EDITORIAL.....Reviving economic growth

is critical, next governmentmust hit the ground running

Much rhetoric this election sea-son has been about theeconomy. In less than a month,a new government will assumeoffice. Its biggest challengewill be to steer the economyinto better times. Not only haseconomic momentum sloweddown over the last two years, thesouthwest monsoon could dis-appoint this year and act as adrag on the economy. In thissituation, the first three monthswill be crucial and the next gov-ernment has to hit the groundrunning. A full budget, usuallyin July, and the Parliament ses-sion that follows are opportu-nities that should be seized toset the tone for its term. Thebudget is usually presentedwithin a few weeks of takingover, which limits the possibil-ity of radical change. However, what the budget provides is aplatform to communicate thegovernment's economic phi-losophy. The most keenlywatched signal will be on theextent and pattern of govern-ment spending. It is imperativeto clearly communicate prior-ity areas and a credible roadmapfor deficit reduction which hasa bearing on inflation. The firstbudget also presents an occa-sion when a finance ministercan outline the full package ofeconomic reforms the govern-ment aims to unveil over the

remainder of its term. Whenthe new government takes over,it will inherit critical legislationin the final phases of prepara-tion. To create a positive senti-ment early on, it's important topush these Bills throughquickly. Most Bills such as ondirect tax, undoing laws onnationalisation of miningamong others, have alreadygone through extensive scru-tiny of non-partisan parliamen-tary committees. These Bills, including the one enhancingforeign investment in insur-ance, must be quickly approvedby Parliament. There is nothingmore to be said about most ofthese Bills and the one on open-ing up coal mining to privatesector has been debated for 14years. They are low hangingfruit that can immediately boostsentiment. Sustained economicgrowth requires more painstak-ing effort. The trajectory ofIndia's long-term growth will beinfluenced by the extent towhich Centre and states col-laborate on removing barriers toeconomic activity such as mo-nopolies in wholesale agricul-tural trade which keep foodprices high. Be it laws on land, indirect taxes or labour, bothsides need to make changes intheir respective spheres andalso jointly reform India's weakinstitutions.

If you have not been able toreduce that stubborn fataround your belly, shun yourdietician.

Now, turn to yoursmartphone to help you re-duce those extra kilos in abetter, more professionalway.

Smartphone applica-tions can help dieters inte-grate healthy behaviourchanges into their daily lives, researchers from Universityof Missouri (MU) Columbiahave revealed.

“Information tech-nology repackages traditionalweight loss strategies and

provides new tools such asexercise logs and nutritionaldatabases to implement thatknowledge,” explainedCheryl Shigaki, an associateprofessor in the MU schoolof health professions.

How can peopleachieve best results?

When people use in-formation technology to sup-port their weight-loss efforts, they tend to access featuresthat streamline the tracking ofdaily health behaviours, suchas calorie intake and exer-cise.

The mobile technol-ogy provides visual feedback

on their overall progress likegraphs showing weight lostover time.

“Self-monitoring iskey to successful weight lossand information technologycan make these tasks moreconvenient,” Shigaki added.

Although use ofsmart phone apps may in-crease participants’ engage-ment and persistence, indi-viduals still must practice ac-countability for their healthbehaviours to succeed,Shigaki maintained.

The study has beenpublished in the Journal ofTelemedicine and e-Health.

Anti-smoking TV adswith anger more effective

Anger works betterthan sadness in anti-smoking televisionadvertisements thatappeal to viewersemotions.

P r e v i o u sstudies had shownthat television adver-tisements that convey nega-tive emotions such as angerand sadness are more effec-tive than non-emotional ap-proaches.

The study examinedhow viewers process thosenegative emotions.

To measure the roleof emotions in the ads, theteam of researchers fromDartmouth College and

Cornell University in the USmanipulated the expressedemotions of the actor whilekeeping the story same.

The anger-framedadvertisement was found tobe more effective because itincreased the perceived domi-nance of the speaker, whichincreased anti-smoking atti-tudes and predicted strongintentions not to smoke.

Not declaring Rahul as PMnominee a right strategy: Congress

HYDERABAD: Accusing BJP ofrunning a person-centric cam-paign projecting Narendra Modias its Prime Ministerial candidate,Congress on Wednesdayclaimed that not declaring partyvice-president Rahul Gandhi'sname for the country's top postwas a "right strategy".

"Indian elections arenot personality clashes. It's theparty system. Our politics runson party system," Union minis-ter and senior party leader JairamRamesh said on Wednesday.

When asked if Con-gress should have projectedRahul as the party's PM nomi-nee, he said, "Absolutely not."

"We were very clearthat Rahul Gandhi is not goingto be declared the prime ministe-rial candidate. Unlike BJP, theCongress campaign has not beenindividual centric," Ramesh said."There is a hype for Modi. Butthere is no hype for BJP. BJP hasbeen completely marginalized. It's 'vote for Modi'. They haveonly one-point agenda," he

added.According to the min-

ister, in the parliamentary formof government, elections arebased on contest between par-ties, their ideologies, history, programmes and pledges.

"Okay. There were gi-ants like Jawaharlal Nehru andIndira Gandhi, who perhaps inmore ways make a party andhave stature much greater thanthe party. But ultimately, it's theCongress. Our strategy has al-ways been 'let's focus on theparty'," Ramesh said.

Meanwhile, Congressgeneral secretary DigvijayaSingh also said, "We never do(never declare PMcandidate)...it's never done."

The former MadhyaPradesh chief minister, however, noted, "In the 2009 elections, wehad an incumbent Prime Minis-ter (Manmohan Singh). So,Sonia Gandhi declared him as thePrime Ministerial candidate. Now, he has voluntarily steppedout of the race."
