Report immediately to a Customs and Border Protection (CBP) office for clearance upon entering the U.S. Virgin Islands from a foreign port or international waters. Members of the Local Boater Option (LBO)

program should report by phone or through the on line Small Vessel Reporting System (SVRS), and may be exempt from an in-person inspection. An Electronic Notice of Arrival/Departure (eNOAD) is required of commercial vessels and vessels for hire. The online format and requirements can be found at www.nvmc.uscg.gov.CLEARANCE INFORMATION REQUIREMENTS The ship’s master must clear customs for the boat and all persons on board and is the only person allowed to disembark until clearance is issued. Small pleasure boats must provide the following:

• LBO number or Float Plan number, if applicable• Documentation of citizenship for each passenger and crewmember • Ship’s documents, including registration number and nationality• CBP user decal number for vessels 30 feet or longer• Cruising license number for qualifying foreign vessel• Return contact numberU.S. citizens and nonimmigrant aliens from Canada must present a valid

passport or other Western Hemisphere Travel Initiative (WHTI)-compliant document. Non-U.S. citizens must have a valid passport and if required, a visa. CBP now accesses the arrival/departure record of admission for non-U.S. residents at air and sea ports of entry through electronic travel records, so a paper I-94 form is no longer required. Upon arrival, each admitted nonimmigrant traveler will be provided with a CBP admission stamp on their travel document. Visit www.cbp.gov for details.

Those who do not clear customs are subject to severe penalties, including substantial fines and possible vessel seizure and/or imprisonment.

YACHTS IN TRANSIT: IMPORTATION OF SPARE PARTS There is no duty or excise tax on spare parts for your vessel brought into the U.S. Virgin Islands.FIREARMS AND AMMUNITION must be licensed and declared to Customs upon entry to the U.S. Virgin Islands. Firearm regulations differ for neighboring islands. PETS must be declared with U.S. Customs. They must be free of all diseases communicable to humans when examined at entry and proof of current rabies vaccination is required. Puppies younger than 3 months must be confined at a place of the owner’s choosing, then be vaccinated and confined for an additional 30 days.

U.S. and Canadian citizens age 16 or older must present a valid WHTI-compliant document such as a valid passport, a U.S. passport card, a trusted traveler card (NEXUS, SENTRI, Global Entry or FAST/

EXPRES), permanent resident card, military identification card, U.S. merchant mariner document or an enhanced driver’s license that denotes both identity and citizenship when entering the U.S. by land or sea. Those under the age of 16 may present a birth certificate or alternative proof of citizenship when entering by land or sea. All travelers must have a passport for international air travel. COMMUNICATIONS RADIO COMMUNICATIONS Radio is the main source of communication in open waters, since cell phone service may be intermittent. A working VHF radio is required on charter boats and vessels over 65.5 feet to monitor weather and contact emergency services, marinas and other boaters. Channel 16 is monitored 24/7 for distress calls and is used for initial communication.

MEDICAL CARE For minor medical issues during your stay, walk-in clinics and dentists are available to take care of most of your needs. Be sure to pack your personal medications and a copy of your prescriptions. Island pharmacies can help you with refills and over-the-counter medications. Should a more serious medical condition or injury arise, St. Thomas and St. Croix offer full hospital and emergency medical facilities. St. John has two community healthcare centers but more serious cases are transferred to St. Thomas by medical ferry. Three air ambulance evacuation companies provide service to the U.S.

JOHN RESCUE, INC.Incorporated in 1996, the all-volunteer, non-profit St. John Rescue provides emergency rescue and medical support services to EMS, VI Police, VI Fire, National Park Service, United States Coast Guard, VITEMA, FEMA, and health clinic personnel on land and at sea. REFORMING THE “6-PACK”

The U.S. Virgin Islands’ boating industry has traded in its 6-pack for a 12-pack, doubling the number of passengers previously allowed—and doubling the islands’ appeal to passengers and charter companies alike.

The 1993 Passenger Vessel Safety Act, known as the “6-pack law,” limited Uninspected Passenger Vessels (UPV) in U.S. waters to six passengers.

The law severely crippled the islands’ charter industry, forcing larger groups to vacation elsewhere. In 2014, the act was amended, now allowing some UPVs less than 79 feet in overall length, whose voyages originate from the territory, to carry seven to twelve passengers within the U.S. Virgin Islands and on international voyages (but not to another U.S. port outside the U.S. Virgin Islands).

To carry the added passengers, a charter yacht must be in compliance with safety standards established by the United Kingdom Code of Practice for the Safety of Small Commercial Motor or Sailing Vessels, also used in the British Virgin Islands. They must maintain a Small Commercial Vessel Certificate issued by a certifying authority and keep it on board. Equipment and frequency of examination requirements differ from existing U.S. requirements for a UPV. Vessel operators on international voyages are required to hold a Merchant Mariner Credential with an officer endorsement as Master. An endorsement as an Operator of Uninspected Passenger Vessel (OUPV) is not suitable for international voyages, but those with an OUPV endorsement may carry seven to twelve passengers within the U.S. Virgin Islands waters only, if the vessel is not on an international voyage. As always, vessels must comply with basic safety regulations already in place, such as the inclusion of life saving equipment, fire extinguishers, navigational lights and horn.

LOCAL BOATER OPTION

The Local Boater Option (LBO) was developed to allow low risk boaters frequently traveling between Puerto Rico and the U.S. Virgin Islands to report to Customs and Border Protection (CBP) by phone or on

line instead of undergoing an in-person inspection each time at their Port of Entry (unless directed by a CBP officer). To register, vessel information and required documentation must be reviewed and verified by CBP to establish the applicant’s immigration status and identity. Participants must be U.S. citizens or lawful permanent residents. Enrollment is voluntary and free.

To further expedite the process, the Small Vessel Reporting System (SVRS), svr.cbp.dhs.gov, is an automated on line reporting system for LBO participants to report their intended arrivals from foreign ports. New applicants can enroll and set up an appointment for a face-to-face interview through the SVRS system as well.

CAPTAINS LICENSE AND LOCAL BOATER OPTIONCREWMEMBER CREDENTIALSCrewmembers will find plenty of work opportunities in the U.S. Virgin Islands. Job postings can be found through crew placement agencies, on line job listings, on marina bulletin boards and with individual charter companies.

U.S. citizens do not require a work permit to work on any U.S.-based vessel. Non-U.S. crew must obtain a C1/D crewmember visa. Visit usvisa.immigrationvisaforms.com for visa requirements and forms.

If your job requires unescorted access to secure areas of the port facility, you will need a Transportation Worker Identification Credential (TWIC). Visit www.tsa.gov for requirements or to schedule an appointment at an enrollment center. It is recommended that you apply 10 to 12 weeks in advance.

You must be licensed with the U.S. Coast Guard to captain your own vessel or become a captain for hire. An Operator of Uninspected Passenger Vessels License (OUPVL) is adequate for most charter boats. Many USCG approved boating courses are available nationwide and on line. In the U.S. Virgin Islands, U.S. Coast Guard-approved sailing schools such as The Captain School www.captainschoolusvi.com and SeaSchool www.seaschool.com provide full licensing courses. THE U.S. COAST GUARD

The U.S. Coast Guard is one of the oldest organizations of the U.S. government, established in 1790, dedicated to maritime safety, security and stewardship. It operates under the Department of

Homeland Security to enforce the nation’s laws at sea. The Coast Guard is charged with protecting the personal safety and security of the U.S. people, marine transportation systems and the marine environment, responding to emergencies at sea and guarding the nation’s coastlines, inland waterways and ports. Additionally, the Coast Guard is responsible for licensing mariners, documenting U.S. flagged vessels and implementing a variety of safety programs. www.gocoastguard.com THE U.S. VIRGIN ISLANDS COAST GUARD AUXILIARY The U.S. Coast Guard Auxiliary supports the Coast Guard in all non-military and non-law-enforcement activities, and is considered their primary resource for recreational boating safety outreach and prevention. There are more than 32,000 members throughout the U.S. and its territories. In the U.S. Virgin Islands there are three flotillas on St. Thomas, St. Croix and St. John, with close to 100 members. The Auxiliary conducts harbor patrols, safety patrols, search and rescue and marine environmental protection assistance as well as free vessel safety inspections, float plans and safety education courses for recreational boaters. www.cgaux.orgVI RESCUE SQUADS For more than 25 years, the Virgin Islands Rescue Squads of St. Croix, St. John, St. Thomas and Water Island have provided rescue and medical assistance in conjunction with EMS, Police and Fire Departments, the U.S. Coast Guard, VITEMA, FEMA and other first responders during emergencies on land, air or sea. Each island has their own trained set of volunteers, on duty 24/7. WEATHERWEATHER FORECASTS Local newspapers and TV stations can give you general forecast information, and local radio stations such as WVWI 1000 AM or WIVI 96.1 FM on St. Thomas, and WSTX 970 AM on St. Croix provide hourly forecasts. For up-to-the-minute conditions, the National Oceanic and Atmosphere Administration (NOAA) broadcasts continuously on VHF channels Wx-1 162.55 and Wx-2 162.4. Those with a NOAA weather receiver on board can access the Virgin Islands All Hazards Weather Radio WNG-677 at 162.5 FM. For online radar images and detailed projections, visit www.weather.gov.TIDES AND SWELLS Tides are minimal, rarely more than 12 inches. Higher swells may be seen on the Atlantic shores from November through April. In some areas, such as Pillsbury Sound between St. Thomas and St. John, the current can reach 1 to 2 knots.TROPICAL WEATHER CONDITIONS & HURRICANES Though isolated squalls are common year round, hurricane season extends from June 1 to November 30, with the majority of storm activity between August and October. Major storms can be tracked 3 to 7 days in advance. Your charter company may contact you to return to the marina to secure the vessel against impending extreme weather should it be necessary.

SAFETY IN THE WATER• Create a checklist to ensure you have all the necessary safety, communication

and mechanical equipment and that they are in good working order. • Be alert for gasoline fumes before starting your engine and be sure to

ventilate after fueling.• Keep your eye on the weather and sea conditions. Appoint a lookout and

keep your VHF radio on at all times for weather updates.• Reduce your wake speed near the beach to avoid other boaters and

swimmers.• It’s best to limit your sailing to daylight hours, but if you find yourself

sailing at night, avoid turning on flashlights or other bright lights that can destroy night vision. Reduce speed and use your radar and/or electronic chart plotter to help identify obstacles.

• Know the U.S. Coast Guard’s established light display standards for both vessels and navigational aids such as channel markers.

NAVIGATING THE WATERS CHARTSNavigational charts are crucial for knowing where you are, where you’re headed and where to avoid. The NOS 25640 chart covers the U.S. Virgin Islands, British Virgin Islands and Puerto Rico and the NOS 25641 chart covers the area between St. Thomas, St. Croix and Virgin Gorda. Visit the National Oceanic and Atmospheric Administration (NOAA) at www.nauticalcharts.noaa.gov for paper, pocket, print-on-demand and electronic charts. Your charter company may also have printed copies available.BUOY SYSTEMThe International Association of Lighthouse Authorities’ B buoy identification system is used throughout the Caribbean to identify channel boundaries and controlled areas. Remember the three R’s: “Red Right Returning.” Red conical buoys mark the right (starboard) side of the channel when coming in from open waters, and green buoys mark the left (port). Striped green and red buoys indicate recommended channel routes. REEFSYour navigational chart will help you identify known reefs, shallows and rocks. Many are visible by sight, so post a lookout at all times. The lighter the water, the shallower it is. Dark blue waters are more than 50 feet deep. Light green or turquoise waters are 15 to 25 feet and shallows under 10 feet appear pale green or light brown. RIGHT OF WAYSlow down and be cautious in high traffic areas such as harbors and the established ferry routes. Remember that sailboats cannot change course quickly and should be given the right-of-way. Try to avoid sailing after dark. Remain at least 200 yards away from any naval vessels and slow to 5 knots. EMERGENCIESBoaters are required by law to stop and assist those in danger during any accident involving another vessel.

Bodily injury or vessel damage of more than $100 must be reported immediately to the Department of Planning and Natural Resources (340) 774-3320. Report emergencies on VHF Channel 16.

In 2005, the U.S. Coast Guard’s National Distress and Response System was replaced by the Rescue 21 emergency communications system, which more accurately identifies the location of callers in distress. Rescue 21 extends coverage a minimum of 20 nautical miles from the coastline and allows for more immediate coordination with the Department of Homeland Security and other federal and local first responders. PROTECTING OUR WATERSDISCHARGE OF SEWAGEFederal law prohibits the discharge of treated or untreated sewage, with the exception of gray water from showers or sinks, in any No Discharge Zone (NDZ), which includes all waters within 3 miles of the shore. The “Y” valve must be secured in the closed position any closer to shore. A U.S. Coast Guard Approved Marine Sanitation Device (MSD) is required for all recreational vessels with an installed head. Enzyme deodorizers should be used for holding tanks and portable toilets.DISCHARGE OF TRASH*Under federal law it is illegal to throw garbage from a boat in any NDZ area. Ground food waste may be dumped 3 miles from shore. Food waste, paper, rags, glass, metal, bottles, crockery and similar refuse may not be discharged less than 12 miles from land. Floating dunnage, lining and packing materials cannot be dumped less than 25 miles from shore. Plastics should not be discharged in the ocean or navigable waters at any time.DISCHARGE OF OIL AND OTHER HAZARDOUS SUBSTANCESDischarge of petroleum products and hazardous substances is illegal in all U.S. navigable waters. No person may intentionally drain oil or oily waste into the bilge. Any oil or fuel spill that leaves a sheen on the water must be reported to the U.S. Coast Guard. It is also prohibited to use detergent or other chemicals on a spill to disperse the oil or sheen. If your vessel discharges oil or hazardous substances in the water, you must contact the U.S. Coast Guard on VHF Channel 16 or call 340-776-3497 for St. Thomas/St. John, 340-772-5557 on St. Croix or their Boating Safety Hotline at 1-800-368-5647.MAINTAIN YOUR BOAT• Regularly scrub your deck with fresh water to reduce the need for heavy

cleaners. Use phosphate-free, biodegradable soaps or natural cleaning products.

• Heavy maintenance and cleaning should be done while the boat is out of the water. To scrub the boat bottom while in the water, use a hard (not ablative) anti-fouling paint.

• Keep your bilge clean to make it easier to spot fuel or oil leaks and avoid discharging petroleum into the water.

CRUISING & MOORING CRUISING PERMITSCruising permits are not required in the U.S. Virgin Islands. Vessels staying 6 months or more must register with the Department of Planning and Natural Resources (340) 774-3320 for St. Thomas, (340) 772-1955 for St. John and (340) 772-1955 on St. Croix.PUBLIC MOORINGSFree public moorings are available for day use only for vessels under 60 feet in length and do not require a permit. Other moorings require a permit from the Department of Planning and Natural Resources. Moorings on St. Croix can be white, orange or yellow. On St. Thomas and St. John, look for orange moorings with reflective tape around the middle or blue stripes. NATIONAL PARK MOORING SYSTEM The Virgin Islands National Park is an anchorless park. 340 regular moorings and 14 big boat moorings are available. Large boat moorings for vessels between 65 and 100 feet in length are available for day use in Lind Point, Francis Bay, Leinster Bay, Great Lameshur Bay and the southeast entrance of Princess Bay in the V.I. Coral Reef National Monument.

Day use is free. Vessels mooring or anchoring overnight in the National Park must pay a $26 self-registration fee per night. Overnight stays are restricted to 30 per year, with no more than 7 consecutive nights in one bay. Check the tag on your mooring for directions to the appropriate payment station.

National Park Service buoys are white with a blue reflective band around the center. White buoys indicate day and overnight use, unless designated with a “day use only” sticker. Blue buoys are for commercial vessels. Orange buoys designate SCUBA diving day use only.

Between November and July, look for a Bay Host vessel flying a green National Park Service flag or call the Virgin Islands National Park (340) 776-6201 for assistance.

PRIVATE VESSEL SIZE LIMITS• 12 feet or less: May anchor in sand only and at least 200 feet from a mooring

field.• 13 to 60 feet: Must use moorings if available.• 61 to 125 feet: Prohibited from using moorings other than the new big boat

moorings. Anchor in sand 200 feet seaward of mooring field on the northshore of St. John only. To anchor seaward of the buoy field at Caneel Bay, usethe designated anchoring zone.

• 126 to 210 feet: Prohibited from using moorings. Anchor in sand at FrancisBay only, 200 feet seaward of mooring field at depths greater than andshoreward 50 feet of a line drawn from Mary Point to America Point.

• 210 feet and over: Banned from mooring or anchoring.• 26 feet or less: May access National Park beaches through channels designated

by a red and green buoy. Boats may not anchor in channels. Channels may be used for pick up and drop off or payment of mooring fees.

BUCK ISLAND REEF NATIONAL MONUMENT, ST. CROIX • A permit is required for overnight anchorage in a dedicated area off West

Beach at the Buck Island National Monument. Stop by the Visitor ContactStation at Fort Christiansvaern for an application or download from www.nps.gov. You must present your boat registration and a valid picture ID withyour permit. Overnight guests may stay for no more than 14 consecutivenights at a time. Permits are valid for one year.

• Moorings are available at the dedicated scuba area and the underwater trailon the eastern shore.

• Boats under 20 feet may anchor bow and stern near the shoreline in the wetsand below the high tide line.

• Boats under 16 feet may haul out on the beach area outside the posted birdnesting area.

• The south side pier is for drop-off and pick-up only.• Fishing gear must be stowed and cannot be used within park boundaries.• No wakes are permitted near the anchorage or lagoons.

GARBAGE DISPOSALTo prevent the dissemination of plant pests and livestock or poultry diseases, U.S. Federal law requires that all vessels entering U.S. waters (including the U.S. Virgin Islands) that have visited a foreign port within a given period must properly dispose of all onboard ‘regulated garbage’ upon arrival.Garbage is considered USDA/APHIS regulated garbage if your:• Vessel has been in any port outside the United States (and Canada) within the

previous two-year period.• Vessel has moved during the previous one-year period, either directly or

indirectly, to the continental United States from any territory or possession(or from Hawaii); to any territory or possession from any other territory orpossession (or from Hawaii); or to Hawaii from any territory or possession.Regulated garbage, often referred to as international garbage, must be

incinerated. Not all marinas can provide that service, so if you visit a foreign port such as the British Virgin Islands, it is highly advisable to dispose of trash before you leave that port to avoid the issue of regulated garbage disposal upon your return to U.S. waters. Regulated garbage disposal is available at Crown Bay Marina and Yacht Haven Grande on St. Thomas. There are no regulated garbage facilities on St. Croix or St. John.

For non-regulated garbage, marinas all provide trash receptacles for small bags, some for a fee. On St. John, the most convenient bins for boaters are found at the Cruz Bay taxi parking lot, at Chocolate Hole and in Coral Bay.Large trash bins are located throughout the islands. Preserving a natural treasure is the responsibility of every visitor to its lovely shores. Please do your part by following these National Park rules and regulations.

MARINE RESOURCE PROTECTIONThe following are prohibited in National Park waters:• The damage of or taking any live or dead marine organisms, including shells,

coral, sea sponges or fans, or any artifacts from shipwrecks or historical sites.• Feeding or removal of any marine animal or wildlife.• Dropping anchors, anchor chains and anchor lines in fragile marine habitats

such as coral or seagrass beds. Anchor in sand only.• Tying boats or dinghies to any natural featuring including rocks and

vegetation.• Vessels entering any area designated with a white oblong buoy marked

with NO BOATS or the international “boats keep out” symbol, an orangediamond with an orange cross in it.

• Dumping of human waste or refuse.• Use of water skis and personal watercraft or towing of recreational devices.• Use of metal detectors, magnetometers, side scan sonar and subbottom.• Use of underwater lights of any kind other than hand held dive lights.• SCUBA diving in Trunk Bay, St. John, designated boating channels, shipping

lanes or dock areas. SCUBA diving and snorkeling is permitted in areasadjacent to beaches and in boat exclusion areas.

FISHING • Hand-held rod and line fishing is permitted, unless in a Boat Exclusion Area.

To fish within the Buck Island Reef National Monument, St. Croix you mustobtain a permit from the National Park Service (NPS).

• Possession of or use of spearfishing equipment is prohibited within the park.

SHORELINE USE• Pets are banned at park campgrounds or beaches and must be leashed in all

other areas of the park.• Glass bottles and containers are not permitted on park beaches.• Camping is allowed only at designated sites at the Cinnamon Bay

Campground. Length of stay is limited to 14 days from December 15 to April15.

• Fires are permitted only in NPS provided grills or in portable grills designedto contain combustible materials.

EXPLORING THE UNKNOWNThe National Oceanic and Atmospheric Administration (NOAA), has been conducting explorations of the sea floor to map unknown and poorly mapped deepwater regions.

In the spring of 2015, the NOAA ship Okeanos Explorer conducted a three-leg, 52-day expedition to explore largely uncharted deep-sea ecosystems and seafloors, including the Puerto Rico Trench, the Muertos Trough, Mona Passage and the Virgin Islands Trough. Several potential new species were identified and many rare observations were made, including the sighting of a six-arm sea star that had not been recorded, collected or observed since the specimen was described 130 years ago.

MARITIME LAWThe shipping and boating industries have a far broader reach than just the sea. With supporting marine services and businesses using a vessel for cargo or transportation, maritime industries permeate a large portion of business and trade in the U.S.

Maritime law (or admiralty law) contains many facets to protect the rights of the boat owner, employees and the people doing business with the vessel. The Shipowners Limitation of Liability Act limits responsibility of the boat owner in case of unforeseen accidents. Should a vessel sail without paying for services or a mortgage, an in rem action for legitimate claims allows the court to arrest the vessel without the boat owner present, making the boat itself responsible for its debts. There are also laws govering maintanence and cure, addressing a seaman’s right when injured on board, a ship owner’s duty of responsible care in cases of passenger injury, salvage rights and more.

Supporting the large marine industry in the Virgin Islands is a comprehensive array of marine related services. At or near most marinas, boaters will find chandleries, boatyards, dry docks, machine shops,

towing, outboard and diesel repairs, fuel and more.When a replacement part is needed, check with local marine supply outfitters

first. They keep many common parts in stock, and if they don’t have it, they can get it fast through their manufacturers. If you order your parts on line, keep in mind that flammable or combustible items must be shipped rather than flown in. The U.S. Postal Service is often the most affordable way to mail parts. NEW SURVIVAL CRAFT REGULATIONS To increase passenger safety, a new U.S. Coast Guard regulation is phasing out life floats and rigid buoyant ap-paratuses in favor of the Inflatable Buoyant Apparatus (IBA). The IBA raft is designed with a floor that ensures that no part of the individual is immersed in water during an emergency in which they must abandon ship. All U.S. inspect-ed passenger ships, ferries and other vessels with a route no more than 3 miles off shore previously required to carry a life float on board must replace their life floats with IBAs by the end of February, 2016. your boat or car transported on and off island.There are a number of reputable shipping companies that provide ocean

and airfreight pick-ups and delivery, documentation, consolidation and Customs clearance services. Some off er temperature controlled refrigerated cargo shipping for perishables as well. Door-to-door service can be arranged through stateside and international partnerships. Boat owners may also want to consider cargo shipping for their vessels. Container or fl at rack cargo on

THE ROSEWAYYouths have a unique opportunity to learn with the World Ocean School (WOS) aboard the schooner Roseway. In an effort to foster an appreciation for community, ethical values and an expanded world view, WOS provides challenging programs for underserved children in Boston, Massechusetts during the summer and on St. Croix in the U.S. Virgin Islands during the winter.

The Roseway has a unique history. Designed as a fishing vessel, the 137-foot schooner was built in 1925 as a fishing yacht by John James in Massechusetts at his family’s shipyard. The Boston Pilots Association purchased the boat in 1941, just prior to the attack on Pearl Harbor. It was fitted with a machine gun and assigned to the First Naval District to guide ships through the minefields and anti-submarine netting protecting the harbor. As the last pilot schooner in the U.S., the Roseway was retired in 1973 after 32 years.

The vessel’s life was far from over, however. Transformed into a Windjammer and renovated with an additional fourteen cabins, the Roseway was able to accommodate 36 passengers and spent many years working in the tourist industry. It was also featured in the television remake of Rudyar Kipling’s Captains Courageous. Repossessed by the First National Bank of Damariscotta, the Roseway was in turn donated to WOS in 2002 to use as a platform for the school. After a complete two-year restoration, the maiden voyage took place in 2005. Today, the Roseway is one of only six original Grand Banks Schooners and is listed as a National Historic Landmark.

Approximately 3 million students drop out of school each year. The WOS believes the key to combating this alarming wave of apathy in low-income and underserved youths is to motivate them academically, physically and

From May through September, the Roseway operates from its home port of Boston. They work with public, private, charter and home schools, youth organizations, summer camps, community centers, colleges and universities to engage and inspire students with sail-training, team-building and hands-on lessons in science, math and the humanities. From teaching knot tying to navigation, local history to ecology, climbing the rigging to poetry of the sea, WOS offers comprehhensive half-day, full-day, weeklong and overnightt programs. A Summer Ambassador Program allows students age 12 to 16 to sail the Gulf of Maine to expand their horizons and practice seamanship, navigation, environmental responisibility, teambuilding and more. During the winter months, the Roseway continues with similar programs based out of St. Croix, serving more than 800 island students per season. They can tailor specific academic-based lessons for college level students for spring break or traveling break programs as well.

CATCH LIMITS• Yellowtail snapper must be 12 inches in length.• Whelk shells must be greater than 2-7/16 inches in diameter. Closed season:

April 1–September 30. The NPS allows one gallon per fisher per day.• Conch must be landed alive and whole in shell, with a minimum 9-inch shell

size or 3/8 inch lip thickness. No possession of conch meats smaller than two per pound uncleaned or three cleaned is allowed. In territorial waters, the limit is six per day per fisher, not to exceed 24 per boat. In federal waters, the limit is three per day per fisher, not to exceed 12 per boat. In NPS waters, the limit is two per day. Undersized conch or conch shells are not to be sold. Closed season: June 1 through November 1.

• A federal permit is needed for Atlantic blue marlin, white marlin, sailfish, yellowfin tuna and skipjack tuna. Commercial harvesting is not allowed. Blue marlin, white marlin and sailfish may be caught by rod and reel only. Blue marlin must have a 99-inch lower jaw fork, white marlin a 66-inch lower jaw fork, and sailfish a 63-inch lower jaw fork. THE LIONFISH INVASIONLike many Atlantic and Caribbean regions, the U.S. Virgin Islands has been adversely affected by the recent lionfish invasion. These striking but aggressive intruders are Indo-Pacific natives that were accidentally released into the Atlantic, where there are no natural predators to keep them in check. They have a voracious appetite, and their rapidly growing population is killing off an alarming large number of local fish. Government agencies and ecological organizations are actively attempting to curb the infestation in local waters.

If you spot a lionfish, do not attempt to touch or capture it. The long graceful spines are venomous. Report its location to the Virgin Islands Department of Fish and Wildlife at (340) 775-6762 or the National Park Visitors Center at (340) 776-6201 and take a photo, if possible. SPINY LOBSTER RESTRICTIONS

Spiny lobster, also known as Caribbean lobster, may be caught by snare, trap or by hand only and must

be landed whole. Spearfishing, hooks, gigs, poisons, chemicals and explosives are banned. Lobsters must have a carapace of at least 3.5 inches or no less than 6 ounces in tail weight. It is illegal to import lobsters without their exoskeleton, berried (egg-bearing females) or stripped (those stripped of their eggs). Berried females may be kept in pots or traps until eggs are shed. The National Park enforces a catch limit of two per day.

Indulge in a juicy Caribbean lobster during your stay. Despite the similar appearance to those you enjoy in Maine,

what you’ll get on your dinner plate isn’t really a lobster at all! Also known as spiny lobster, it is actually more closely related to the crawfish. THE 44TH ANNUAL USVI OPEN/ATLANTIC BLUE MARLIN FISHING TOURNAMENT

Touted as the Super Bowl of Big Game Fishing, the USVI Open/Atlantic Blue Marlin Fishing Tournament (ABMT) is one of the premiere fishing competitions in the Caribbean. Created in 1972, the annual event is held

at the height of marlin season, during the August full moon. It reels in local, stateside and international anglers with an average catch of 280 pounds, in a modified catch-and-release program, the first fishing event in the world to release blue marlin.

To encourage spectators, a weeklong MarlinFest offers fun activities such as an arts and crafts festival in Red Hook, a Chowder Challenge, music, BBQ beach party, BVI excursion, golf tournament and more. There’s also a two-day “Wet ‘N’ Wild” center console tournament for billfish, wahoo and yellowfin tuna. Money generated from the event is donated to the V.I. Council of the Boy Scouts ofAmerica, hence its local nicknameas the “Boy Scout Tournament.”With the Boys Scouts, the ABMThas created a Marine VocationalProgram to provide training andcareer opportunities in the marineindustry for local youths. BOATING AND SAILING Small powerboats can be rented for a day of island hopping, or those with the required certification can charter their own sailboat. Crewed charters are ideal for a week of sailing, or get on board with a full or half day private or group tour. Avid boating enthusiasts can participate in several world-class sailing regattas in both the U.S. and British Virgin Islands, as well as some fun informal races held by various yacht clubs. Check the Marine Guide’s Regatta Calendar for scheduled events.FISHING Wahoo, dolphin, grouper, snapper and tuna are the most common catches. State-of-the-art fishing vessels are available for deep-sea fishing for kingfish and marlin. Fishing tournaments are held throughout the year for both adults and juniors. The most notable is the U.S.V.I. Open Atlantic Blue Marlin Tournament, which attracts an international array of anglers.UNDERWATER EXPLORATIONS Rental and retail equipment, lessons and tours are plentiful. Marine Park on St. Thomas features a unique walk on the ocean floor, or frolic under the waves on a Breathing Observation Submersible Scooter. KAYAKING Kayaks can be found at many water sports centers and beaches. Some charter boats will have one on board. Several combination kayaking, hiking and snorkeling tours of the Marine Sanctuary and Mangrove Lagoon on St. Thomas, Caneel Bay on St. John and Hassel Island are offered by V.I. Ecotours (340) 779-2155 on St. Thomas. St. John has open sea and shoreline kayaking, and day trips are found at Salt River National Historic Park and Ecological Preserve on St. Croix.BOARD SPORTS The best surfing spots are Hull Bay on St. Thomas, Reef Bay on St. John, Sprat Bay on Water Island and Judith’s Fancy, St. Croix. The swells reach 6 to 8 feet between November and March. Windsurfers and kiteboarders enjoy the steady tradewinds at Sapphire Beach or Morning Star Beach, St. Thomas and Divi Carina Bay, St. Croix. Stand-up paddling (SUP) boards, lessons and tours are available at most water sports centers and some beaches. When provisioning for your charter, remember that you’ll need to stock up on everything from spices to garbage bags. Ask your charter company if they provide provisioning services or can recommend a

company to shop or prepare pre-cooked gourmet meals for you.If you’re provisioning yourself, grocery stores are usually found near the

marina, so other than specialty items, it’s easier to shop when you arrive. Be sure to make a comprehensive shopping list, and don’t forget to include paper products, cleaning supplies and hygiene products. The most important item on your list is an adequate supply of bottled water.

With limited storage and working space, it’s best to keep it simple by serving dishes with fewer ingredients. Not all vessels have refrigeration, so you’ll also need to bring plenty of ice to keep your perishables cool. Look for ways to minimize what you have to refrigerate, such as using canned juices and boxed milk, and refrigerate only what you need for the day.

Keep your itinerary in mind. If you need extras along the way, larger, more populated islands will have plenty of markets and convenience stores, but on more remote islands, you may find shopping more of a challenge.

The biggest advantage to shopping in the U.S. Virgin Islands is the duty-free pricing. Expect significant savings on jewelry, watches, electronics, fragrances, collectibles, liquor and more. Most islands have downtown

shopping districts as well as shops near or at your marina, near the cruise ship docks and at popular island destinations. Ask for a business card if you find there’s something you want when you return home, many local retailers still offer duty-free pricing on line or by phone.

WHAT IS DUTY FREE?The U.S. Virgin Islands is considered a duty-free port. Merchandise brought into the territory by retailers for re-sale is not charged taxes, or duty, allowing retailers to sell at competitive duty free prices. The discounts range from 5

to 60 percent, depending on the item. Additionally, there are no sales or luxury taxes, allowing for even greater savings.

DUTY FREE ALLOWANCEEvery U.S. citizen, including children, is permitted to bring $1,600 in purchases back into the States from the U.S. Virgin Islands without being taxed. This duty free allowance can be combined for families to save on larger items. Items purchased on other islands in the Caribbean Basin may not exceed $800 of this allowance.

U.S residents over the age of 21 are allowed 5 liters of liquor, provided one is made in the U.S. Virgin Islands, up to 5 cartons of cigarettes and 100 cigars. You may not exceed your allowance of tobacco. Merchandise over the duty free allowance will be charged a small percentage tax, usually 6 percent.

BY SEA Numerous passenger ferries run daily between St. Thomas, St. John and the British Virgin Islands. Ferries usually leave on time, so be sure to get there early. Know when the last returning ferry is scheduled and bring your passport if you plan to visit the British Virgin Islands.BY LAND While on land, there are several options to get where you want to go. Cars, jeeps, SUVs and vans can be rented from many local and national rental agencies on each island. Prices may vary seasonally. A U.S. driver’s license is valid for 90 days. International drivers can apply for a temporary permit at the time of rental.

Because driving is done on the left in the U.S. Virgin Islands, many prefer to have someone else do the driving. Taxis and “safari” buses are found at all major destinations. Fares are calculated per person one way, with additional charges for luggage, late night or radio calls. Registered taxis are required to post established rates, but it’s advisable to agree on the price beforehand. Drivers will often fill their vehicle with several passengers going in the same direction. A public bus system and “$1 safaris” also travel limited routes.

Proceed directly to a port of entry for Customs and Immigration clearance when entering British Virgin Islands waters. The captain must present the ship’s papers and valid passports for all crew and passengers for

clearance. No one other than the captain may leave the vessel before clearance is issued.MEDICAL There are no medical or vaccination requirements to enter the British Virgin Islands. CUSTOMS, DUTIES & TAXES Imports are subject to duty charges, which vary depending on the item. Items entering the BVI on a temporary basis are exempt from duty. There is no sales tax. A 7% Hotel Accommodation Tax is charged for those staying six months or less in hotels or other vacation rental accommodations. A departure tax of $10 per resident and $15 per non-resident and a $5 security fee are charged when departing by sea. By air the charge is $20 for adults and $5 for children.FOOD Food may be brought into the BVI, however, a $25 application for the importation of meat products must be submitted to the Department of Agriculture (284) 495-2532. Visitors arriving from North America with less than 40 pounds of meat products for consumption during their stay are exempt. PASSPORT REGULATIONSA passport valid for six months is required for those visiting the British Virgin Islands. Citizens of other nationalities may also require a visa. Visitors may be granted entry for one month provided a return or ongoing ticket, evidence of adequate means of support and pre-arranged accommodations during their stay are provided. SHOPPING IN THE BVIWhile meandering the quaint streets of Road Town, the colorful Crafts Alive Village near the ferry dock or the new duty free Tortola Pier Park by the cruise ship dock, you’re sure to find a trinket or two that catches your eye. The currency in the British Virgin Islands is the U.S. dollar, so you’ll be able to pick up your souvenirs without the hassle of currency exchange. U.S. citizens may bring home $800 duty free and U.S. Virgin Islands residents enjoy no duty limits. Most shops are open from 9 a.m. to 5 p.m., though some stay open later on Friday and Saturday or when a cruise ship is in port. Many shops close or close early on Sundays.

BVI CRUISING & MOORING PERMITSCRUISING PERMITSCruising permits issued by the British Virgin Islands Customs Department (284) 494-3475 or (284) 468-3701 ext. 2533 are required for clearance into the British Virgin Islands and are valid only for a specific charter period. CRUISING FEES:

Dec. 1–April 30: BVI based charter boats $2 per person per day Non-BVI based charter boats $4 per person per day May 1–Nov. 30: BVI based charter boats 75¢ per person per day Non-BVI based charter boats $4 per person per day

Vessels visiting the territory for the first time for the year must also pay an annual tonnage fee. Yachts staying more than one month must pay $200 to temporarily import the yacht for up to one year. NATIONAL PARKS MOORING PERMITSVessels are required to use National Parks Trust mooring buoys at designated reef areas. A nominal Marine Conservation Permit must be purchased for use. There is a 90-minute time limit on moorings on a first come, first served, for day use only. Permits are available from the National Parks Trust (NPT) at 61 Main Street, Road Town, Tortola (284) 494-3904, through charter companies and at your port of entry. VISAR-VIRGIN ISLANDS SEARCH AND RESCUE Founded in 1988, Virgin Islands Search and Rescue (VISAR) is a volunteer organization dedicated to saving lives at sea. With one rescue boat based on Tortola and another on Virgin Gorda, this emergency response team is on call 24/7 and partners with police, fire and ambulance services to carry out rescue missions throughout the British Virgin Islands and surrounding waters. Members receive exten-sive training in seamanship, small boat handling, search and rescue tech-niques and first aid. Visit their website www.visar.org for more information.

If you have an emergency at sea, call 767 (SOS), 999 or 911. The numbers will operate even if your regular cell service does not work locally. Have your exact location, the name of your vessel and the nature of the emergency ready.

BRITISH VIRGIN ISLANDS WEATHER FORECASTS Check local weather forecasts, before you go and frequently throughout your trip. Weather condi-tions can change instantly, so keep an eye on the sky and watch for changes in swell conditions.

Several on line sites provide accurate weather information. Check www.weathercarib.com or www.weatherbvi.com for general forecasts and satellite imagery. The Marine Weather Center at www.caribwx.com offers custom weather services such as daily e-mails, phone-in and morning vessel-specific forecasts, routing advice for SSB (Single Sideband) radio and more with subscriptions ranging from one day to one year. On the radio, ZBVI Radio 780 AM updates local forecasts hourly and the National Oceanic and Atmospheric Administration issues 24-hour weather advisories from (NOAA) on VHF Channels Wx-1 162.55, Wx-2 162.4 and Wx-3 162.475.

PROTECTING OUR WATERSDISCHARGE OF SEWAGE Untreated sewage must not be discharged in any harbor or within 1,000 yards of the shoreline. A Type III MSD or type I MSD marine sanitation device is required to prevent the overboard discharge of sewage. Holding tanks should be emptied outside the restricted areas or pumped into a sewage treatment facility. There is a working pump out sta-tion at the fuel dock at Virgin Gorda Yacht Harbour.

DISCHARGE OF GARBAGE No garbage may be discharged in the waters of the British Virgin Islands at any time. Dispose of garbage ashore in the provided receptacles. A chart of disposal locations is aboard every charter vessel.

DISCHARGE OF OIL AND OTHER HAZARDOUS SUBSTANCES No oil or oily waste may be discharged into the water or intentionally drained into the bilge.

NAVIGATING THE WATERSNAVIGATION With 60 islands, cays and islets in British Virgin Islands wa-ters alone, it is easy for those not familiar with local waters to get confused. Although line-of-sight navigating may be tempting, do not use it as your sole means of navigation. Use a navigational chart and post a lookout to watch for shallows, rocks and reefs.

CHARTS The NOS 25640 chart covers the waters of both the U.S. and British Virgin Islands. Print and electronic charts are available from the National Oceanic and Atmospheric Administration (NOAA) at www.noaa.gov. Most charter companies supply paper copies. Caribbean Yachting Series I Charts and Imray-Iolaire charts of specific areas are available on line and at some island chandleries.

GPS Global Positioning Satellite (GPS) systems may not be one hundred percent accurate. Always use your GPS in conjuction with navigational charts and depth readings.

BUOYAGE SYSTEM The International Association of Lighthouse Authori-ties Maritime Buoyage System B is used in the British and U.S. Virgin Is-lands. Channels are marked with red buoys to starboard (right) and green buoys to port (left). When returning from open waters, think “Red Right Returning.”

REEFS IN THE BVI Major shallows, reefs and other cautionary areas are identified on your navigational chart. Designate a lookout at all times to spot immediate hazards. The waters surrounding Anegada, Gorda Sound, the Ca-manoe Passages and White Bay, Jost Van Dyke require extra caution. Use the provided moorings whenever possible. Anchor only in sandy areas with no sea grass or coral.

THE NORTH SOUND

One of the most popular spots for boaters in the British Virgin Islands is the North Sound of Virgin Gorda. Its deep waters are almost completely surrounded by land, so this protected locale is ideal for

smooth sailing and water sports such as windsurfing, kiteboarding, snorkeling, diving and fishing. At its mouth, Prickly Pear Island, a National Park, offers two beaches with good swimming, snorkeling and hiking. There are several excellent anchorages, and diverse resorts such as Bitter End Yacht Club, Saba Rock and Leverick Bay offer casual yet sophisticated dining, nightlife and shopping for the consummate yachtsman. Many are accessible only by boat.

THE “OUT ISLANDS”Besides the four main British Virgin Islands, there are more than 60 small islands and cays dotting the territory. Some are uninhabited national parks, while others are luxury getaways for the rich and famous. Most are accessible only by boat. NORMAN ISLAND is rumored to be the location for Robert Louis Stevenson’s “Treasure Island” and is the BVI’s largest uninhabited island. The anchorage known as The Bight is central to many famous snorkeling sites such as the Caves and the Indians. Along it’s white sand beach is Pirate’s Bight, a restaurant, bar and gift shop. In the bay, visit the schooner William Thornton, also known as the Willy T, for food, drinks and lots of raucous fun on the weekends. COOPER ISLAND consists of four privately owned properties lush with tropical greenery and wildlife, with a small beach club on Machioneel Bay. SALT ISLAND is less than 5 miles southeast of Road Town, Tortola, named after its salt ponds, but is best known as the location where the Royal Mail steamer RMS Rhone sank in 1867. The wreck is considered one of the best dive sites in the Caribbean.SCRUB ISLAND is just over 1.5 miles from Trellis Bay, and home to the Scrub Island Resort Marina and Spa. The marina features 55 slips and the luxury resort offers accommodations, dining, spa services, water sports, three pristine beaches and a ferry to Tortola. It is the closest destination to the North Drop, the islands’ most popular fishing spot.PETER ISLAND is 4 miles south of Tortola, where you’ll find the luxurious Peter Island Resort. A ferry from Road Town, Tortola is available free for restaurant guests.DEADMAN’S CHEST, formerly used as a firing range by the Royal Virgin Islands Police, it is now an uninhabited national park. A shipping registry is a title of ownership that identifies a ship and its owner with a particular country. All commercial vessels in international waters, with the exception of some small fishing boats, are required

by law to be registered. A registered vessel is obligated to adhere to maritime policies of that government covering shipping operations, safety of life at sea, security and the prevention and response to pollution from ships.

The British Virgin Islands Registry (VISR) holds a Category 1 status, admitting yachts of up to 3,000 gross tons and general cargo ships of unlimited tonnage. It enforces regulations applicable to British Virgin Islands vessels wherever they may be and all vessels in territorial waters. Vessels registered with VISR are considered British ships and fly the Red Ensign, and are entitled to physical protection by Great Britain and its Consulates worldwide.

THE WRECK OF THE RHONE

The Wreck of the Rhone Marine Park is a British Virgin Islands’ favorite, considered one of the top wreck

dives in the Caribbean by both Sport Diver Magazine and Scuba Diving Magazine. The RMS Rhone sank in 1867 and is submerged 20 to 80 feet in the water. The ruins of the 310-foot iron sail-steamer include decking, parts of the rigging, steam engine, driveshaft and an impressive 15-foot, 3,000–pound propeller, now home to an abundant amount of colorful marine life. Moorings are available for day use only. There are also anchorages at Salt Pond Bay or tie up to the floating dinghy mooring system in Lee Bay. Anchoring, fishing and water skiing in the park are prohibited.

One plate at a time, the British Virgin Islands is making a name for itself as

WATER SPORTSBOATING AND SAILING Island hop for the day or luxury cruise for the week. The British Virgin Islands boasts some of the best boating in the Caribbean. Powerboats and sailing vessels of every kind are at your disposal. Both group and private tours are available. Contact any marina or water sports center for bookings.DIVING AND SNORKELING You’ll find some of the best the underwater world has to offer, with more than 100 dive and snorkel sites of varying depths. Dive shops and water sports centers are numerous, offering guided tours, rental equipment and instruction. FISHING Tuna, dolphin and wahoo are common catches in the BVI, and world-class big game blue marlin and kingfish tournaments make this a fisherman’s paradise. Check the tournament schedule in this guide and refer to the fishing regulations section for recreational fishing permit information.KAYAKING Kayaking amid the lagoons and bays is a fascinating way to explore nature. Two-seater kayaks are available for rental at many water sports centers. Many charter boats include one on board. BOARD SPORTS Surfers, wakeboarders, kiteboarders, windsurfers and stand-up paddlers enjoy the steady tradewinds found in the BVI. The surf’s best from November through March, at favorite spots such as Cane Garden Bay, Bomba’s in Apple Bay, Cooten Bay, Josiah’s Bay. Windsurfers should head to Trellis Bay and Nanny Cay, Tortola and North Sound, Virgin Gorda. Board equipment sales, rentals, lessons and tours are offered at most water sports centers. SWIMMING WITH THE DOLPHINS For some interactive underwater fun, Dolphin Discovery at Prospect Reef, Tortola gives you the opportunity to swim and frolic with your new amazing dolphin friends. KIDS AND THE SEA Teaching children about water safety is important, especially living in the British Virgin Islands. Kids and The Sea (KATS) is a non-profit organization dedicated to teaching safety in boats and around the sea to local youths and exposing them to possible career opportunities in the marine industries. This Tortola-based group offers a comprehensive watersports program for kids ages 5 to 18, including swimming lessons, a sea skills class and a sailing program, as well as scuba diving and windsurfing instruction. FISHING REGULATIONSNo more than 30 pounds of fish by weight per boat is allowed. Possession of billfish such as marlin, sailfish and swordfish is prohibited. Spear fishing and the use of scuba equipment to capture or remove any marine animal or coral are also prohibited. You may not catch the following during closed seasons:

As of 2014, the BVI has declared itself a shark and ray sanctuary, prohibiting commercial fishing of all shark and ray species in territorial waters. PROHIBITED AREASFishing is not allowed within the boundaries of any marine park or from National Park moorings. Fishing and anchoring is not allowed at Horseshoe Reef, Anegada.

BVI FISHING REGULATIONSFISHING LICENSESRemoval of any marine organism is illegal for a non-BVIslander without a recreational fishing permit. Non-residents over the age of 18 can procure a $45 permit for fishing on a catch-and-release basis, valid for one month. Those conducting fishing expeditions must obtain a sport fishing license, valid for one year. A big game/sportfishing license is required to participate in any fishing event.

COMMUTER PLANESThere are no direct flights from the U.S., Canada, Europe or South America. Flights must connect from St. Thomas, U.S. Virgin Islands, Puerto Rico or other Caribbean islands to the Beef Island Terrance B. Lettsome International Airport, Tortola. Virgin Gorda and Anegada have small airports for commuter and charter flights. Cape Air (284) 495-2100 or 1-800-227-3247 (www.capeair.com) offers direct flights from both Tortola and Virgin Gorda to San Juan, Puerto Rico. Those traveling on from Tortola to Virgin Gorda, Peter Island, Anegada or Jost Van Dyke after 4 p.m. should check to make sure charter flights or ferry service is available at that hour. You may have to spend the night on Tortola.

CAR RENTALSThose 25 years of age and older may rent a vehicle with a valid overseas drivers license. If staying more than one month, you will need a temporary license from the Department of Motor Vehicles. Vehicles are driven on the left. Cars, SUVs, jeeps and scooters are available on Tortola and Virgin Gorda. Jeeps and SUVs are found on Jost Van Dyke and Anegada offers rental jeeps and scooters only

A SIDE TRIP TO PUERTO RICO

The 100-mile long island offers several diverse geographies and distinct cultures, and boaters can enjoy many coastal hot spots with fascinating things to do and places to explore.

SAN JUAN The oldest city under the U.S. flag and the busiest port in the Caribbean. Christopher Columbus landed here in 1493. Known as La Cuidad Amurallada (The Walled City), San Juan is divided into 3 distinct districts: the Old San Juan Historic District, the Beach and Resort area and outlying com-munities.

Old San Juan includes more than 400 restored 16th and 17th century buildings along its famous blue cobblestone streets as well as several plazas and parks. Visit historic buildings such as the Alacaldia (City Hall), completed in 1789, El Capitolio (Capital Building), with its impressive galleries, friezes and mosaics, and the Catedral de San Juan, the second oldest cathedral in the Western Hemisphere. El Morro Fortress is San Juan’s iconic national landmark. The majestic 16th century citadel, rising 140 feet above the water with its 18-foot thick walls was one of the city’s major means of defense. It’s partner, Castillo de San Cristóbal, built in 1634 and completed in 1771, is one of the largest defenses ever built in the Americas, rising 150 feet and covering 27 acres of land. It was used as a film location for Pirates of the Caribbean: On Stranger Tides.

The Beach and Resort district is known for its many hotels lining its sandy shores. Enjoy casinos, nightclubs, restaurants and boutiques in this sophisticated party area.

Outside the city, there are a number of sites worth the visit. The Bacardi Rum Distillery is a 15-minute ferry and short cab ride away. Just over an hour’s drive is the Arecibo Observatory, the largest single-unit radio telescope in the world and base for NASA’s SETI program (Search for Extra-Terrestrial Intelligence). It was the telescope featured in the movie Contact starring Jodie Foster. Río Camuy Cave Park is close by, with the third-largest subterranean river in the world and caves over 600 feet deep. Toro Verde Nature Adventure Park, featuring zip lining, hanging bridges, rappelling and mountain biking, is an hour’s drive into the central region.

FAJARDO On the eastern shore, Fajardo was founded in 1772. It is the island’s foremost recreational boating and water sports center. There are 7 marinas, including the Blue Flag designated Puerto del Ray Marina, the largest in the Caribbean, with 750 slips, a large charter fleet and marine services. Fajardo’s beautiful beaches are a major attraction, particularly Seven Seas Beach, with water sports facilities and idyllic sailing, snorkeling and diving spots just off-shore. Las Cabezas de San Juan Nature Reserve represents 7 different ecologi-cal systems, including coral reefs and mangroves, and is home to El Faro, a 19th century working lighthouse. EL YUNQUE Every visitor should take the short trip inland to visit Puerto Rico’s famous El Yunque rainforest, one of the oldest preserves in the Western Hemisphere and the only tropical forest in the U.S. National Forest System. Just 28,000 acres, it receives 240 inches of rainfall each year. Meander marked trails through lush greenery, wildflowers and waterfalls. More than 240 species of plants, 26 unique to the area, can be found, as well as rare wildlife such as the Puerto Rican Parrot and the tiny Coqui tree frogs. PONCE The second largest city on the island, Ponce was founded in 1692 by famous explorer Ponce de Leon’s great grandson and was Spain’s capitol of the southern region until U.S. rule in 1898. Its Playa de Ponce Port is one of the busiest ports in the Caribbean. It is known as the “Cuidad Señorial,” or Majestic City, because of its beautiful neoclassic buildings, facades, plazas and fountains. Visit landmarks such as Plaza de las Delicias, the Parque de Bom-bas firehouse and the Casa Alcaldia (City Hall), or stroll the popular Guancha Paseo Tablado boardwalk. There are also several museums in Ponce, including the Ponce Museum of Art, boasting the largest art collection in the Caribbean, with more than 1,000 paintings and 400 sculptures.

For an incredible panoramic view, take a drive up El Vigia Hill to the 100-foot observation tower. Nearby are Castillo Serralle, the elegant former home of the Don Q rum family, and the Tibes Indigenous Ceremonial Center, one of the largest and most important archeological sites in the West Indies.

MAYAGUEZ Mayaguez was founded in 1760 and is Puerto Rico’s fifth larg-est city. Situated in the middle of the west coast, Mayaguez is a college town, with three major university campuses. The city is centered around the Spanish-

ENTERING PUERTO RICOCUSTOMS & IMMIGRATION

Unless enrolled in the Local Boaters Option (LBO) program or the on line Small Vessel Reporting System, vessels must physically report to a designated Customs and Border Protection (CBP) inspection site when

entering Puerto Rico from a foreign port or the U.S. Virgin Islands. Advance Notice of Arrival is required 96 hours before arrival, with the exception of noncommercial pleasure vessels under 300 gross tons. Ask your charter company for Customs information that applies to your charter boat.

The master of the vessel only may disembark the vessel for a Customs interview. Private vessels 30 feet and over must have a valid user fee decal or must complete the application and be charged the yearly user fee when reporting to CBP. This fee can be paid online at www.cbp.gov.

The master of each vessel must provide the following:• LBO registration number or Float Plan Number (if applicable)• Name, date of birth and citizenship of all persons onboard,

including passport number• Name of the vessel, boat registration number and nationality• User fee decal number if more than 30 feet long • Cruising license number for qualified foreign vessel• Return contact number

Rivera Zoo is the only zoo on the island and the University of Puerto Rico’s Tropical Agricultural Research Station offers self-guided tours of its many exotic plants. CULEBRA Once a haven for pirates, the small cluster of islands just to the east of Puerto Rico known as the Span-ish Virgins are now a haven for nature lovers. Culebra, the “Last Virgin,” is known for its pristine Flamenco Beach, named the second most beautiful beach in the world by the Discovery Channel. Its National Wildlife Refuge is one of the oldest bird sanctuaries in

the U.S., established in 1909 by Theodore Roosevelt.VIEQUES The “Little Girl Island,” Vieques is home to Mosquito Bay, the brightest bioluminescent bay in the world. Visit the Fortin Conde de Mirasol Fort & Museum in the town of Isabel Segunda, the last Spanish fort built in the Americas. It was used by the U.S. Navy as a bombing range for many years, but is now a national wildlife refuge. It is also known for the feral horses that roam the island. Vieques is an hour’s ferry ride from Fajardo.
