PAVERTM -- The Pavement Maintenance Management System uses inspection data and a pavement condition index (PCITM) rating from zero (failed) to 100 (excellent) for consistently describing a pavement's condition and for predicting its M&R needs many years into the future. The PCITM for airports became an ASTM standard in 1993 (D5340-10). The PCITM for roads and parking lots became an ASTM standard in 1999 (D6433-09). The PAVERTM program performs multiple levels of analysis to show where to best allocate scarce M&R dollars.

PAVERTM is state-of-the-art technology in pavement management, and its development has greatly benefitted from strong support both within and outside the DOD community. Major supporters include: US Air Force, US Army, US Navy, Federal Aviation Administration, and Federal Highway Administration. Additionally, non-DOD users of PAVERTM greatly benefit from the training and technology support services provided by Colorado State University.

Who should attend: Municipal, county, airport, military, or state engineers, managers, planners, and those involved in pavement management, inspection, maintenance, rehabilitation, prioritization, or budget planning.

Course Description: Level 1 Objectives:

• Introduction to pavement management

• Pavement network definition • Pavement Condition Index (PCI)

inspection procedure (ASTM) • Roads and airfield pavement

distresses • PCI field workshop • PCI calculation • Automated pavement data collection

The class will be taught using the latest PAVER™ version. It will include;

• Software overview • Inventory creation • Distress entry and PCI calculation • Work history recording • Reporting including GIS • Database import/export (backup)

Level 2 Objectives:

• Review of the latest ASTM PCI changes

• Other pavement condition indices • PCI prediction modeling formulation • Pavement condition performance

analysis • Developing distress maintenance

policies • Pavement M&R work planning

categories (Localized, Surface Treatments (Global), and Major

• Analyzing consequence of localized repair (i.e. crack sealing) on condition and cost

Registration Information The registration fee for Level I is $1199.00 (U.S.), the registration fee for Level II is $1399.00 (U.S.), and the registration fee for the combined Level I and Level II is $1999.00 (U.S.). Preregistration is required. Fees include the costs of all reference materials, computer rental (one computer per person), continental breakfast, and breaks. Individual participants are responsible for their own travel, meals, and lodging expenses. Each will receive a certificate of participation and Continuing Education Units (CEUs) from Colorado State University for completion of the various courses. Substitution of participants is permitted. Refunds, less a handling fee of $25.00 will be made in the event of cancellation made at least by June 1, 2012. 1If you cancel on or after June 1, a refund less a $400 processing fee will be made. About the Instructor: M.Y. Shahin

Dr. Shahin initiated the development of the PAVER™ pavement management system and has led its development since its inception in 1974. He received the CERL Researcher of the Year Award for the development of the Pavement Condition Index (PCI) and the U.S. Army Research and Development Achievement Award for the development of the PAVER™ System. Dr. Shahin received the 1991 Federal Engineer of the Year Award for his efforts in developing PAVER™ and initiating the development of similar systems for other infrastructure facilities. Most recently he has recieved the Excellence in Technology Transfer by the Federal Consortium in 2011. Dr. Shahin is a registered professional engineer in the State of Illinois and is a member of several societies and scientific committees. He is nationally recognized as a leader in the area of pavement management and has written many publications on the subject of pavement evaluation, maintenance, and management. He is the author of the textbook "Pavement Management for Airfields, Roads, and Parking Lots." As a consultant, Dr. Shahin has assisted many airports and local and international agencies in evaluating their current maintenance practices and developing maintenance and rehabilitation recommendations.
