Performance Appraisal of CSIR-NISCAIR:The Performance Appraisal Document ofCSIR-NISCAIR was prepared for presentationbefore the CSIR Apex Committee of theInformation Sciences Cluster. The documentprovided information of the last 10 yearson the scientific activities, budgetaryinformation, expenditures, etc. related toCSIR-NISCAIR.

Project Related Activities: The divisionassists in planning, monitoring, andevaluation of various projects of theInstitute. The monitoring and evaluation aredone for the financial inputs and humanresources vis-à-vis outputs regarding externalcash flow generated.

During 2016-2017, the three 12th YearPlan Network Projects with CSIR-NISCAIRare: (1) National Knowledge ResourcesConsortium (NKRC); (2) CSIR KnowledgeGateway & Open Source Private CloudInfrastructure (KNOWGATE); and (3)Vulnerability Assessment & Development ofAdaptation Strategies for Climate ChangeImpact with Special Reference to Coasts andIsland Ecosystems of India (VACCIN).

NKRC provides access to internationalpeer-reviewed scholarly journals anddatabases to the scientific community in CSIRlabs & DST. KNOWGATE provides CSIRKnowledge Resource Centres (KRCs) anIntegrated Library Management Solutionusing open source software Koha. Underthe VACCIN Project, various databases arecreated and collated for climate impactstudies in India with particular reference tothe Lakshadweep Islands.

Sectoral Monitoring of Projects: TheSectoral Monitoring Meeting of all the threeprojects from CSIR-NISCAIR, i.e. NKRC,KNOWGATE, and VACCIN was conductedat CSIR-NCL, Pune during 31st January to1st February 2017. All the projects wereassessed for their performance and weregraded as “excellent” and “very good”.

Scientific Communications: The divisionresponds to all the queries related to CSIR-NISCAIR received from different institutes/organisations through CSIR Headquarters.The division also prepares reports on thescientific activities of the Institute.

Parliamentary Questions: The divisionalso has an important responsibility ofresponding to the “Parliamentary Questions”asked by the Honourable Members of theParliament. Though many of the questionsare of general nature, a few are very specificto the core area of CSIR-NISCAIR. Theseissues need to be replied immediately in atime-bound manner.

Lab Level Activit ies: The divis ionrepresents the scientific research proposals

from the laboratory submitted to theResearch Council of CSIR-NISCAIR forapproval and has an active participationin the Management Counci l of thelaboratory to administer and manage theaffairs and environs of the laboratory. Itis also involved in the policy decisions torecommend the resource allocation forR&D activities/facilities of the Lab. Thedivision also monitors the progress of R&Dand other activities of the Lab.
