Fifty years ago, construction began on the Hawaii Capitol that would transform the 24-acre historic site into the iconic five-story building where some of the most important legislative decisions have been made since statehood. With its open atrium, high ceilings and ring of columns erupting from a reflecting pool, the building is both symbolic of the islands and stands as a work of art in its own right. That’s why on the 50th anniversary of the start of its construction, the Capitol building itself will be a major part of the focus for this year’s State Legislature Annual “Art at the Capitol” exhibit. The exhibit is being presented in conjunction with the Hawaii State Art Museum’s First Friday festivities on Friday, March 6, 2015 from 4:30 to 7 p.m. A program on the third floor kicks off the event in Conference Room 329.More than 500 works of art by local artists placed in the offices of legislators and executive offices will be open to the public for viewing. Fifty-seven offices in both the House and the Senate, including the Public Access Room, and the Office of the Governor are participating.“People are invited into their Capitol to visit the offices, chat with legislators, and learn a little more about the personality of the occupant through the art they chose to display” said Senator Brian Taniguchi (Manoa, Makiki, Punchbowl, Papakolea), who has led efforts for the Art at the Capitol event. “People can wander the halls listening to live chamber music and later stroll over to downtown Honolulu and celebrate First Friday activities." "It’s important to let your mind wander to places not usually visited during one’s busy day," said Rep. Isaac Choy (Manoa, Punahou, University, Moiliili) who coordinates efforts from the House for Art at the Capitol. “Art is a great distraction to get away and just imagine.” However, it’s the Capitol itself that will be the featured “work of art.” Along with viewing the art collection, visitors may watch a short documentary featuring interviews with Governor George Ariyoshi, retired Judge James Burns (son of Governor John Burns), Uncle Joe Tassill (Capitol tour guide), and architect Frank Haines. The film will provide insight into the history of the Capitol. Commissioned in 1959, construction on the Capitol did not actually start until November 1965 and was completed four years later on March 15, 1969. The original estimated cost was $24 million, but reduced to $14.5 million after public outcry at the original price tag. The Hawaii Capitol was designed to reflect the historic and cultural significance and natural beauty of the islands. The number eight was incorporated into the building as a metaphor for the eight major islands of the Hawaiian archipelago. There are eight columns front and back of the building, groups of eight columns on the balcony surrounding the fourth floor, and eight panels on the doors leading to the Governor’s and Lieutenant Governor’s office.The Capitol is surrounded by water symbolic of the Pacific Ocean, with columns, representing palm trees, rising from the reflecting pool. The curved, sloping walls of the House and Senate chambers were inspired by the volcanoes that gave birth to the islands.But it’s the building’s open air design with its expansive entryways and open courtyard that has proven to be more than symbolic. The building is a wonderful piece of art and architecture, where function and design work hand in hand to encourages gatherings, dialogue and interaction—a perfect setting for Hawaii’s seat of government on an island known as “the gathering place.”Guests will also enjoy entertainment featuring live music from the Hawaii Youth Symphony Quartet, and have the chance to mingle with lawmakers and artists.     Art at the Capitol ~ A Celebration of the People's Art

    Art at the Capitol began in 2008 as Senator Brian Taniguchis initiative to welcome the public to view the variety of art that is displayed not just in the open areas of the State Capitol, but in the legislative offices as well. The idea developed during a conversation with a Hawai`i State Art Museum docent about having legislators open their doors to the public to view the art collection the peoples art.

    More than 900 pieces of artwork acquired by the Art in Public Places program of the State Foundation on Culture and the Arts are on display at the State Capitol offices and open areas.

    In its inaugural year, the Senate opened its doors afterhours for the Art at the Capitol event -- which included participa-tion by a number of the artists whose works are placed at the Capitol. With an overwhelming positive response, the House of Representatives joined Art at the Capitol the second year. In 2012, the Offices of the Governor and Lieutenant Governor participated in the event, marking the first time that all six floors of the State Capitol were open after hours for the Art at the Capitol celebration of the people's art!

    Hawai`i State Foundation on Culture and the Arts Art in Public Places Program

    In 1967, the Hawai`i State Legislature passed the Art-in-State-Buildings Law. Signed by Governor John A. Burns, the law established the State Foundation on Culture and the Arts, Art in Public Places Program. Hawai`i became the first state to set aside one percent of the cost of state buildings to acquire and commission works of visual art, which are then placed in or around state buildings to beautify and humanize the built environment. Advancing the concept of a statewide museum without walls, comprised of site-specific commission works of art and portable relocatable works of art, the program places art in publicly accessible state buildings to ex-pand aesthetic opportunities as part of daily life. Relocatable works of art, which can be seen throughout the Capitol, are intended to be rotated throughout Hawai`i at different display sites in order for all people of the state to have access to view visual arts in various styles, techniques and media. The acquisition and display of works of art enables people of all communities on each island to enjoy art in public places. It stimulates broader interest in works by local artists and recognizes the professional achievements of visual artists. The Art in Public Places Programs collection is recognized as one of the most significant collections of late twentieth and early twenty-first century art in Hawai`i. Selections from the collection can also be seen at the Hawai`i State Art Museum.

    As a gathering place for the people of Hawai`i, the Capitol serves as one of the showcases for the Art in Public Places Collection - the peoples art.

    Current Exhibits at HiSAM

    Image & Imagination (Diamond Head Gallery) An exhibition of 38 curiosity-inspiring artworks in a variety of media. Drawn from the Art in Public Places Collection, these pieces were selected to act as a catalyst for response in museum visitors. The works all prompt the question, What was this artist thinking of to create this? Where possible, the interpretive labels for the exhibition include quotes from the artist that serve as clues to their thinking or intentions. Enriched by Diversity (Ewa Gallery) The exhibit reflects a mix of Hawaiis ethnic and cultural traditions. In a wide variety of artistic styles, movements, and media, the exhibition illustrates the varied cultural influences that fuel the creativity of Hawaiis artists. Predominately comprised of works dating from the 1960s to the present, the exhibition depicts the expression of artists throughout the state and their profound contributions toward understanding the people of Hawaii and their aspirations. In much of the art, a Western aesthetic was combined with the traditional aesthetic of Pacific Island and Asian cultures, a testament to Hawaiis unique geographical location and its history as a crossroads for people and ideas.

    2nd Annual Hawaii Regional Scholastic Art Awards (Diamond Head Gallery) The Scholastic Arts & Writing Awards is the longest-running, largest and most prestigious student recognition program in the United States. About 250 artworks by more than 100 Hawaii students artists are in the current exhibition. Each year, more than 250,000 entries are submitted to a network of 80 regional sponsors who screen the entries and conduct local exhibitions and award ceremonies. The most outstanding works are awarded the highest honor and receive the American Vision Award Nominee and the Regional Gold Key Finalist.

    Hawaii State Capitol The Building of Our Hawaii

    In 1959, Governor John A. Burns appointed a State Capitol Architects Advisory Committee, co-chaired by Robert R. Midkiff of the Hawaiian Trust Co., Ltd. and State Representative George M. Koga. After several months of meetings, the committee selected the Honolulu firm Belt, Lemmon & Lo and the San Francisco firm John Carl Warnecke & Associates to design the new state capitol.

    The Hawaii State Capitol was designed in 1960 and confirmed by the Legislature in 1961. Construction commenced in November 1965 and was completed on March 15, 1969.

    The Hawaii State Capitol has been referred to as a modernist expression of civic ideals. The Building with its multiple displays of symbolism tell the story of Hawaii: the reflecting pools represent the Pacific Ocean, columns look like palm trees, and the two houses of the legislature are housed in volcano formations.

    Tadashi Satos mosaic, Aquarius, which graces the floor of the rotunda draws all of these elements together as the foundation and strength of the Hawaii State Capitol. However, what sets the Hawaii State Capitol Building is its openness providing open access for the public.

    Since 2008, Art in the Capitol has been an annual event that has grown to where the Senators, House of Representatives and the Offices of the Governor and Lieutenant Governor participate by opening their offices after hours in celebration of the peoples art.

    This years Art in the Capitol pays tribute to our Hawaii State Capitol and has dedicated this years program and focus on our Hawaii State Capitol with the theme -The Building of Our Hawaii.

    Through the support and contribution of Olelo, a special video presentation has been produced on the rich and vibrant history of our Hawaii State Capitol Building. Sharing their poignant recollections and intimate remembrances are the following leaders of the State of Hawaii:

    Uncle Joe Tassill Born and raised in Waimanalo, he served as the

    State Capitol Tour Guide for nearly two decades.
