May 7, 2014 To: CCHRB Members Re: Message from the Chair Serving the past two years as the Chair of this Committee has been an honor for me and I am amazed how quickly the two year term have gone by. I would like to think I have left the Committee in a strong position to take on new tasks and research as the economy improves. However there are several areas of concern that I will identify here in this message but more important, I will continue to be active and involved to help solve some of our challenges. But let’s first go over our accomplishments for the year. Members from the Committee continue to lead the world in the design and construction of high rise buildings. The next world’s tallest building has broken construction with members from this committee directly involved. We continue to serve the University of Illinois with our participation in the “Integrated Design and Construction of Buildings” class by setting up the entire class with the direction of our own, Dr. Abbas Aminmansour and taking the time out with members from the Committee sharing their knowledge with the next generation of Architects and Engineers. The class continues to be ranked one of the most popular classes by the Students. Our Scholarship Program continues strong and awarded a young student from the University of Illinois. The scholarship program is not only funded through our dues but from contributions from members. Last year’s June half day seminar was a complete success and our program for June 12

th is shaping up to be even better which is now going into its third year. Members have taken

part in the “Future Cities” where the energy level and knowledge from budding future architects and engineers is quite high. We do have a lot to be proud of and above were just a few of the examples however there are areas that we need to turn our attention to. Of the twenty task force groups only ten are listed as active. Moving forward with the help of every member we must determine new areas of research and interest and keep every member active within the Committee. It is hard for me to believe that work cannot be going on in the areas of sustainability or vertical transportation. We must indentify new areas to investigate in order to draw new members into the Committee. As you will see in this annual report we have lost several members over the past several years as our Committee ages. Our challenge will be to add the most qualified new members, but of more importance, create an environment and interest for people to want to join us. This will also help to keep the Committee financially strong. We continue to be a highly respected group and I have already had discussions with the new City of Chicago Building Commissioner how we can help their department, we have in the past and we will continue to do so. As the world economy hopefully continues to improve future clients will reach out to Chicago for our expertise in high rise buildings and I am sure our members will be involved with this new work and the challenges it will bring. As I complete my term as serving as the CCHRB Chair, I want to thank all the members for their support and for their commitment to making the CCHRB a respected organization. In particular, I would especially like to thank the members of the Executive Committee, Carl Baldassarra (Vice Chair), Abbas Aminmansour (Secretary), Chuck Anderson (Treasurer), Jane Cameron (Program Director), and Peter Weismantle (Immediate Past Chair), who worked diligently with me on the Executive Committee. It has truly been a pleasure and an honor to serve the Committee as Chair.

Sincerely Yours

Scott Marker CCHRB Chair

The following are the Task Force Reports prepared by the Chairman of each of the respective Task Forces

Task Force: Advanced Occupancy

Chairman:

Dan Murphy

Task Force Members:

Abbas Aminmansour Mark Simonides Scott Marker Bill Lyons Wayne Miller Jeff Harper Ray Clark Ed Wilkas Bruce Lake

Activities during past year: No formal meetings were held this past year. The Task Force has completed its task and, as such, it was decided to place this group on Inactive Status pending further work requested by the City.

Potential activities for the coming year:

The Task Force will report back to the membership if any change in status occurs.

The following are the Task Force Reports prepared by the Chairman of each of the respective Task Forces

Task Force: Building Pressurization

Chairman:

Luke Leung

Task Force Members:

Ray Clark Kim Clawson Mehdi Jalayerian Tom McNamara Al Shiner Robert Tazelaar Varkie Thomas

Activities during past year: We have not been meeting for several months, but

in general, we meet monthly on the first

Wednesday of the month. We put together a

proposal with CTBUH on “Derive and test a

standard methodology for stack effect

measurements in tall buildings,” but unfortunately

the person who prepared the report from CTBUH

does not has time to provide the explanation

required by ASHRAE and is not moving forward.

(ASHRAE wants it to go out to bid and that is why

CTBUH also lost interest.)

Potential activities for the coming year:

The Task Force will prepare program for the upcoming ASHRAE Winter meeting in Chicago

The following are the Task Force Reports prepared by the Chairman of each of the respective Task Forces

Task Force: Historical/Archival

Chairman:

Peter Weismantle

Task Force Members:

Sherwin Asrow Clyde Baker

Activities during past year: The History/Archival task force periodically photographically documents the monthly Committee meetings and has the presentations, as available, posted on the website. It is also sadly noted that the Task Force lost its Co-Chair with the passing of George Schipporeit in 2013.

Potential activities for the coming year:

Looking ahead, 2014 will be the Committee’s 45th year. We should be prepared for special activities to mark that anniversary.

The following are the Task Force Reports prepared by the Chairman of each of the respective Task Forces

Task Force: IIT Cladding

Chairman:

Tom Brock

Task Force Members:

Jim Cleary Jerry Reich Steve Riggio

Activities during past year: Inactive.

Potential activities for the coming year:

This committee remains inactive due to the loss of staging and assembly space at IIT. The space used for the last façade construction has been converted over to a metal and wood shop for the College of Architecture and we no longer have adequate space to put the façade together. Aside from leasing space off campus, we have been unable to find a suitable solution to this problem.

Task Force: Life Safety

Chairman:

Carl Baldassarra

Task Force Members:

Kim Clawson Jeff Harper Nestor Iwankiw Scott Marker Jerry Reich Robert Shuldes Peter Weismantle Ed Wilkas

Activities during past year: The City experienced a few high-rise fires in the last year which raised some calls for additional life safety requirements by the State Fire Marshal’s Office, but the proposal was withdrawn prior to the Task Force sending a letter with a technical response.

Potential activities for the coming year:

The Task Force will continue to monitor the activities of the SFMO. Possible activity with a seminar in the future.

Activities during past year: We continued our expanded task force committee member involvement in the process of inviting applications, which again produced a good response to our call for applications. After that, we sequenced the reviews and the selection process to make an award. Kevin Han of University of Illinois was the 2013 CCHRB Scholarship Recipient.

Potential activities for the coming year:

As usual, we will be inviting applications, judging those we receive, and proposing a candidate for award of this year’s scholarship. We also will coordinate with and support the efforts of the separate CCHRB group seeking to build the endowed fund for the benefit of our scholarship efforts.

Activities during past year: The following information and documents collected by the Task Force since the 2013-2014 Task Force Report have been converted to a single PDF document.

Archived copy of CBD-228 - Sliding Snow on Sloping Roofs. (Canadian Building Digest.)

Photographs of ice accretion on wall profiles and surfaces during weather events through the period of 2013-2014.

Investigation to control increasing seasonal snow and ice accumulation due to continuing changes in weather temperature and moisture and effects occurring due to exterior wall thermal design problems.

Potential activities for the coming year:

As stated in the 2012-2013 report, occurrences of snow and ice accretions falling from buildings continues to be apparent as evidenced by the number of caution/warning signs placed on sidewalks/pedestrian ways after snow and freezing rain events, and news reports. Buildings of varied vintages, configurations, and facade types are affected. To the extent possible, snow and ice accretion affecting high rise buildings will continue to be documented and studied for repetition of freeze/ thaw patterns to allow control of accumulation.

The following are the Task Force Reports prepared by the Chairman of each of the respective Task Forces

Task Force: Non-Chicago Codes

Chairman: Kim Clawson

Task Force Members: Carl Baldassarra, Robert Fahlstrom (City of Chicago Department of Buildings, on behalf of the Commissioner), Robert Grupe, Jeff Harper, Nestor Iwankiw, Steven Nilles, Gary Kohn, John Urbikas, Luke Leung.

Activities For Last Year:

In collaboration with the Chicago Building Code Task

Force, members of this Task Force meet, discussed, and

drafted responses to the proposed implementation of

NFPA-101 on the City of Chicago by the Office of the

Illinois State Fire Marshal in 2013. That implementation

was subsequently withdrawn, but has reappeared in the

form of proposed legislation in the Spring of 2014.

Potential Activities for Coming Year: Continue to monitor and, when appropriate, respond to

the developments with regards to modifications

proposed with regards to the Office of the Illinois State

Fire Marshal. Continued monitoring and response, as

appropriate, to proposed changes to the IBC, NFPA

codes or other codes and standards which impact high

rise buildings.

Non-Chicago codes often have a greater impact on the

work of many CCHRB members than the Chicago

Building Code (CBC). It is important for CCHRB to

continue to work with the City of Chicago in ongoing

major effort to improve the CBC (which is the

responsibility of another Task Force of CCHRB). It is also

important that CCHRB membership continue to develop

their knowledge of national codes (e.g., IBC and NFPA)

and codes utilized in the areas where work on new

projects continues in the coming decade; such as China

and the Middle East.

Task Force: Disaster Mitigation

Chairman: Kim Clawson

Task Force Members: Sherwin Asrow, Ralph Calistro, Ray Clark, Richard Fencl, Jeff Harper, Nestor Iwankiw, Harold Olin, Robert Tazelaar, Jerry Reich, Larry Weldon.

Activities For Last Year:

None. 2014-2015 will be a more active and productive year.

Potential Activities for Coming Year: This Task Force was organized in the wake of the World Trade

Center disaster in 2001, with the original intent to focus on

issues related to terrorist attacks on high rise buildings. The

sense of urgency regarding that issue as has significantly

diminished. However, there continue to be studies,

recommendations and reports issued by such organizations as

NIST, regarding the topic and it is appropriate to review,

discuss, inform and advise the full CCHRB membership, as

appropriate, on those matters.

Tornado Response: There has been discussions among

members of the CCHRB members in the past about the value

of a long-term goal of this Task Force to become more

knowledgeable about the nature and impact of tornadoes on

high rise buildings, and to identify simple and cost effective

techniques that can be utilized to protect life and mitigate

damage to property as related to high rise buildings. The

shocking loss in April 2011 of over 300 lives in one day from

tornadoes in the southern United States is a reminder that

there still remains much work to be done to minimize the

likelihood of future such tragedies.

Earthquake Response: In addition, information continues to

become available regarding the performance of high rise and

other buildings during the March 2011 Japan earthquake and

tsunami. CCHRB committee members who have access to

valid research on that event, that is consistent with the goals

of CCHRB, are encouraged to share it with other members of

the committee. Issues to be reviewed might include

structural performance; cladding performance; dependability

and performance of systems; and human behavior with

regards to life safety issues. There has been some discussion

about having a presentation or seminar on this event.
