2013 Midwifery Workforce Survey The midwifery workforce survey is collected from all midwives who apply for a midwifery practising certificates. Most of these are during the annual practising certificate renewal period. The 2013 survey is for midwives who held a current midwifery annual practising certificate on 25 October 2013. At that date there were 2,938 midwives with a current practising certificate. The survey, for the second time, was completed online. Survey responses were obtained for all but 5 of the current midwives. The 5 missing responses were caused by some errors in the application process. Some limited data was able to be included for completeness for the 5 midwives where there was no survey response, either from the Register of Midwives (e.g. age and gender) or from surveys completed in previous years (e.g. years in the workforce). 2013 Midwifery Workforce Survey

The midwifery workforce survey is collected from all midwives who apply for a midwifery practising

certificates. Most of these are during the annual practising certificate renewal period.

The 2013 survey is for midwives who held a current midwifery annual practising certificate on

25 October 2013. At that date there were 2,938 midwives with a current practising certificate. The survey,

for the second time, was completed online.

Survey responses were obtained for all but 5 of the current midwives. The 5 missing responses were caused

by some errors in the application process.

Some limited data was able to be included for completeness for the 5 midwives where there was no survey

response, either from the Register of Midwives (e.g. age and gender) or from surveys completed in previous

years (e.g. years in the workforce). Any survey questions where the midwife’s current situation could not be

known with certainty were recorded as ‘Not reported’.

This report sets out the survey questions and gives the response in table and chart form.

Key facts from the 2013 midwifery workforce survey

The survey responses for practising midwives (defined as those with a current practising certificate) as at

25 October 2013 show the following key points:-

Number. There were 2,938 midwives holding a current practising certificate at this time.

Gender. The midwifery workforce is almost completely female. There were six male midwives with a

current practising certificate.

Age. The current average age of a midwife in New Zealand is 47.4 years old.

Ethnicity. The workforce is dominated by New Zealand European and other European ethnicity who

make up 89.5% of the workforce. The percentage of midwives who give New Zealand Maori as their

first ethnicity is 5.1% (151). The percentage of midwives who give New Zealand Maori as their first,

second, or third ethnicity is 8.7% (255).

Time in workforce. The average time in the midwifery workforce is 14.7 years. 57 % of the workforce

has practised midwifery for fifteen years or less.

Reason for returning to practice. Returning from overseas followed by changed family circumstance

were the major reasons reported for midwives returning to practice.

Reason not currently active. Living overseas followed by parental responsibilities were the major

reasons reported for midwives not being currently active.

Caseloading Midwives. Midwives reporting caseloading as their main work situation made up 38.1% of

the workforce (1,118). Self-employed LMCs were 86% of the caseloading midwives and 38% of the

midwifery workforce.

Core Midwives. Midwives reporting core practice as their first work situation made up 49% of the

workforce (1,438).

Multiple jobs. 31% of midwives (920) reported a second work situation.

Employer type. 53% of midwives (1,552) reported that they were employed by a District Health Board

(in various work situations).

First work area. 590 midwives (20%) reported the Auckland Territorial Local Authority (TLA)

geographical area as their first work area. This is double the number of the next TLA area (Christchurch

– 281 midwives) but see the note on page 26. No midwife reported the Carterton, Mackenzie or Waitaki

TLAs as their first work area but small numbers reported these as their second or third work areas.

(TLAs vary considerable in size and population coverage.)

Caseload size. The average caseload reported by caseloading midwives was 42 women per year. 18% of

caseloading midwives (196) reported a case load of 61 women or more per year.

Hours per week. 42% of midwives (1,159) reported working 32 hours or less in total per week.

Reason part time. The most common reason reported for working part time was by preference (549

midwives) followed by parental responsibility (420 midwives).

First midwifery qualification. The most common first qualification was a direct entry degree in New

Zealand (41.8% - 1,227). 25% (745) reported a New Zealand post nursing qualification. 33% (963)

reported that their first midwifery qualification was obtained overseas.

Currently studying. 8% of midwives (225) reported that they were currently studying. The most

common expected qualification was a Post Graduate Certificate at Masters level (29.3% of those

studying) followed by a Masters degree (27.1%).

Completed qualification last year. 242 midwives (8.2% of the workforce) reported that they had

completed a formal qualification in the last year. 107 of these (44.2%) reported completing a Bachelors

degree. These would be mainly new graduate midwives. The next most common completed

qualifications were Post Graduate Certificate (49 - 20.2%) and Post Graduate Diploma (21 - 8.7%).

Nursing role. 985 (33.5%) midwives reported that they remained on a nursing register or roll. The most

common nursing registration was RGON (37.2%).

Nursing APC. 448 midwives reported that they would apply for a nursing annual practising certificate

this year (45.5% of midwives with a nursing registration and 15.2% of the midwifery workforce).

However, note that this compares with only 56 midwives who gave nursing as their first or second work

situation.

NOTE – The Council considers that the reported figures for the number of midwives working in the

TLA areas and DHB areas in the Auckland region are unreliable to some extent. This is due to the

amalgamation of a number of Auckland TLAs into one super city, the order in which the TLAs were

presented for selection on the dropdown list in the online form, and the wording of the question.

It is likely that the number of midwives reported working in the Auckland TLA / DHB area is

overstated and the numbers reported working in the Counties Manukau and Waitemata DHB areas

are understated.

The survey question and the TLA selection list have both been re-worded. This should produce more

reliable results but not until the 2014 survey year.
