None of the dogs submitted to the rabies laboratory in 2016 were positive for rabies. Animals included in the rodent/lagomorph group are woodchucks (88), beavers (10), muskrats (6), chipmunks (8), and rabbits (6). The Rabies laboratory tested 7066 samples in 2016. Although the majority of samples

were submitted from within New York state, 1065 were out of state submissions. Out of state

samples were usually submitted for confirmatory testing or from a veterinary practice bordering

the state of New York. The data in this report includes only New York State submissions unless otherwise indicated. Additionally, some of the numbers may not equal 100% because of variations in reporting.

Bats made up the majority of specimens tested 2729 (45%) followed by cats 1000 (17%),

be speciated (<.1%), 10 red bats (<0.1%), 5 Hoary bats (<0.01%), and 2 Northern long eared bats

(<0.01%).

There were 81 rabies positive bats including 77 big brown bats, 3 red bats, and 1 hoary

bat. One hundred and forty-four bats were unsatisfactory for testing due to decomposition or

inadequate amount/type of tissue.

More than half of the bats [1568 (57%)] submitted for testing had a history of human contact and 39 (2%) of those bats were positive for rabies. Seventy-one bats (2.6%) that were

unsatisfactory for rabies testing had a history of human contact.

In 2016, 12 of the submitted histories reported raccoon bites to humans and all 12 (100%)

were rabies positive. There were 181 reports of domestic or companion animals bitten by

raccoons. In 93 (51%) of those instances, the raccoons were rabies positive. Of the 219 skunks

submitted for rabies testing, 4 had bitten humans including two rabies positive skunks. Eighty-

two of the skunks submitted for rabies testing indicated contact with domestic or companion

animals and 47 (57%) were rabies positive. Of the 41 gray foxes submitted during 2016, 11 had a

history of biting a human, all of which were rabies positive. There were 11 gray foxes that had

contact with domestic or companion animals and 7 (64%) were rabies positive.

All rabies positive specimens were typed using real time RT-PCR. The majority of rabid

animal were infected with a homologous rabies virus variant. With one exception, all terrestrial

animals were infected with raccoon rabies. One cat was infected with the north central skunk

variant. However, this animal was a rescue and was originally from an area in which this variant

is present. All but two of the rabid bats were infected with a homologous rabies virus variant;

one big brown bat was infected with a little brown bat variant and a second big brown bat was

infected with a hoary bat variant.

In 2017 the Rabies laboratory tested a total of 9172 samples, 6233 of which were

submitted from around New York State, with the exception of New York City. The increased

specimen load this year is due in large part to testing a neighboring state’s rabies specimens

starting May 1st, 2017. Additionally, samples were submitted from around the United States for

confirmatory testing and/or rabies variant typing.

Of the 6233 samples submitted from within NY state, 581 (6%) were positive. Of the

2939 samples submitted from out of state 293 (10%) were positive for rabies. The data presented

in this report is based on specimens received from NY state unless otherwise noted.

As in previous years, the majority of specimens submitted were bats 2911 (47%),

followed by raccoons 820 (13%), cats 1009 (16%), dogs 634 (10%), other “wild” animals 248

(5%), skunks 199 (3.2%), rodents/lagomorphs 155 (2.5%), gray and red foxes 100 (1.6%), other

domestic animals 86 (1.4%), and cattle 71 (1.1%).

Included in the rodent/lagomorph group are woodchucks (73), beavers (9), muskrats (5),

chipmunks (7), and rabbits (5). The other wild animal category includes fishers (11), porcupines

(7), coyote (12), wolf (1), bobcats (25), deer (119), bears (15), and otters (2). Other domestic

include goats (37), horses (28), sheep (15), alpacas (7), pigs (5).

In New York State during 2017, rabies virus infection was present in 288 animals

including 113 raccoons, 73 bats, 38 skunks, 28 cats, 23 fox, 4 rodent/lagomorph, 4 other wild

animals, 1 cattle, and 1 dog.

The overall incidence of rabies was lower than in previous years; 23% of the foxes

submitted to the laboratory for testing were positive followed by 14% of the raccoons, 19% of

the skunks, 2.8% of the cats, 2.5% of bats, 2.5% of rodent/lagomorphs, 1.6% other wild,1.4%

cattle and 0.2% of the dogs.

Of the 1009 cats submitted for rabies testing, 462 were owned, 458 were reported as

feral/wild/barn cats, the status of the remaining cats is unknown. Overall, 28% of the owned cats

submitted to the rabies laboratory for testing were not current on their rabies vaccine, 22% were

unvaccinated, and 20% were currently vaccinated. Twenty-eight cats submitted to the laboratory

were diagnosed as rabid, 10 were owned, 15 were feral and 3 were of unknown history. From the

10 owned cats that were diagnosed with rabies in 2017, the vaccine history of 5 (50%) was

unknown, 4 (40%) were unvaccinated and 1 (10%) had a lapsed vaccination. Of the 15 that were

considered feral, the vaccination status for 8 (53%) was unknown, 6 (40%) were unvaccinated

and 1(7%) was not current. The majority (64%) of rabid cats had a history of biting a human.

Conversely, the majority of dogs submitted for rabies testing are described as owned

(93%) and vaccinated (58%). Twenty-seven percent of the owned dogs had an unknown

vaccination history and 11% were not current. For the first time since 2011 a dog from New

York State was positive for rabies. An investigation revealed the animal was an unvaccinated

puppy that had a history of an altercation with an unidentified animal. The rabies virus variant

infecting the puppy was a raccoon variant.

During 2017, 2.5% of the 2911 bats submitted to the laboratory were positive for rabies.

Big brown bats were the most commonly submitted species (2707), followed by little brown bats

(145), unidentified bats (22), red bats (16), silver haired bats (14), Northern Long Eared bats (5), and tricolored bats (2). There were 73 rabies positive bats: 71 big brown bats, 1 silver hared bat and 1 red bat. There were also 138 bats that were unsatisfactory for rabies testing due to tissue

decomposition or inadequate amount/type of tissue.

Just over half of the 1605 bats (55%) submitted for testing had a history of human contact or potential human contact. Ninety-four (6%)of the bats with a history of human contact were either rabies positive or unsatisfactory for testing, both of which would indicate rabies

prophylaxis.

There were 41people bitten by raccoons in 2017 and in 11 (27%) of those cases, the raccoon was positive for rabies. One hundred and sixty-two domestic animals (dogs and cats) were bitten by raccoons in 2017 and 53 (33%) of those bites were from rabid raccoons.

All rabies positives specimens were variant typed during 2017. All host species were

infected with their homologous rabies virus variant. With the exception of one gray fox and one

red fox that were infected with a Big brown bat variant, the remaining terrestrial wild animals

were infected with a raccoon variant. Similarly, all rabid domestic animals including 28 cats, 1

cow and 1 dog were infected with the racoon variant.

A rabid otter was found on a beach of Suffolk county. Suffolk and Nassau counties on Long island is considered mostly rabies free and the diagnosis of a rabid animal was of concern

at a local, state, and national level. Conventional and whole genome sequencing was completed

and results demonstrated the otter was most likely infected in a neighboring state. Two unusual cases occurred in 2017; in Washington county an aggressive coyote chased

and viciously attacked a woman. The coyote was tested and found to be positive for rabies

virus. Similarly, an aggressive white-tailed deer attacked a man in Troy, Rensselaer county.

The deer later died and tested positive for rabies. Although rabies occurs occasionally in cervids

in New York State, it’s uncommon for them to demonstrate aggressive behavior.
