2016 legislative sessionSB98 Residential solar energy tax credit: 30% tax credit up to $2,000 on residential solar systems (DOA in Energy, Industry, and Mining Committee)

SB124 / HB2042 Reinstate the energy portfolio standard: 10% alternative and renewable energy by 2017 and up to 25% by 2025 of which 2% must come from solar, support net metering, RECs, and demand response programs (DOA in Energy, Industry, and Mining Committee)

SB293 / HB4563 Neighborhood investment program act: In order to increase charitable giving to local nonprofit organizations, the program allows 501(c)3 designated charitable organizations to apply for tax credit vouchers. These organizations distribute the vouchers to businesses and individuals who contribute to the organizations. By donating to approved NIP organizations, contributors can support their communities and earn credits to reduce certain West Virginia taxes. (Passed)

2016 legislative sessionSB370 Local Energy Efficiency Partnership (LEEP) Program: Allows local governments to adopt local energy efficiency partnership programs and to create districts to promote the use of energy efficiency improvements by owners of certain real property; to provide for the financing of such programs through voluntary property assessments, commercial lending, and other means; to authorize a local unit of government to issue bonds, notes, and other evidences of indebtedness and to pay the cost of energy efficiency improvements from the proceeds (Died in Rules Committee)

HB4107 / SB212 Authorizes the Fire Commission to promulgate rules related to the State Building Code. (Passed, but did not include change to state energy code.)
