    MARLBORO SOCCER TOURNAMENT RULES 2011

    The Tournament Committee, the Marlboro

    Soccer Association and/or the NJYSA will not beresponsible for any expenses incurred by any

    team, club or individual if the tournament iscancelled in whole or in part.

    The Tournament Committees interpretation of

    these rules shall be final and binding.

    The Tournament Committee reserves the rightto decide on all matters pertaining to this

    tournament.

    All decisions of the referee are final andbinding. First and Second place trophies will be

    awarded to the winners and runners-up in eachdivision except U10 and under, where all

    players will receive Participation Awards.

    Notarized, Current, Medical Releases FORALL PLAYERS must be presented atregistration, and must be available for review at

    the fields upon request. Even if they are not

    required by your State organization, WEREQUIRE THEM. Search under Documents

    on marlborosoccer.com for a blank form.

    Copy of certified roster must be presented at

    registration. No players may be added afterregistration.

    General Rules

    The size of the field will be whatever the physical

    arrangements permit.

    Each teams players and coaches will take

    position on the opposite side of the field to thespectators (as space permits and at the final

    discretion of the Site Director).

    Spectators must remain behind speciallydesignated lines, which will be drawn on the sides

    of the field, a minimum of three (3) yards fromthe touchlines. No spectator will be allowed to

    remain behind or near goal lines.

    Coaches must remain within specially designated

    areas which will be drawn on the sides of the fieldextending ten (10) yards in each direction from

    the mid-field line.

    Teams must wear uniforms with individualnumbers on the shirt. Uniform numbers must

    coincide with the listing on the teams officialtournament roster. Where uniform colors are

    identical or similar, the designated Home teamwill change colors. Home team is the team listed

    first on the official tournament schedule.

    In general, refunds will not be given to teamsthat withdraw after acceptances have beenmailed. However, the Tournament Committee

    reserves the right to make all finaldeterminations as to whether or not a team is

    entitled to a refund of the tournament fee.

    If for any reason the Tournament is cancelledbefore the start of the Tournament, it is our

    policy to refund 80% of a teams entry fee. Ifthe Tournament is postponed or rescheduled,

    all teams accepted will be given the opportunityto withdraw from the revised date of the

    Tournament with a full refund of their entryfees.

    Refunds

    The competition is open to accepted teamscomposed of a maximum of 18 players meeting

    the age limit of the specified division, except forU-8, U-9 and U-10 teams whose roster size will

    be governed by your State Association. Eachteam must be registered with a State Soccer

    Association and with a league affiliated with theUSSF or National

    equivalent. Teams must have current playerpasses for the 2011/2012 year. A maximum of

    three (3) guest players will be allowed. Playersfrom the same club, but not rostered to the team

    (i.e. playing up) will be considered guest

    players. Secondary players shall beconsidered guest players. Guest players shall

    be included in determining the maximum rostersize. Out -o f -Sta te t eam s mus t h ave a copy o f

    passes, coaches passes and tournament

    approved game cards will be checked by fieldcoordinators approximately 15 minutes before

    the scheduled start of each game. Players who donot present passes at each field will not be

    permitted to play.

    Laws of the GameAll games shall be played in accordance with

    current FIFA laws, except as specifically modifiedby these tournament rules. Rule changes madeaccording to the USSF will be followed as

    necessary.

    No jewelry will be worn by players (earrings,

    necklaces, watches, combs, metal barrettes, etc.)Eyeglasses should be either sports goggle type or

    place with some type of elastic band. Players

    will not be permitted to play with a cast of anytype. (No solid material). Normal soft braces

    without any hard exposed material will bepermitted, with the approval of the Game

    Official. Covering a hard cast with a soft

    material does not constitute a soft cast or a softbrace. Knee or other type braces with external

    buckles or straps must be covered with the soft

    material that was supplied with the brace andmust be worn. At each game, the home team isresponsible to provide the tournament game

    ball which was supplied to them at registration.

    Teams are required to be at the game site 30minutes before the scheduled kick-off time.

    Coaches passes, player passes and tournamentapproved game cards will be checked by the

    field coordinator 15 minutes before game time.

    Each team will be responsible for ensuring that

    the ame sites remain clean.

    Regardless of weather conditions, coaches and

    their teams MUST appear on the field of play,ready to play as scheduled. Failure to appear

    will result in automatic forfeiture of the game.Only referees and/or the Tournament Director

    can cancel or postpone a game.

    In the event of inclement weather, theTournament Committee shall have the authority

    to change games as follows:

    a) Relocate or reschedule any game(s).

    b) Change the duration of any game(s).

    c) Cancel any game(s) which have no

    bearing on the determination of the divisionwinner or runner-up.

    d) Recommence or restart a game of whichless than one-half has been played.

    Should inclement weather force cancellation of

    a game after one-half of play has beenconcluded, the game shall be considered officialand the score at that point shall be the final

    score.

    Inclement Weather

    SubstitutionsSubstitutions may be made without limit, with

    the permission of the referee, as follows:

    a) After a goal has been scored.

    b) At the beginning of the second half.

    There will be a five (5) minute break for half-time

    at all age levels. There will be no stoppage of gametime or extension of game time except for serious

    injury, which will be solely at the discretion of thereferee.

    ProtestsTHERE WILL BE NO PROTESTS!

    RefereesThe Tournament Committee has made acommitment to the use of the three-man refereesystem, and to using currently registered USSF

    referees. This commitment will be carried outwherever possible.

    Conduct

    c) At either teams goal kick.

    d) At a throw-in by the team in possession.

    e) In the case of an injury to a player, if a

    substitution is made for the injured player, theother team may also make a substitution.

    f) After a field player has received a yellow

    card, a substitution must be made for the cardedplayer. The carded player may re-enter the field of

    play at the next allowable substitution.

    g) There will be no substitution for a fieldplayer who has received a red card and has been

    ordered from the field by the referee.

    h) In U-8, U-9 and U-10 games only, if the

    team in possession at a throw-in makes asubstitution, the other team may also make a

    substitution.

    Players, coaches and spectators are expected to

    conduct themselves within the spirit of the game,as well as the letter of the law.

    The Tournament Committee encourages the

    exchange of patches between teams. This canbe done as a continuation of good

    sportsmanship and good conduct by theplayers at the handshake following the end of

    each game.

    Referees will report all yellow and/or redcards to the field coordinator. Players,

    coaches and spectators ejected from a fieldby the referee must immediately leave the

    field area. Anyone receiving a red card willalso be ineligible to attend the next scheduled

    game. In the event that a red card is issued

    during a teams last scheduled Tournamentgame, the Tournament Committee will

    forward the offenders pass, together with theReferees Report, to the appropriate State

    Office per USSF guidelines.

    Anyone receiving a red card for fighting will

    be ineligible for any remaining tournament

    play.

    Coaches are responsible for the conduct of

    their teams spectators. Any misconduct byspectators will result in yellow or red carding

    of the coach(es) responsible.

    Incidents of misconduct will be reported bythe Tournament Committee to the teams

    respective League or Affiliation, as well as to

    the New Jersey State Youth SoccerAssociation.

    The Tournament Committee reserves the

    right to suspend any player, coach or teamfrom the tournament for unruly conduct.

    Each coach is responsible for verifying theaccuracy of the game report presented by the

    referee to the field coordinator before thecoordinator leaves the game site and reports

    the results of the match. No changes will be

    accepted once the game report has beenfiled.

    Game and Score Reporting

    ProtectionGirls will be permitted to protect their chestswhile trapping the ball. If the hands or arms

    are used to propel or redirect the ball, anillegal use of hands will be called with the

    appropriate foul being awarded.

    Forfeits or Failure to ShowA team shall be allowed a 10 minute grace

    period after the scheduled kick-off time beforethe game is awarded to their opponent. A

    minimum of seven (7) players constitutes a

    team and if seven (7) players are present, thegame may not be delayed past the scheduled

    starting time (five (5) players for U-8, U-9 andU-10 teams).

    In no case shall a team which has forfeited a

    game be declared a division winner.

    A forfeit shall be awarded as three (3) pointsfor a win. For tie breakers, the score for the

    forfeit game shall be set as the teams average

    of goals scored rounded up to the next wholenumber, against the average number of goals

    given up rounded down to the next wholenumber.

    Any team withdrawing or being ejected during

    a game will be considered withdrawn or ejectedfrom the entire Tournament, and will be

    ineligible for any trophies or awards. All gamesof such team whether played or un-played will

    be considered 1-0 losses against such team.

    All teams will play every other team within theirspecific flight (unless the number of teams per

    flight makes this impossible). Each team(except U-8, U-9 and U-10 teams) will be

    awarded three (3) points for a win, one (1)

    point for a tie, and zero (0) points for a loss.

    In the event of a four-team flight, the 1st and

    2nd place teams (as determined by point totalsin their first three games only (and/or the

    following tie-breaking rules) will play each otherin a Championship Game which will determinethe division Winner and Runner-Up. In the

    event of teams tied for a position in this game,the tie-breaking rules below will determine

    placement. The 3rd and 4th place teams will playeach other in a Consolation Game and are not

    eligible for 1st or 2nd Place Trophies, regardlessof the results of this Consolation Game and/or

    the Championship Game.

    In five-team flights, the division winners will be

    those teams with the most points, and therunners-up will be those with the second most

    points. In the event that two teams are tied for

    first or second place, the following tie-breakingrules will apply:

    a) Head-to-head competition (does notapply if more than two teams are

    tied see below).

    b) Bonus points the winning team willbe awarded one bonus point for eachgoal scored up to a maximum of

    Small-Sided Games (8 v 8)

    three (3) per game, minus one pointfor each goal scored against them,

    again to a maximum of three (3)points. Thus, a team winning a game

    3-0 would receive the maximum ofthree (3) bonus points; a 4-2 winner

    would receive one (1) point; and a6-4 winner would receive zero (0)

    bonus points.

    c)

    Least goals scored against.

    d) Most number of wins.e) FIFA penalty kick procedures to be

    taken on a designated field one (1)

    hour after the completion of the last

    game in the division involved.

    In the event that three teams are tied for firstor second place, the following tie-breaking rules

    will apply:

    a) Bonus points the winning team willbe awarded one (1) bonus point for

    each goal scored up to a maximumof three (3) per game, minus one (1)

    point for each goal scored againstthem, again to a maximum of three

    (3). Thus, a team winning 3-0 would

    receive the maximum of three (3)bonus points; a 4-2 winner would

    receive one (1); and a 6-4 winnerwould receive zero (0) bonus points.

    b) Least goals scored against.c) Most number of wins.

    At the point at which the three-way tie isbroken (by one team either rising to the lead

    position, or falling to the third position) thenthe remaining two teams will follow the tie-

    breaking rules for two teams set out above, todetermine the eventual winner and/or runner-

    up, as the case may be.

    Marlboro Soccer has adopted the NJYSAguidelines for U-10 and under teams.

    Accordingly, U-8, U-9 and U-10 games will benon-results oriented. No shootouts or overtime

    will be permitted. Ties will stand. All U-8, U-9

    and U-10 players will receive a participationaward. U-8, U-9 and U-10 teams will have

    seven (7) field players plus one (1) goalkeeperparticipating during play. A minimum of five (5)

    players constitutes a team, for the game start.Field dimensions and goals will also be reduced.

    All other rules of play, including the three (3)person referee system, will be the same.

    Golf Cart PolicyOnly persons in possession of a valid, current

    New Jersey Drivers License may operate a GolfCart during the Tournament
