    1 SCOPE

    This Quality Control Procedure relates to the Verification of all construction activities for Installation of Fencing. This specification covers the minimum inspection requirements for fencing installation for the PEARL GTL ASU PROJECT. The fencing inside the Temporary facilities is not in the scope of this procedure.

    2 PURPOSE This Quality Control Procedure defines the documentation to be collated and the inspections to be carried out in order to verify and record that all fencing installation activities are conformant to the requirements in the Project Specification.

    5 HSSE

    All works shall be in compliance with the State of Qatar laws and regulations, Ras Laffan Industrial City and International standards, codes, Contractor and Company requirements and instructions. In addition, all employees on site will go through Gama Safety Induction, Linde Site Safety Induction and Company Safety Induction for site safety, health, environmental and security prior to work activities. Other training courses will be attended as required by Linde and/or Company. At a minimum, a Risk Assessment as per Project Procedures will be prepared by the Risk Assessment Team (RAT) ranking the hazards associated with project works and control measures to be taken to mitigate the hazards to an acceptable level. Such Risk Assessment is attached herewith as part of the Job Safety Analysis (JSA). Such tasks

    will be carried out as per GTL-GM-001-A-5626 Job Safety Analysis and Hazard Identification Procedure. Each work scope or task will have a completed and approved Job Safety Analysis (JSA) identifying the potential hazards and control measures that will be implemented to protect people and environment. The JSA will be used by Supervisor as the basis of conducting his Pre-Task meetings, TBT and TSTI. All employees on site will have full PPE (Coverall, Safety Helmet, Safety Shoes, Safety Goggles, High-Visibility Vest and Gloves). All PPE will comply with project requirements and GTL-GM-001-A-5602 Personal Protective Equipment Procedure. To attend to the First Aid Cases and minor wounds, First Aid Kits will be provided.

    6 RESPONSIBILITIES

    1. The Section or Site Engineer is responsible for the construction activities of fence installation.

    2. The Section or Site Engineer is responsible to ensure that Request for Inspection of

    Fence Installation submitted to Quality Department, 24 hours before the proposed time of inspection to avoid delay with other activities and proper scheduling, if required.

    3. The Section or Site Engineer and QC inspector will ensure that inspections are

    carried out according to the required specifications and standards.

    4. The Laboratory Technician will ensure that all information, with respect to the result of Test carried out, is immediately conveyed to the section or Site Engineer and QC Engineer for appropriate action.

    7 PROCEDURE

    Fences shall be installed and inspected in accordance with related specifications, the design drawings and Fencing Data sheet(s).

    Shop Drawings including complete details of fence and gate construction, fence

    height, post spacing, dimensions and unit weights of framework, schedule of components, and concrete footing details shall be available prior to commence of the work.

    Subcontractor shall use existing survey monuments for horizontal and vertical

    alignment of the fence. All surveying required to locate the final fence position shall be established.

    Where fences are to run through drainage areas, culverts or troughs shall be provided to carry off water. The resulting openings below the bottom of the

    fence shall be closed by proper barriers. Each barrier shall allow the flow of water while minimizing the collection of debris.

    Electrical substation fences shall be grounded in accordance with, and meet the requirements of the relevant electrical specifications.

    7.1 TYPE OF FENCING AND MATERIALS

    7.1.1 General Requirements of Materials All materials shall be new. No used, re-rolled, or open seam material will be

    acceptable.

    Gate fabric shall match fence fabric and shall be attached to the gate frame by stretcher bars. The gate frames shall be properly braced and trussed in relation to their size to prevent sagging and twisting. All joints shall be shop seal welded to provide watertight construction.

    The galvanizing for all bolts, washers, nuts, mesh screens, metal frames, fittings, barbed wire, tension wire, stirrup wire, tie wires, wire fabric and metal components of the fence shall be done by the hot-dip process and shall meet the requirements of ASTM A153.

    Zinc coating for the fabric and the barbed wire shall conform to ASTM A392 and A121, respectively.

    The details for all items such as Posts (Line posts, Terminal posts, Intermediate pull posts, Corner, end and pull posts), Gates and hardware, Braces, Extension Arms are referred in the manufacturer drawings and RLIC Security Requirements.

    7.1.2 Foundation All concrete materials mix and construction shall be in accordance with the

    project specifications. Concrete for the fencing and gate foundation shall be of plain concrete.

    Footings shall be cylindrical in shape with a top of concrete being 100 mm above finished grade as measured at the post and sloping away from the post with at least a 12 mm drop.

    The minimum footing dimensions shall be as per manufacturer recommendations

    or below Table 1 may be used if there is no recommendation available. The depth shall be measured from finished grade to bottom of concrete. The bottom of concrete shall be at least 100 mm below the bottom of the line post and 150 mm below the bottom of the corner/end post, pull post and gate post.

    7.2 INSTALLATION

    a) Fence installation shall be in conformance with design drawings. b) All fence components shall not infringe adjacent property lines. c) Prior to start of fence installation, Subcontractor shall inspect the site to verify

    that installation can properly commence according to the design drawings. d) Subcontractor shall use excavating machinery with caution in areas where

    existing underground lines, electrical and instrument cables, or ducts may be buried. Where there is danger of damage to such installations, hand excavation shall be used.

    e) When below grade facilities not previously indicated on the drawings are encountered, Subcontractor shall immediately notify Contractor for disposition and protect these facilities in a manner approved by Contractor before proceeding.

    f) If ground water is encountered, Subcontractor shall not proceed with work until the method for handling the water has been approved by Contractor.

    g) Subcontractor shall locate the fence lines, gates, and terminal posts with suitable stakes.

    h) Subcontractor shall perform all necessary site clearing and grading to provide an adequate clearance on both sides of the fence line, prior to the start of the fence installation.

    i) The fabric bottom shall follow finished grade. j) After fence erection, Subcontractor will be responsible for any additional grading

    required to eliminate any excessive gaps or openings between the bottom of the fabric and the finished grade. In ungraded areas, the existing ground line shall be followed. Minor irregularities shall be removed or filled in by grading for a distance of 600 mm on each side of the fence.

    k) Subcontractor shall string barbed wire across drainage ditches, and other depressions to prevent ingress into the property.

    l) The outside face of the fabric shall be considered as the fence line and shall follow this line within a tolerance of 12 mm.

    m) Fences shall not deviate from specified fence lines by more than 12 mm and shall follow contours of finished grades with 50 mm maximum clearance below the bottom of the fence, bottom rail, or tension wire at any post location.

    n) All posts shall be installed plumb and true and each post shall be checked for top alignment. Bracing assemblies shall be installed so posts are plumb when the diagonal rod is under proper tension.

    o) Fabric shall be pulled taut to eliminate all slack edges and warped sections. Fabric shall be tied to posts, rails, braces and tension wires. Fabric shall be installed so that the posts are enclosed and anchored to framework so that fabric remains in tension after pulling force is released.

    p) Gates shall be installed plumb, level and secure for full opening without interference. Hardware shall be adjusted for smooth operation.

    q) Any installation that does not meet the requirements of this specification as determined by Contractor shall be promptly corrected by Subcontractor.

    r) Concrete forms shall be used in granular soils and where concrete surface coating is required.

    s) All excess material from footing excavations shall be disposed of by Subcontractor as guided by Contractor.

    t) All water and debris shall be removed from the excavation prior to pouring concrete.

    u) Footings shall be of plain concrete. v) Posts shall be adequately secured against misalignment during pouring of

    concrete and for 24 hours thereafter. w) Concrete shall be rammed solidly into the excavation and around the posts.

    8 QUALITY ASSURANCE

    A Quality Assurance System shall be operated conforming to related standards. Controls and checks shall be established and documented through relevant QCP, ITP and QCRs.
