TheAirReservePersonnelCenter is theexecu-tionagentforForceDevelopmentwithintheAirForceReserve. TheForceDevelopmentDivi-sionistheofficeofprimaryresponsibility.Force

DevelopmentisdesignedtoimprovethewayCitizenAirmenaredevelopedthrougheducation, trainingandexperientialopportunities.

The Reserve Officer Development Plan (R-ODP) is thevehicle that allows Reserve officers to communicate theircareergoalstoseniorleaderswithintheircareerfield.IntheR-ODP,officerssignalwhattypeofparticipationcategorytheyarewillingtoaccept(ART,TR,IMA,AGR),aswellaswhetherornottheywouldliketobeconsideredforin-resi-dencedevelopmentaleducationorcommand/keyleadershipopportunities.Oncecomplete,itcanbesharedwithamentor,or routed through their leadership chain for endorsement.OfficersreceivenoticebeforeeachDevelopmentTeam(DT)instructingthemtoreview/updatetheirmilitaryrecord.

TherequirementforcommissionedofficerstobeeducatedandexperiencedinjointmatterswascodifiedaspartoftheGoldwater-NicholsActof1986.TheJQSbuildsuponthishistoriclegislationbyprovidingastructurethatrecognizestheexpeditionaryandinherentlyjointnatureofhowmilitaryforcesoperateinthe21stcentury.TheJQSoffersfourlevels

ofjointqualification[LevelI,LevelII,LevelIII(akaJointQualifiedOfficer),andLevelIV]torecognizethecareer-longaccumulationofjointknowledge,skillsandabilities.

Officers from second lieutenant through colonel mayself-nominatetheirexperiencesandrequestawardof“jointexperiencepoints”bygoingtohttp://www.dmdc.osd.mil/appj/jmis/JQSindex.jsp.SubmissionsarescreenedandvettedbytheserviceJointOfficerManagementandPersonnel/HRstaffsbeforebeingforwardedtotheJointStaffforevaluationbyaJointExperienceReviewPanel.TheJointExperienceReviewPanelischairedbyJS/J-1andcomposedofseniorofficersrepresentingtheservices.Brigadiergenerals(orO-7selects)shouldcontacttheirGeneralOfficerMattersofficefordetailsonhowtoself-nominate.

Career Field ManagementTheForceDevelopmentexecutionphaseresponsibilityis

everevolving.Currently,wehaveofficerForceDeveloperswhoworkcloselywiththeDevelopmentTeam(DT),CFMandotherseniorleaderstoensureweproperlydevelopourfuture leaders. Essentially, career field assignment forcedevelopersarethe“frontline”inexperientialdevelopment.Thedeveloper’smainjobistoputtherightpersonintherightplaceattherighttimeintheircareer.

DevelopersoffercareercounseltoofficersbasedonDTvectors.Theyunderstandtheneedsofthehiringauthority,thecareerfieldandtheindividualofficerandmatchtheopportunitytotherightofficer.TheyaretheconduitbetweentheDTandtheofficerestablishingagenuinerelationshipwithallinanefforttobethe“honestbroker”forthecommand.

DevelopersalsoprovidestatisticalanalysisoncareerfieldvacanciesanddemographicstotheCareerFieldManager.Theanalysisallowsthecareerfieldseniorleaderstoplanandmakepredictionsaboutfuturerequirements.

Eachyearabout8,000GuardandReserveof-ficersareconsideredforpromotionbycen-tralselectionboardsheldattheAirReservePersonnelCenter.

Thereisnosecrettosuccessthatensuresselection.Infact,officershavecontroloverthefactorscontributingtoselectionornonselection.Tomaximizetheirchancesforpromotion,officersshouldunderstandwhataselectionboardistaskedtodoandthetoolsthatareavailabletoaccomplishthetask.

Promotion Selection Board Aselectionboardidentifiesofficerswhohavedem-

onstratedthepotentialtoservesuccessfullyinthenexthigher grade. To determine an officer’s potential, theboardisinstructedtoevaluateeachoftheeligibleoffi-cersusingthewhole-personconcept.Thewhole-personconceptconsidersanofficer’sdemonstratedperformance,breadthof experience, job responsibility,professionalcompetenceor jobknowledge, specificachievements,developmentaleducation,adacemiceduation,leadershipandGuard/Reserveparticipation.

A board member’s assessment of potential is basedsolelyoninformationdocumentedintheofficerselec-tion record. Air Force Instruction 36-2504, Officer Promotion, Continuation and Selective Early Removal in the Reserve of the Air Force,specifiesthedocumentsauthorizedinthefile.

Boardmembers reviewofficerperformance reports,lettersofevaluationandtrainingreports,citationsandorders for approved decorations, point summaries, acomputer-generatedselectionbrief,thePromotionRec-ommendationForms(forlieutenantcolonelandcolonelpromotionboardsandallpositionvacancyboards),andletterstotheboardpresidentifsubmitted.

All court-martial convictionsare filed in theofficerselectionfolderforreview.Otherderogatoryinforma-tion,suchaslettersofreprimandandArticle15actions,arealsoreviewedbytheboard,ifplacedintheselectionfolderbytheofficer’scommander.

Not-qualified-for-promotionrecommendationsarealsoreviewedby theboard if submittedby theMAJCOMcommander.

Process Demands High StandardsThepromotionprocessdemandshighstandardsanda

fairandequitablereview.Recordsmustclearlydemon-stratetotheboardthattheofficersarefullyqualifiedtohandletheresponsibilitiesofthenexthighergrade.

TheSecretaryoftheAirForcesetsaquotaforeachgrade.MembersoftheAirNationalGuardandAirForceReserve compete in separate categories with separatequotas.ThequotasarebasedontheneedsoftheANGandUSAFRandcannotbeexceeded.

Therefore,tobecompetitive,officersmustbeamongtheverybestandmustclearlydemonstratethepotentialtoperformsuccessfullyinthenexthighergrade.

Proven Performers in Demand Theimportanceofastrong,consistentpatternofperfor-

mance,appropriatelydocumentedintheselectionfolder,cannotbeoveremphasized.Theprovenperformerisindemand for themost responsible jobs,andbreadthofexperienceisenhancedbythejobsheld.Ratingofficials,andthoseinthechainofcommand,mustdocumenttheofficer’seffortsandrecognizesuccessesanddeficiencies.Beyondthatpoint,potentialpromoteescontroleachofthewhole-personfactors.

They must demonstrate the initiative and build therecordnecessarytoshowtheycanservesuccessfullyinthenexthighergrade.

Developmental Education is available to increaseknowledgeandunderstandingoftheAirForceanditsroleinworldaffairs.

Leadershiprolesinprofessionalandcivicorganizationsenhanceleadershipskillsanddemonstratetheabilitytohandleincreasedresponsibility.

Active participation in Guard or Reserve activitiesshows dedication. If pertinent information is missingfromaselectionfolder,a letter to theboardpresidenthighlightingtheactivityisappropriate.

Invest Time in Career Preparationforpromotionshouldbegintodayrather

thanjustbeforetheboardconvenes.Officers meeting the Central Promotion Selection

Boardsmustmeeteligibilityrequirementsbasedondateofrank/timeingrade.Thisinformationisavailableathttp://www.arpc.afrc.af.mil/promotions.

Officers canget a copyof theirofficerpreselectionbriefbycontactingHQARPCviatheTotalForceSer-viceCenter-Denverat800-525-0102.Ifinformationismissingorisinerror,officersshouldensuretherequiredchangesaremade.

OfficerPerformanceReportsaredueannuallyoruponchangeofrater.OPRsmayalsoberequiredwhendirectedbyHeadquartersAirForceorthemember’scommander.The

tablebelowshowswhenreportsarerequired.About60daysbeforethecloseoutdate,theservicing

militarypersonnelflight,militarypersonnelelementorcommander’ssupportstaffnotifiestheofficer’sraterthatanOPRisdue.OfficersshouldcontacttheirraterstoensuretheyareaccomplishingtheOPRandtoprovideinputifrequested.

OncethereportissubmittedtoARPCthroughvPC-GRorCMS(forIMAsandPIRRs),unitReservists,AirNationalGuardandActiveGuardReserveofficersmayreview their documents by accessing the AutomatedRecords Management System (ARMS) or PersonnelRecordsDisplayApplication(PRDA)(bothareavail-ablethroughtheAirForcePortal,https://www.my.af.mil/faf/FAF/fafHome.jsp.CopiescanalsoberequestedfromARMSbyaccessingvPC-GR,orbycallingtheTotalForceServiceCenter-Denverat800-525-0102orviae-mailatarpc.contactcenter@arpc.denver.af.mil.

Performancereportsarecriticaltothepromotionpro-cess.Thereforeofficersshouldensurethattheirrecordisaccurate.

Officers eligible for promotion should review theirofficerpreselectionbriefandtakeactiontoensuretheircurrentOPRisintheirofficerselectionrecordatHQARPCbeforetheboardconvenes.

OPRsshouldbefiledintheofficerselectionrecordwithin90daysof thecloseoutdate.IfanOPRisnotreceivedwithin18monthsofthereportcloseoutdate,therecordis“gapped.”ThissimplymeansthatanAirForceInformationManagementTool77,Letter of Evalu-ation, isfiledintherecordinplaceofthemissingoroverdueOPR.

A“gap”inarecordmeansnorecordofperformanceforthatperiodisavailableforpromotionorselectionboardreview.Thisevaluationbecomesamatterofre-cordandisnotremovedunlessapprovedthroughproperadministrativechannels.

Officersshouldseekapprovalfromtheircommandersbeforetrainingatanyunitotherthantheirunitofas-signmentorattachment.Thisincreasesthechancesoftheirreportbeingsubmittedontimeandpreventsfutureproblemssuchas“gapping.”

mentees and participating individual ready reservists.AirNationalGuardmembers shouldcheckwith theirmilitarypersonnelsections.

Regardlessofthetypeofassignment,reserv-istsmustearnatleast50pointseachretentionandretire-mentyeartoearnasatisfactoryyeartowardretirement.Thirty-fivepointsmustbeearnedthroughparticipation(IDT,AT,ECI)and15pointsareawardedformembership.FiscalyearrequirementsvarybyReservecategory.

Theelementsofsuccessareparticipation,performance,professionalmilitaryeducation,academiceducationandcareerplanning.Airmenmustknowwhatprogramsareavailable for them, the training requirements for eachprogramandhowtolocateavailablepositions.

Unit Program - Category ATheprogrammostfamiliartoGuardandReserveAirmen

isthetraditionalunitprogram.Thisprogramrequiresoneweekendofinactivedutytrainingeverymonth,referredtoasunittrainingassembly,andtwoweeksactiveduty(annualtraining)bothforpayandpointseachfiscalyear.UnitAirmenwhocompleteallrequiredUTAsreceive48points(onepointperfour-hourtrainingperiod).Inaddi-tion,theyreceiveonepointforeachdayofactive-dutytraining.Fifteenmembershippointsarealsoawarded.

Inactiveduty trainingperiods forpayandpointsareusuallyperformedduringtheweek,oneortwodaysamonth,eacheight-hourdayearnsthemembertwoIDTpoints.IDTscan,insomecases,begroupedintolargerincrementsiftheactive-dutysupervisorapproves.

The Retired Reserve consists of two categories:Thosereceivingretiredpay(RetiredReserveSec-

tionZB).Thosewhohavemetallrequirementsforretiredpay

exceptforattainmentofretiredpayage(RetiredReserveSection ZA). Certain active duty orders since January2008qualifymemberstoreceiveretiredpaybeforeage60.AirmenwhobelievetheyhavequalifyingactivedutyshouldcontactARPCaboutthisentitlement.

EligibilityToattaineligibilityforretiredpay(normallyatage60),

reservistsmustcompleteatleast20yearsofsatisfactoryservice.Airmenmeetingtheeligibilityrequirementsforpayareissueda“NotificationofEligibilityforReserveRetiredPay”letterandareeligibletoparticipateintheReserveComponentSurvivorBenefitPlan(RCSBP).

AirmeneligibleforretiredpayunderTitle10,U.S.C.,12731areeligibleforcertainbenefitsbeforetheyreachage60.

First, upon receipt of the notification letter, theyareenrolledintheRCSBP(seedetailsonPages25-26).This plan allows Airmen to provide an annuity of upto 55 percent of retired pay to an eligible, designatedbeneficiaryupon theirdeath. Thecostof theRCSBPcoverage is not paid until the Airman starts receivingReserveretiredpay.

Second,upontransfertotheRetiredReserve,theymayparticipateinopenmessfunctionsifauthorizedbytheinstallationcommander;weartheuniformonappropri-ateoccasions;possessanIDcard,DDForm2AF;andusespace-availableairtransportation.TheyareeligibletoparticipateinTricareRetiredReserveandtheTricare

RetireeDentalProgram.Theyarealsoauthorizedfullaccesstoabaseexchangeandcommissary.

Third,full-timecoverageunder theVeterans’GroupLifeInsuranceprogramisalsoavailable(seedetailsonPage28).InformationonthisprogramisforwardedupontransfertotheRetiredReserve,orcall800-419-1473toobtainanapplication.

Fourth, persons in Retired Reserve Section ZA areautomatically furnished information on how to applyfor retired pay about four months before their retire-mentpayeligibilitydate(normallyage60).ThepersoncompletestheapplicationformsandreturnsthemtoHQARPC/DPTTR at least 45 days before the retired payeffectivedate.

Uponreceiptofretiredpay(normallyatage60),personsreceivethesamebenefitsallocatedforretiredmembersoftheactiveAirForce(seePage21).

Ifqualified,Airmenwhomeettheconditionsofmaxi-mumage,maximumserviceoraretwicedeferredforpro-motion,willautomaticallybetransferredintotheRetiredReserveunlesstheAirmanappliestobedischarged.

TherearecertainU.S.DepartmentofVeteransAffairsbenefitsforwhichreservistsandtheirfamilymembersareeligibleforiftheAirmanbecomesdisabledordiesfromservice-con-

nectedcauseswhileintheReadyReserve.Tobeeligible,anAirmanmustbeonactiveduty,annual

training,active-dutysupport,militarypersonnelappro-priationfundedactivedutytour,activedutyfortraining,includingtravel toandfrom,or inactivedutytraining.TraveltoandfromIDTqualifiesforsomebenefits.

Tobeeligible,familymembersmustmeetthefollow-ingrequirements: Married to a servicemember who died on active

duty,ORMarried theveteranwithin15yearsof discharge

fromtheperiodofmilitaryserviceinwhichthediseaseor injurythatcausedtheveteran’sdeathbeganorwasaggravated,ORMarriedtotheveteranforatleastoneyear,ORHadachildwiththeveteran,ANDCohabited with the veteran continuously until the

Dependency and Indemnity Compensation

Dependency and indemnity compensation is a VAmonthlybenefitpayabletothesurvivingspouse,childrenand,insomecases,parents,iftheAirmandiesinthelineof duty from disease or injury incurred on AD, ADS,ADT,AT,MPAmandaysorIDT(injuryonly),includingtraveltoandfromduty.TheVAmakesthedeterminationifDICispayable.

DICispayabletoasurvivingspouseregardlessofanyotherincome.Monthlypaymentsarepaidataflatratepermonthplusanadditionalamountforeachchildunderthespouse’scare regardlessof thedeceasedAirman’sgrade.Ifthereisnosurvivingspouse,anyeligiblechil-drenreceiveanannuity.

Eligiblechildrenlivingwithanex-spousemayreceiveaportionoftheDIC.

Monthlypaymentstoparentsdependontheirincome,notdependencyupontheAirman.Paymenttoparentsdoesnotdecreasepaymenttoaneligiblespouseorchildren.

Disability Compensation IfAirmenaredisabledbyaninjuryordiseaseincurred

oraggravatedonAD,ADS,ADT,ATorMPAmandays—oraninjuryincurredoraggravatedonIDT—andtheinjuryordiseaseisdeterminedtobeinthelineofduty,theyshouldapplytotheVAforcompensation.IffoundeligiblefordisabilitycompensationbytheVA,theycouldreceivemonthlypaymentsrangingfrom$96for10per-centdisabilityto$1,989for100percent.Ifratedat30percentormore,theyareentitledtoadditionalallowancesforfamilymembersincludingparentsdependentonthemforsupport.Theseamountsareadjustedannually.

Vocational Rehabilitation and Employment

Reservistsareeligibleforvocationalrehabilitationiftheymeetallthreeofthefollowingconditions:

They suffered a service-connected disability while onAD,ADS,ADT,AT,IDTorMPAmandays,whichentitlesthemtocompensation.

They were discharged or released from the Reserve underhonorableconditions.

The VA determines that they need vocational rehabili-tationtoovercomeanimpairmenttoemploymentabilitycausedbyservice-connecteddisabilities.

Veterans Group Life InsuranceVeteransGroupLifeInsuranceisissuedinamountsfrom

$10,000to$400,000inmultiplesof$10,000,premiumratesapply. However, itcannotexceed themaximumamountofServicemembersGroupLifeInsurancecov-eragetheAirmanhadwhileintheparticipatingReadyReserve.

Survivors and Dependents Education

A monthly allowance for as many as 45 months offull-time trainingorschoolingcanbepaidby theVAto the children (ages 18-26) and spouses of reservistswithpermanentandtotalservice-connecteddisabilities,orunmarriedspousesofthosewhodiedofservice-con-nectedcauses.

Handicapped children can receive benefits as earlyasage14.Achild’smarriageisnobarriertoeducationbenefits.

Generally,theperiodofeligibilityforaspouseorsurvi-voris10yearsfromthedateVAdeterminesthatdisabilityistotalandpermanent,orfromthedateofdeath.

Civilian Health and Medical Program — VA

ThisisamedicalprogramthroughwhichtheVAhelpspay for medical services and supplies obtained fromciviliansources.ThefollowingpersonsareeligibleforCHAMPVA,providedtheyarenoteligibleforTricare,CHAMPUSorMedicare:Thespouseorchildrenofareservistwhohastotal

permanentdisabilityresultingfromaservice-connecteddisability.Thesurvivingspouseorchildrenofareservistwho

Burial FlagsTheVAprovidesaU.S.flag,atnocost,todrapethe

casketoraccompanytheurnofmostdeceasedveterans,retirees,reservistsentitledtoretiredpayandmembers/formermembersoftheSelectedReserve.

Whenburialisinanational,stateorpostcemeteryaflagisprovided.

When burial is in a private cemetery, flags may beobtainedfromVAregionaloffices,nationalcemeteriesandmostU.S.postofficesby submittingaVAForm21-2008,Application for United States Flag for Burial Purposes, to any of these agencies. Funeral Directorsmaybeofassistanceobtainingtheflag.

Presidential Memorial CertificatesA Presidential Memorial Certificate, signed by the

Presidenttohonorthememoryofhonorablydischargeddeceasedveterans,mayberequestedfromtheVA.

ThePMCexpressesthecountry’sgratefulrecognitionoftheveteran’sserviceintheU.S.armedforces.Eligiblerecipients,orsomeoneactingontheirbehalf,mayapplyforaPMCbycontactingVA,800-827-1000.TheywillconnectthemwiththeirregionalVAofficeforfurtherinformation.Requestscannotbesubmittedviae-mail.

To ensure their family continues to receiveaportionoftheirfutureretirementincome,reservistswithdependentswillautomaticallyreceivecoverageundertheReserveCompo-

nentSurvivorBenefitPlan(RCSBP).TheRCSBPistheonlyprogramtoprovideasurviving

spouseaguaranteedlifetimeincomejustastheretireeisguaranteedretiredpayduringhisorherlifetimeunlesstheretiringAirmanelectsnottoparticipate.

Themaximumannuityis55percentoftheretiredpay.An established annuity increases automatically at thesamerateasretiredpaybasedonConsumerPriceIndexincreases. Note: Airmen pay nothing until they begin drawing retired pay (normally at age 60.)

EligibilityOnceguardsmenorreservistsqualifyforReserveretired

pay,theyareeligibleforRCSBP.Theywillbesentaletterwithinstructionsonhowtodownloadthe“ReserveCom-ponentSurvivorBenefitPlanInformation”packetfromthevPC-GRwebsite.Afterdownloadingandreviewingtheinformation,theywillhave90daystoeitherconcuronnon-concurwiththeautomaticelectiontheyweregivenbasedontheireligibledependents.

Complete information on RCSBP is included in thepacket, which must be downloaded from the vPC-GRwebsite,alongwiththeAirman’s20-yearletter.

Note: If an Airman dies after becoming eligible for retired pay but before being notified of their eligibility by ARPC, or if he or she dies after receiving the RCSBP packet but before making a choice within the 90-day period, the spouse or children receive an immediate annuity.

The chance to choose RCSBP could very well be aone-timeopportunity.ManyretireesthinkthattheycanbecomeRCSBPparticipantsanytimeduringtheirretire-ment.Thisisnottrue.

AlthoughretireeshavebeenaffordedtheopportunitytoenrollseveraltimessinceSBPbecamelawin1972,itshouldbeconsideredasa“nowornever”decision.

There were four open seasons legislated in 1981,1992,1999and2005byCongressbecausesignificantchangesandimprovementshadbeenmadetotheplan.However,withopenseasonscomeacostpenaltyofupto11percent and a survival clause,meaning that theretired Airman has to live two years after submittinganelectionbeforeRCSBPcoveragebecomeseffective.Whenenrollingatretirement,thecostislessandthereisnosurvivalclause.

If the Airman is not married and has no dependentchildren,heorshemayelectcoverageforaninsurableinterestperson.Thismustbeaperson(notacompany,organization,fraternity,trust,etc.).Itmaybeacloserela-tiveorbusinesspartner.IftheAirmanisnotmarriedandhasonlyonechild,heorshemayelectinsurableinter-estcoverageforthatchildregardlessofthechild’sageordependencystatus.AnyotherpersonmayqualifyiftheAirmanprovidesproofshowingthatpersonbenefitsinsomemannerfromtheAirman’scontinuedlife(forexample,abusinesspartner).

TSPdiffersfromthemilitaryretirementsysteminthatparticipation in the TSP is optional and not automatic.Airmenmustsignup toparticipate. Airmencontributefromtheirownpayonapretaxbasis,andtheamounttheycontributeandtheearningsattributabletotheircontribu-tionsbelongtothem.

Therestrictionsofhavingonlytwoopenseasonseachyearforcivilianandmilitarymemberstoenroll,stop,re-sumeorchangetheircontributionshasended.Memberscannowenrollorchangeselectionsatanytime.

PublicLaw108-469eliminatedrestrictionsoncontri-butionelectionsthathavealwaysbeentiedtoTSPopenseasons.AnypercentageofpayorevenaspecificdollaramountperpayperiodcanbechosenuntilreachingtheIRSElectiveDeferralLimitof$16,500.Thereisalsoacatch-upcontributionallowedofanadditional$5,500for

If serving in a combat zone and receiving a CombatZoneTaxExemption,contributions to theTSParestillauthorized.Furthermore,thesecontributionsdonotcountagainstthe$16,500ElectiveDeferralLimit($22,000ifage50).Theydocountagainstthe415(c)AnnualAdditionsLimithowever.

TheAnnualAdditionsLimitisseteachyearbytheIn-ternalRevenueServiceandaffectsparticipantswhocon-tributetax-exemptearningstotheTSPwhiledeployedinadesignatedcombatzone.Thislimitremainsat$49,000for2010.ContributionsmadefrompayattributabletotheCZTEaretaxexempt,andthereforedonotcounttowardtheElectiveDeferralLimit($16,500for2010).

The Annual Additions Limit, however, includes allemployeecontributionstotheTSP,bothtax-exemptandtax-deferred,andanyagencycontributionsifaFERSCivilServant.Over-50Catch-upcontributions(upto$5,500)donotcounttowardtheElectiveDeferralortheAnnualAdditionsLimit.WhenaparticipantreachestheAnnualAdditionsLimitinhisorheruniformedservicesaccount,theTSPcannotacceptanymoretax-exemptortax-deferredcontributions.

Becauseofthedownsizingoftheactive-dutyforces,Congressauthorizedtwovoluntaryseparationincentiveprograms:theVolun-tary Separation Incentive and the Special

SeparationBenefit.Thefollowinginformationappliestomembersreleased

fromactivedutyunderVSI/SSB.

Special Separation BenefitAirmenwhoelectedSSB,receivedasingle,lump-sum

paymentupontheirseparationfromactiveduty.Asaconditionofreceivingthepayment,theysignawrittenagreementtoserveintheReadyReserveforatleastthreeyears following separation from active duty or threeyearsbeyondanyexistingstatutoryserviceobligation,whicheverislater.

Voluntary Separation IncentiveThosewhoelectedVSI,receiveanannualVSIpayment

oneachanniversaryoftheirseparationdatefromactiveduty.Thepayment,equaltotheVSIpaymentreceivedontheirseparationdate,continuesuntilthetotalVSIentitle-mentispaid.TheannualVSIpaymentdoesnotchange(nocostoflivingadjustments),exceptthelastpaymentmaybelessbecauseofapartialyearcalculation.

ThenumberofVSIpaymentsequalstwicethenumberofyearsofactivedutyservice.AsaconditionofreceivingannualVSIpayments,AirmensignawrittenagreementtoserveintheReadyReserveforthedurationoftheirVSIpaymentperiod.

AnnualVSIpaymentsarestoppedifAirmenaresepa-ratedfromtheReadyReserveunlessoneofthefollowingconditionsapply:Theybecomeineligibletocontinuetoserveinthe

ReadyReservebecauseofmedicalreasons,age,failuretobeselectedforpromotion,orotherreasonsdeterminedbeyondtheircontrol.TheyaretransferredtotheStandbyReserveunlesstheyarequalifiedforandrequestatransfertotheRetiredReserve. They die. The remaining VSI annual payments

continuetothedesignatedbeneficiary.

Reserve Membership Requirement When Airmen leave active duty, they serve in the

nonparticipating (no inactiveduty trainingor annualtour)IndividualReadyReserveunlesstheyelectedtoserve in anactiveReserveorNationalGuard status.They serve in the nonparticipating IRR for at leastthreeyearsafterseparationfromactivedutyorthreeyearsbeyondanyexistingstatutoryserviceobligation,whicheverislater,unlesstheyrequestandareapprovedforaparticipatingassignment.WhileassignedtothenonparticipatingIRR,theymaybeorderedtoaone-daymusterdutyortwotothreedaysofactivedutytrainingeachfiscalyearforannualscreeningrequirements,and,ifeligible,theymeetaReservepromotionboard.

ParticipantswhoremaininthenonparticipatingIRR,

aretransferredtotheStandbyReserveafterthreeyearsunless theyarequalifiedand request a transfer to theRetiredReserve.TheseAirmenaresubjecttorecalltoactivedutyintimeofwaroranationalemergency.

AirmenmaychangetoaparticipatingstatusprogramandperforminactivedutytrainingandanannualtourbybeingassignedtoanANGunit,aReserveunitoranIMApositionifthereisavacancy.Also,therearepoints-only(nopay)participatingstatusprogramstocontinuetheirmilitarycareerintheReserve.

IfanAirmanisreceivingsimultaneousVSIpaymentsandretiredpay,heorshemayelecttoterminatethere-ceiptofVSIpayments.Anysuchelectionispermanentandirrevocable.TherateofmonthlyrecoupmentfromretiredpaywillbereducedbyapercentagethatisequaltoafractioncreatedbythenumberofmonthsthatwouldnotbepaidasaresultoftheAirman’sdecisiontotermi-natetheVSI,dividedbythenumberofmonthstheVSIpaymentswerescheduledtobepaid.ThoseinterestedinchangingtoaparticipatingstatuscancontactthenearestANGorAirForceReserverecruiter.

Reserve Retired Pay OffsetFederal lawrequirestherecoupmentofSSBorVSI

paymentsfromthosewhoeventuallyqualifyforReserveretiredpay.TherecoupmentislimitedtothegrossamountoftheSSBorVSIpaidandisdeductedfromtheirReserveretiredpaywhentheystartcollectingit.

TheamountdeductedfromtheirmonthlyReservere-tiredpaywillbecalculatedbyDFAS-CL.Theamountwithheldfromeachmonthlyretirementcheckwillnotexceed40percent,untiltheVSI/SSBisrepaid.

Disability Compensation OffsetForAirmenwhoreceivedanSSBpaymentandlater

qualifyfordisabilitycompensationunderlawsadminis-teredbytheDepartmentofVeteransAffairs,theirSSBpaymentisdeductedfromthedisabilitycompensation.NodeductionmaybemadefromanSSBpaymentreceivedforanearlierseparationifthedisabilitycompensationisforadisabilityincurredoraggravatedforalaterperiodofactiveduty.

IfanAirmanreceivesVSIpaymentsandlaterqualifiesfordisabilitycompensationunderlawsadministeredbytheDepartmentofVeteransAffairs,theamountofdis-abilitycompensationisdeductedfromtheVSIpayments.NodeductionsmaybemadefromtheVSIpaymentsforanydisabilitycompensationreceivedbecauseofanearlierperiodofactivedutyiftheVSIisbeingpaidbasedonalaterperiodofactiveduty.

The Ready Reserve is comprised of about235,000trainedmemberssubjecttorecalltoactivedutytoaugmenttheactivecomponentsintimeofwarornationalemergency.

Ofthesereservists,about179,000areSelectedReservemembersintheAirForceReserveandAirNationalGuardwhotrainregularlyandarepaidfortheirtraininginunitorindividualprograms.

Inaddition,about45,000areintheIndividualReadyReserve. Most IRR Airmen are not required to trainregularly but are subject to mobilization and annualscreeningviamail,musterorexercise. Airmenin thenonparticipatingIRRarerequiredtomaintainbasicis-sueuniformitems;keepcontactinformationuptodatewithARPC;andregister/validateCivilianEmploymentInformationannually.

Enlisted Airmen serve in the nonparticipating IRRuntiltheirmilitaryserviceobligationexpiresorcomple-tionofETS,whicheverislonger.OfficersremaininthenonparticipatingIRRatleasttwoyears(threeyearsforseparationpayrecipients)aftertheirMSOexpiresand,ifeligible,meetaReservepromotionboard.OfficerswhoremaininthenonparticipatingIRRaretransferredtotheStandbyReserveunlesstheyarequalifiedandrequestatransfertotheRetiredReserve.TheseAirmenaresubjecttorecalltoactivedutyintimeofwaroranationalemer-gency. AsmallnumberoftheIRRareinparticipatingprogramsinwhichtheymustearnpointstowardretirement.TheymayalsoperformMilitaryPersonnelAppropriation,ac-tivedutydaysforpay.

Thepresidentmayrecallupto200,000ReadyReservemembersfromallDepartmentofDefensecomponentsforupto365daysofwhichnomorethan30,000maybemembersoftheIRR.Thepresidentmayalsorecallupto1millionReadyReservemembersfromallservicesforaperiodnottoexceed24months.

Congress,whendeclaringanationalemergency,mayrecallallReservemembersincludingtheReady,StandbyandRetiredpopulations.

TheRetiredReserveismadeupofmemberswith20ormoreyearsofsatisfactoryservice(activedutyandReservetime,butnot20yearsofactiveservice)andeligibleforReserveretiredpay.

They may only be recalled to active duty under theauthorityofTitle10,U.S.C.,Sections12301(a)(fullmobilization)and12307forthedurationoftheoperationplussixmonthsRetiredReserve.

Mostofthe10,441membersintheStandbyReservedonottrainandarenotassignedtounits.Theyarememberswho,foravarietyofadministrativereasons,arenoteligibletoremaininaSelectedReservestatusbutarerequiredorchoosetoremainaffiliatedwiththeAirForceReserve.
