It has been brought to the notice of the undersigned that the use of fake non-judicial

stamp papers are being attempted in different registration offices of the State by some

Proper checking of non-judicial stamp papers at the time of presentation of.

documents, as far as practicable, is therefore necessary. Registering officers are directed to

(5) It is learnt from the office of the Collector of Kolkata that the printing of high

value stamp papers (Rs. 10,0001- to 25,0001-) have been discontinued by the

Government. Registering officers should be more cautious while accepting

deeds containing high value stamp papers as the circulation of such stamp

papers will come to zero vcry SOO·1.

(6) Non-judicial stamp papers purchased from out side jurisdiction or from

Kolkata Collectorate shall be accepted only after proper verification of challan

etc.

(7) All the licensed stamp vendors should be instructed to supply two copies of

passport size photographs with a specimen signature to the Registering

Officers concerned for verification and record through their competent

controlling authority.

(8) Treasury verification of the circulation of denomination-wise NJ. stamp

papers from the respective treasury should be made from time to time.

(9) District Registrars will issue necessary instruction to the Registering Officers

for strict implementation of the circular and will also make wide publicity of

this circular through the respective Registering Officers among the Advocates,

Deed Writers and Copy writers of each registration office.

(10) Proper notice should be displayed in a conspicuous place of the office by the

Registering Officers so that the non-judicial stamp papers are procured only

from the Treasuries or Licensed Stamp Vendors as the case may be.

(11) In course of inspection of the Registration Offices, the District Registrars will

also inspect, inter-alia, whether this circular is being properly followed and

submit a quarterly report to the Inspector General of Registration and

Corrimissioner of Stamp Revenue regularly.

(12) Apart from normal inspection, the Deputy Inspector General of Registrations

will also pay frequent surprise visits to the offices in order to find out whether

the circular is being meticulously followed or not and will submit quarterly

report to the Inspector General of Registration and Commissioner of Stamp

Revenue positively.

Sub: Particulars of Licensed Stamp VendorsIn the context of illegal trade in stamp papers at different places

in the country, the State Government has already taken somesteps to prevent sale of fake stamp papers. Your attention isin-vited to this office memo. no. 2807(19)-FR, dated 17.10.2003 andsubsequent reminder No. 3674(19)-FR, dated 29.12.2003 wherein

• you were requested to take suitable actions under rule 10 of Gov-ernment of Bengal Rules is~~d. vide Ngtification No. 6442-SR,dated 02.12.1899 (copy enclosed). A report indicating the stepstaken by you to prevent sale of fake stamp papers may be sent tome at an early date.

2. You were requested vide this office memo. no. 137(18)-FR,dated 07.01.2004' to instruct the Treasury Officers under yourcontrol to examine carefully the outer packages of the parcelscontaining stamps/stamp papers while taking delivery from Of-fice of the Collector, Kolkata and in case any tampering is found,to return the same to the Collector of Kolkata forthwith. It is pre-sumed that you have already passed on the instructions to theconcerned Treasury offices. Collector of Kolkata was also re-'quested vide this office memo. no. 136-FR, dated 07.01.2004 notto accept any parcel containing stamps/stamp papers if the outerpackages of such parcels are not in order and to return the sameto the press concerned forthwith.

3. As per notification no. 6442-SR, dated 02.12.1899 only thelicensed stamp vendors and stamp clerks are authorised to sellstamps/stamp papers. In order to ensure that only the licensedstamp vendors sell stamps/stamp papers, hence, you are herebyrequested to ask all the licensed stamp vendors of your district tosubmit two copies of passport size coloured photograph to youroffice within a month. One copy of the photograph should be keptpasted in the concerned Register and another copy should be

pasted in the license issued in the name of the individual s ampvendor. After pasting, the photograph should .be attested by heofficer-in-charge of the section dealing with the issue of s ampvendors with date.

4. Treasury Officers should be directed not to issue any s amps/

stamp papers to any person other than the licensed stamp ven-dors. Collector may, having regard to the reasons for absence,exempt personal appearance fo~a spe? ific period. Every licer;§ed

. stamp vendor should conduct his _~~sn:!~s~yersonal'!y-5.ln the memo. no. 2807(19)-FR, dated 17.10.2003 you were

requested to make surprise verification of the stock of the stamps/stamp papers of all the licensed stamp vendors. If during suchverifications, it is found that any person is carrying on business ofselling of stamps on behalf of any licensed vendor, steps shouldimmediately be taken to cancel the licence of the concerned ven-dor and the unauthorised person should be handed over to thepolice authorities.

6. In order to help the Registering Officers and the investigat-ing agencies to identify the licensed stamp vendors, you are re-quested to furnish the following particulars immediately to all theRegistering Officers under your control, Superintendent of Po-lice, Treasury Officers of your district and to the undersigned:-

(I) Name of the Licensed Stamp Vendor./ (il) Full residential address of the Licensed Stamp Vendor./ (iil) License Number with date of issue.

(iv) Full address of the place of buslnessot the Licensed StampVendor. . '!

(v) Full specimen signature of the Licensed Stamp Vendor./ Report containing particulars of the vendors should be au-

thenticated by the Additional District Magistrate-in-Charge ofstamp/stamp papers.

(7) Registering Officers should be asked to verify the specimensignature of the licensed stamp vendors whenever any documentis presented for registration. Specimen signatures of the Treasury .Officers and the stamp clerk should also be sent to the RegisteringOfficers and the Superintendent of Police of the district.

(8) Treasury Officers will also be asked to verify the specimensignature before issue of stamps/stamp, papers.

(9) This may kindly be treated as extremely urgent.Yours faithfully,
