    Arizona State University (ASU) extends an invitation to interested and qualified firms or individualsto submit formal sealed qualifications to provide Design Professional services as described herein.

    DIRECTIONS TO USB VISITOR PARKING AND BUILDING PROTOCOLPurchasing and Business Services is in the University Services Building, (1551 S. Rural Road,

    Tempe AZ, 85281) located on the east side of Rural between Broadway Ave. and Apache Blvd.Visitors may park in USB Lot 45, located directly behind the building using the Pay by Spacemachine (bring a few dollars). The meter will be located near the main entry to USB to allowvisitors to park their vehicles and easily access the machine on their way into the building.

    Warning: If you are attending a pre-submittal meeting, interviews, or similar meeting, pleasedo not park in any reserved spaces. For example, 20 min loading, Human Resources 20 minparking, or Financial Services reserved spaces, etc. If your vehicle is ticketed or towed, youwill be responsible for your vehicle.

    If you are visiting USB anywhere other than the Front Lobby, check in and obtain a visitors badge fromthe USB Reception Desk to wear while in the building. The receptionist will call to have you escorted toyour meeting.

    Project DescriptionArizona State University is soliciting Requests for Qualifications from qualified Design Professionals (DP) with

    expertise in current higher education library facilities to prepare a Master Plan Study for the Charles TrumbullHayden Library. The principal objective is to identify how best to position the Hayden Library to provide anexceptional learning environment that directly supports the New American University.

    Formal sealed qualifications are due on or before 3:00 PM, MST, November 14, 2011.

    Pre-Submittal ConferenceA RECOMMENDED Pre-Submittal Conference is scheduled for 2:00 PM, MST, October 31, 2011 in theHayden Library, Room C-6A (Recommended Parking Structure: Fulton)and will include a short walk-through of the facility. Reference the ASU Parking Map at http://www.asu.edu/map. Attendance is stronglyrecommended for those who desire to submit a Proposal. The ASU Project Manager will be available todiscuss the Project. Make sure to bring your business card for streamlined sign-in.

    PART II: PROJECT INFORMATION AND SCOPE OF SERVICES

    NOTE: ASU reserves the right to cancel all agreements at its discretion.

    The successful DP in this selection will be able to provide services at ASUs discretion forrenovation/modification projects, related to this project, for the duration of the warranty period of twoyears after substantial completion.

    1) SITE DESCRIPTION

    The existing Hayden Library is located on the ASU Tempe Campus at 300 East OrangeMall, Tempe, AZ 85287. See Attachments #1 and # 2 for Hayden Library campus locationand Hayden Library Current Layout.

    2) PROJECT DESCRIPTION (If this is a Multiple Project RFQ, list each project anddescription)

    The Charles Trumbull Hayden Library serves as the main library for the ASU Tempecampus and is located along the pedestrian thoroughfare Cady Mall. The library housesbooks and research materials in the humanities and social sciences, including business andeducation provisions along with numerous special collections. Other spaces in the libraryare utilized for library administrative offices and other student support functions.

    Built in 1966, Hayden Library is named for Charles Trumbull Hayden, founder of Tempe andfirst president of the board of the Arizona Territorial Normal School. The five story buildingwas designed by the architectural firm of Weaver and Dover in the "Pavilion" style andfeatures a dry moat, which was intended as a sculpture garden and quiet reading area.

    In 1989, in what was to have been the first of a two-phase expansion, the library added twofloors below Hayden Lawn and moved the main entrance of the library as part of thisexpansion. The design of the expansion included a grand stairway leading below grade to alarge open-air gardened courtyard. Inside, the entry features a large seal of Arizona inlaid inthe floor above which, on the Hayden Lawn sits the "beacon of knowledge, illuminated atnight by the interior lights of the library below.

    While not currently listed as a historic structure, the original Weaver and Dover is treated assuch with the expectation that it will achieve historic status.

    The facility currently houses 318,892 gross square feet within four above grade levels, twolower levels and a penthouse level. Further details of the facility can be obtained athttp://lib.asu.edu/hayden and https://cad.asu.edu/fds/index.asp.

    Building Assessment & Master Plan

    The selected DP will work in close collaboration with multiple ASU stakeholders to develop amaster plan for Hayden Library. The study shall include documentation of existingconditions along with proposed options for future implementation. The DP shall preparemultiple design options for ASU review, comment and selection of a preferred option.

    The DP will be able to demonstrate significant, recent experience with this type of facilityand the services to be provided. Additionally the DP will collaborate with ASU in identifying adetailed Scope of Work and the process required to achieve the stated project objective.

    A preliminary outline of the Scope of Work includes:

    A. Campus Context

    Review existing documents and conditions to understand the relationship ofHayden Library as a key component of the core Tempe campus.

    Prepare written descriptions and diagrams illustrating this analysis as itrelates to the natural environment, the built context and circulation on thecampus.

    Prepare additional documentation as necessary to illustrate key campus widerelationships and influences.

    B. Current & Proposed Facility Utilization

    The DP shall obtain all pertinent data for analysis and documentation ofcurrent library operations and space utilization.

    Prepare a comprehensive analysis of current and proposed spaceassignments, stakeholders, departments, and user groups.

    Prepare a comprehensive analysis of library holdings and material circulation.Include documentation of provided services by building occupant.

    Prepare written descriptions and diagrams illustrating items A through F for

    the Project Description along with space types and stacking relationships.

    C. Peer Comparison

    Provide a comparison and analysis of key facility metrics to a minimum of three peerinstitutions. Appropriate peer institutions shall be determined in collaboration withASU.

    D. Building Assessment

    Prepare a preliminary building assessment outline that identifies keydeficiencies in the building systems, life safety and building sustainability.

    Provide an outline, scope and process for completing a detailed buildingassessment to be completed in later phases.

    E. Phasing

    Prepare phasing options for implementation of the preferred option and keycomponents of the Master Plan as identified in collaboration with ASU.

    F. Budget

    Prepare conceptual cost estimated for implementation of the preferred optionincluding line items costs for each key component of the Master Plan as identified incollaboration with ASU.

    SustainabilitySustainability is a very important aspect of the program and this project is expected tocomply with the new sustainability guidelines that have been incorporated into ASUs designguidelines.

    Historic PreservationNo Historic Preservation issues are anticipated on this project. ASU will coordinate withArizonas State Historic Preservation Office (SHPO) should any issues arise.

    Special or additional selection criteria:

    Prior and demonstrable experience with institutional projects of similar size, scope, andcomplexity.

    Recent direct experience master planning for renovation or construction of higher educationalcampus libraries.

    Prior and demonstrable experience programming and space planning with diverse academicunit stakeholders in higher education.

    3) CONSTRUCTION COST BUDGET

    Estimated Construction Cost Budget: Non-applicable. An approved construction budgetwill be developed by ASU together with the selected DP. and CM@RISK.

    Project Phasing The selected DP may be engaged in future phases to further define thescope of work and associated cost. The engagement of the DP will be determined once theMaster Plan is adopted and Project funding is established.

    PART III: PROPOSAL FORMAT AND CONTENTS

    The total length of Sections 1 through 3 below should not exceed 20 pages total (10 double-sidedsheets) of text and graphics in single column format with a font size of no less than 10 points.Section dividers or blank pages do not count toward the page limitations. This limit excludes AIA

    documentation and mandatory ASU Certifications and Forms. Submit the following:

    One (1) clearly marked hardcopy original in 8.5 x 11, non-binding form. No metal orplastic binding may use clip for easy removal of proposal.

    Two (2)additional copies on CD in PDF format, PC readable, no passwords, labeled withvendor name and project number and less than 5MB.

    One document for entire submittal on each disk. All required signed Certification Formsand documents are to be included in your single PDF document.

    One separate document on one separate disk for confidential financials only if requested

    within proposal. (Label appropriately)

    Check and play all CDs before submitting. (Company marketing materials notrecommended. Compress photos, etc. in smaller size formats as necessary. Forassistance in compressing your document size to 5 MB or less, refer to the document, Tipsto Reduce Document Size for Submittals, located in Miscellaneous Construction Documentson the Purchasing Forms Page at http://cfo.asu.edu/purchasing-forms.) We prefer thatyou use paper sleeves for the CDs, instead of the hard plastic covers.

    Note: Proposer should use recycled paper and double-sided copying for the production of allprinted and photocopied proposal documents. Furthermore, the documents should be clearlymarked to indicate that they are printed on recycled content (minimum 30% post-consumer waste

    paper).

    Proposals must be received by ASU on or before the day and hour set for receipt ofProposals.

    ASU is seeking a firm with Design Professional experience as specified in this RFQ. ASU will beevaluating prior DP experience that is relevant to the project scope.

    The Proposal must include a response to each of the following items starting at Section 1 below.The information and outline below shows how your proposal should be organized and index tabbed.

    SECTION 1) PRIOR EXPERIENCE & QUALIFICATIONS

    List a minimum of three completed projects similar in terms of project type, size, complexity, budget,and schedule to the project at hand. The listed projects must demonstrate that the firm, throughpreviously completed work, has developed expertise to provide design through constructionadministration phase services as required for this project.

    Describe what makes your firm stand out above your peers and why your firm should be chosen asthe most qualified DP Team for this project.
