDUCATION SUMMIT was held last November 16, 2013 at the

City Tourism Hall.

The variety of activities carried out by the City

Government and Synergeia Foundation partnership

undoubtedly show the importance given to Education and the

contribution of each and every stakeholder in the collective

struggle for quality, world-class education. These implemented

activities are only the firsts among the many that are on the line-

up for execution in the coming months. Definitely, Education

remains a top priority and a clear advocacy of the Moreno

Administration.

that come with modern-day technology, the

City joined forces with Ayala Foundation, Inc.,

among others, in bringing the Text2Teach

Program to the schools of Cagayan de Oro.

The Program is geared towards the use of

advanced mobile communications technology

in providing public elementary schools with

educational videos and lesson guides on hard-

to-teach concepts and least-learned

competencies in such subjects as English,

Mathematics, Science, and Values Education.

The AFI-spearheaded program shares the

City’s desire to encourage cooperation among

the public, private and civil society sectors at

the local and global levels.

ABOT ALAM PROGRAMin partnership with

Dept. of Education and the National Youth Commission

August 29, 2014Mayor’s Office Conference Room

Cagayan de Oro City

To further reach greater lengths and cater to the Out-

of-School Youth (OSY), The City Government

committed itself in the implementation of the ABOT

ALAM Program, with the Executive Order signed by

no other than the Mayor and Dingdong Dantes,

Ambassador of National Youth Commission, in the

presence of the Local School Board, Youth

Representatives and the local media.

The program aims to ensure that no Filipino youth

will be left behind. It is another step in the effort to

reintegrate OSYs into the education system and the

database will be a tool to identify who they are, and

the possible ways to help them. Abot Alam’s goal is

to consolidate efforts among different sectors to

equip our OSYs with the needed knowledge and

skills that will enable them to go back to schoool, get

employed or go into business.

Page 17: Education year end report

More than building bridges and

affirming the support, cooperation, and

contribution of the key stakeholders in

this communal movement, it is well

admitted that these efforts would not

translate to realization if we do not have

enough school buildings and classrooms

to accommodate the students. Mayor

Moreno has been mindful of this hurdle

even before assuming office, and was

eager to address this problem as soon as

he step foot as Mayor of the city.

Page 18: Education year end report

Since July of 2013, the acquisition of school sites, and the construction and

rehabilitation of school building and classrooms have been aggressive and

unrelenting. These classrooms are widespread in the different barangays of the city,

and have been used since then. Now, we can cater to a wider population, thanks to the

infrastructures made available for use.

The City has already turned-over most of the newly constructed school buildings, with the

recent ceremonies held at Dansolihon National High School, Balulang National High School,

Tumpagon National High School, and Man-ai National High School, to name a few. In

allocating the construction of classrooms, the Mayor’s priority is to address the shortage of

classrooms in the High School Annexes so that the latter may enjoy the freedom to use their

own classrooms in their own campus

The Local School Board pushed for the acquisition of the LSB Coaster – a

brand new Mitsubishi Rosa 30-seater coaster – which shall cater to the transportation

needs of the youth of Cagayan de Oro. Adorned with colorful livery boasting the

City’s iconic landmarks, the coaster has been instrumental in transporting the City’s

representatives in educational tours, academic and sports-related invitations and

competitions within and outside the City.

Page 31: Education year end report

Definitely, a lot more projects dedicated to Education and the Youth are being brewed

for the years to come, and we are more than excited and looking forward to making

Cagayan de Oro a landmark and a pioneer in Education.
