What is SOAK? SOAK is a regional Burning Man gathering in Oregon. It is a multi-day, interactive, family-friendly art festival and camping event, with sprawling grassy lawns, wooded areas, and trails. It’s a place to meet your fellow Burners and get a taste of Burning Man, northwest style. There is NO WATER, NO COFFEE, NO TRASH CANS, and NO FUEL available at the event! Ice is for sale; see ‘Ice’ in the ‘Services’ section.

Garbage & Recycling: This is a LEAVE NO TRACE event. Bring sealable receptacles for your garbage, compost, and recycling. Pack it in, pack it out; this includes garbage, gray water, and food. Nothing should touch the ground, including gray water. Dumping gray water on the ground or in the White River will lead to you being ejected from the event. Respect the beauty of our host’s property. Don’t ask others to clean up after you.

Power, Cell Phones & Internet: You will need to bring any power sources you need. There is no public electrical grid. Cell phone service is limited and there is no Wi-Fi. Medical personnel and staff with radios are equipped with a phone for EMERGENCY PURPOSES ONLY.

CODE OF CONDUCTWe value all participants, and believe that radical self-expression flourishes in an environment where mutual dignity and respect are upheld.

Be Excellent With Each Other.

We are dedicated to providing a harassment-free experience for everyone. Harassment includes (but is not limited to) unwelcome offensive verbal comments related to gender, age, sexual orientation, disability, physical appearance, body size, race, and religion. It also includes (but is not limited to) deliberate intimidation, stalking, following, harassing photogra-phy or recording, sustained disruption of talks or other events, inappropri-ate physical contact, and unwelcome sexual attention.

Participants asked to stop any harassing behavior are expected to comply immediately. If a participant engages in harassing behavior, the event organizers may take any action they deem appropriate, including warning the offender and/or expelling them from the event.

If you are being harassed, notice that someone else is being harassed, or have any other concerns, please contact a member of event staff im-mediately. Event staff can be identified as they’ll be wearing branded t-shirts and/or laminated badges, and carrying radios. Event staff will be happy to help participants contact event security or local law enforcement, provide escorts, or otherwise assist those experiencing harassment to feel safe for the duration of the event.

Be capable of saying no, and sober enough to stay in control. How you feel is not magically known to others, so communicate your boundaries! You are responsible for yourself, but you can always ask for help. If you are not sure where to start, Rangers are volunteers who have been trained to resolve conflicts and help participants.

Even though SOAK is held on private property, we respect ALL local, county, state, and federal laws. Law enforce-ment agencies are welcome at SOAK at any time, and may be present onsite. If you are approached by law enforce-ment, be respectful. You may ask for identification or a business card if you feel you need follow up. If there is something you wish to report about your experience (positive or negative), find a SOAK Ranger to file a report.

SERVICES

Porto-potties: Porto-potties and hand-washing stations will be placed around the property. Respect our host

and your neighbors: take good care of the facilities. It never hurts to bring extra 1-ply toilet paper. Respect the property: Do not use the woods as your toilet. Do not place paper towels, 2-ply toilet paper, diapers, wet wipes, or menstrual products in the toilets. If it didn’t come from your body, don’t put it in the potty.

Ice: Limited quantities of packaged ice will be available at $3.00 per bag. Cash only. No refunds. Ice Sales is open

11:00 am – 5:00 pm Weds thru Sun. Find it on your map.

Medical: SOAK provides a professional medical service and an all-volunteer medical staff. The medical station

offers first aid and basic triage, and is indicated on your map. In the event of an emergency that cannot be handled on site, emergency services will be called. Notify any staff member with a radio if you have an emergency or witness one.

Rangers & Security: You are responsible for your actions. This includes respecting your neighbors, controlling the

volume of your camp, and working out disagreements respectfully.

Rangers patrol the event, and you can reach out to them for help resolving a conflict if you cannot do it on your own. Typically dressed in khaki or in dark green SOAK Ranger shirts, Rangers are participants who volunteer to help to make our event safe, smooth, and enjoyable. Licensed security will also be on duty at all times during the event, and will escalate matters to law enforcement when appropriate.

SAFETYTo help ensure the safety of all participants, staff will search all vehicles entering the event site.

NO RIVER ACCESS! The current and depth of White River can be unpredictable and fatal. STAY OUT! If you

go in the river, you will be ejected from the event.

NO WEAPONS! Firearms are prohibited. Leave them at home, even if they’re licensed. You don’t need

them, and we don’t want to deal with them.

NO FIREWORKS! For everyone’s safety and the protection of the land, personal fireworks

and pyrotechnics are prohibited.

Fire: For the safety of the surrounding community and our participants, the following are prohibited: fire

pits, fire barrels, chimineas, candles, tiki torches, charcoal BBQs, deep fryers, and oil lanterns. Vehicles will be searched; if these items are found, they will be held at Gate until arrangements have been made to properly dispose of them. Acceptable alternatives: propane patio heaters, elevated propane fire pits, and battery-powered lanterns.

All flames, including ground-elevated propane patio heaters and fire art, must be monitored at all times. Unattended flames will be extinguished and persons responsible may be ejected from the event. A charged fire extinguisher or minimum 5-gallon bucket of water must be kept within 10 feet of flames at all times.

Fire and fire art must be kept at least 25 feet from any structure, vehicle, fence, or tent. Fire spinning and performing is only allowed in designated areas, which will be physically marked at the event. Fire spinning is not allowed in tent camping areas.

First Aid: Be prepared with your own first-aid supplies and medications. There may be rattlesnakes, bees, and

other natural hazards on the property. Bring precautionary items, if you have been known to experience sensitivities or allergic reactions.

Night Lighting: For the safety of yourself and others, illumi-nate yourself! We encourage the use of reusable LED lights

rather than disposable glowsticks. Pack a flashlight or camping headlamp to find your way in the dark.

Rattlesnakes: Tygh Valley is rattlesnake country. Stay within the event boundaries to avoid a confrontation.

Snakes are more afraid of you than you are of them, but do not provoke them

by climbing on rocks, overturning rocks and logs, or hiking outside of the event boundaries.

Smoking: The event site is dry and extreme caution is necessary to prevent fires. YOU are responsible for

keeping ashes and butts off the ground. Leave no trace! Respect “No Smoking” signs where you see them. (Tip: Altoid tins are great portable ashtrays.)

Speed Limit: The speed limit everywhere at SOAK is 5 miles per hour. To help ensure everyone’s safety,

please coach others and enforce the speed limit amongst your fellow community members.

Vehicle Access: Limited areas (indicated on your map) are safely accessible by vehicle. Plan to unload near your

camp, and then move your vehicle to the parking area. Please respect all postings that indicate vehicles are not allowed. Vehicles left inside the event without proper authorization may be towed.

Ticks: Central Oregon is home to two varieties of ticks, and May is tick season. Avoid tick bites by

staying within the event boundaries and wearing protective clothing or insect repellent. Check for ticks on your body at least once per day. If you find one, medical staff can assist you.

POLICIES

NO VENDING! No sales of any kind are permitted, other than ice sold by the event.

NO ADVERTISING! Promoting events that happen outside of SOAK is strictly prohibited.

Please arrange to cover logos or advertisements on your vehicles or camp infrastructure.

ADA Accommodations: SOAK appreciates the diversity of the community and intends to facilitate all

types of participation from people with all levels of ability. Tell us what accommodations you need in order to fully enjoy the event. Request an ADA accommodation: soakpdx.com/ada

Alcohol & Marijuana: Adults wanting to share personal alcohol or cannabis must follow all state, county,

and local regulations. Please ensure everyone is consuming responsibly and can verify that they are over the age of 21 with identification. Every participant is responsible for carrying proper ID. Restrict alcohol and marijuana consumption to personal use within your camp only. Use, possession, and distribution of illegal drugs are against the law.

Buildings on Site: There is NO ACCESS to any of the buildings on the property. Respect our host’s privacy.

Dogs: After multiple violations of the dog policy in 2015 and 2016, we have come to the conclusion

that allowing dogs to to attend SOAK isn’t practical given the oversight and enforcement required. ADA service animals may attend, but pets and emotional support animals are not permitted.

Drones: Use of aerial drones at SOAK is prohibited without written consent obtained prior to the event,

which may be obtained by emailing [email protected]. All guidelines for photography and videography at SOAK apply to drones as well.

Ejection: SOAK reserves the right to deny event entry, or to revoke event access, at any time for any reason.

Food Handling & Distribution: Camps distributing food or bever-age of any kind must follow

all state, county, and local regulations. We recommend that camps obtain proper Food Handler Cards Info: soakpdx.com/food-handler

GTFO! Have an exit plan. Clean up and leave no later than 3:00 pm Monday. You are responsible for patrolling

your campsite and the grounds around it for cleanliness. Leave the space as clean as or cleaner than you found it.

Ins & Outs: Re-entry is allowed only with a wristband and a ticket stub. Keep your wristband on

AT ALL TIMES during the entire event. Parking is not guaranteed with re-entry.

Lost Items: SOAK has a Lost & Found at the Embassy Info booth (check your map) but is not

responsible for lost or stolen items.

Motorized Vehicles: Powered vehicles including (but not limited to) motorcycles, mopeds, and scooters are

prohibited within the event and must be left in the parking lot. Mutant Vehicles and certain ADA mobility vehicles may be permitted if registered in advance. (See ‘Mutant Vehicles’ and ‘ADA Accommodations’ sections).

Nudity & Adult Behavior: Nudity is allowed only within the event site where it is not visible to our host’s

neighbors. Keep adult behavior in enclosed structures, clearly label those spaces, and actively prevent minors from entering.

Photography & Videography: Commercial use of photos or videos taken at SOAK is prohibited

without written consent obtained prior to the event, which may be obtained by emailing [email protected]. Respect event participants by asking permission BEFORE you photograph or film them. If you are asked to stop photographing or filming, you must do so immediately.

RVs & Camping Trailers: Camping in a car, truck, bus or van that has not been permanently modified to

be a camping vehicle is prohibited by Wasco County. Permanently modified custom vehicles will be considered on an individual basis, and will require purchase of an RV/Trailer Pass. If you are not sure if yours is an authorized camping vehicle, please email us at [email protected]

RIDESHARINGReduce our environmental and traffic impact by reducing the number of cars attending. Carry at least 2 people in each vehicle, if you can.

MUTANT VEHICLES & ART CARS

Mutant vehicles and art cars are encouraged. You must register your art car to let us know what you plan on bringing BEFORE arriving. Unregistered vehicles will not be permitted.

ARRIVING AT SOAKEarly arrival is permitted only on Wednesday, May 24, and only to those who have applied and been approved for it. Placed theme camps, mutant vehicle crews, art installations, and volunteers can apply for early entry.

• Every person who arrives early must be pre-approved to do so.

• If you arrive with an unapproved person in your vehicle, your entire vehicle will be turned away at the Gate.

• If you arrive on Thursday, May 25, you must wait until the Gate opens at noon.

To get through Gate swiftly and easily: • Have your ticket(s) and ID(s) ready before you get to Gate.• Make sure your RV/rig/trailer is unlocked and accessible for

searches.• Abide by all federal, state, and local driving/vehicle laws.

Do not travel with open alcohol containers, illegal drugs or paraphernalia, or hazardous materials.

• Stay with your vehicle; do not exit the vehicle unless asked to do so.

Theme Camps and Art: If you applied for placement for your theme camp or art, find a Placement volunteer to assist you after you are through Gate. At least one representative for all placed theme camps must arrive by Thursday at midnight to claim reserved space. After that, space becomes first come, first served. If you are NOT placed, do not camp in or put your stuff inside areas marked by survey flags before midnight Thursday.

Unloading Your Gear: Designated unloading zones will be marked. Vehicles have 30 minutes to unload. Share the zone — this space is not to be used while you are setting up your camp. SOAK has the right to tow your vehicle for improper parking.

Bring absorbent material to place under your vehicle if it is known to leak fluids (leave no trace!).

Due to safety and space constraints, there are new guidelines regarding when and where camping vehicles (RVs, camper trailers, bus conversions, and truck-mounted campers) can be brought into SOAK.

No camping vehicles will be allowed to enter the upper field after 8:00 pm Thursday

During daylight hours, the lower field is open to arriving camping vehicles for as long as space remains.

Arrivals after dark (or after the lower field is full) will be directed to the Quiet Camping space adjacent to the parking area.

From the West: Portland, Oregon Coast 1) Go East on I-84 towards The Dalles. 2) From the town of The Dalles, take Exit 87 onto

US-197 S/US 30 W towards Dufur and Bend. (Watch for US-197 S signs as it disconnects with US 30).

3) Turn right onto Tygh Valley Road (signs for Tygh Valley Road). PLEASE DRIVE SLOWLY in Tygh Valley. (This is a loop, so if you miss the first Tygh Valley Exit, you have another chance).

4) Travel 1.5 miles, cross the river, and turn right onto Jake Davidson Road (or a left if you missed the first Tygh Valley exit). Watch for SOAK signs.

5) On Jake Davidson Road, merge into the Gate staging lanes to your left. Do not bypass the Gate staging area — you will be turned around and placed at the end of the line.

From the North: Seattle, British Columbia 1) Go East on I-90.2) In the town of Ellensburg take exit 110 to merge

onto I-82 E/US-97 S toward Yakima.3) Take exit 37 to merge onto US-97 S toward Goldendale/Bend Oregon.4) In Yakima merge onto US-97 for 14.6 miles and then turn right to

stay on US-97. 5) Travel 58.4 miles and turn left to stay on US-97.6) Travel 0.2 miles and at US-14 near the Columbia River,

turn left onto US-97 S/WA-14 E.7) Travel 0.4 miles and take the 1st right onto US-97 S. Welcome to Oregon.8) Turn right to merge onto I-84 toward The Dalles.9) Take exit 87 for US 30/US 197 toward Dufur and Bend.

(Watch for US-197 S signs as it disconnects with US 30). 10) Follow steps 3 through 5 above, for ‘From the West: Portland,

Oregon Coast’.

From the South: Eugene, Corvallis 1) Go North on I-5 towards Portland.2) Merge East onto I-205.3) Take Exit 12 onto OR-212/OR-224 E in Clackamas.4) In the town of Boring take a slight right onto US-26 E/Mount Hood

Highway (signs for SE 312th Dr./Sandy/Mount Hood).5) Take a slight left onto OR-216 E.6) After 25.8 miles turn left onto OR-216/US-197. 7) Follow steps 1 through 3 below, for ‘From the South: Bend’.

From the South: Bend 1) Go north on Hwy 97, and merge onto Hwy 197 N.2) Turn left onto Tygh Valley Road. Watch for SOAK signs.

You will not go through the town of Tygh Valley.3) Take the 1st left onto Jake Davidson Road. 4) Merge into the SOAK Gate staging lanes to your left.

Do not bypass the Gate staging area — you will be turned around and placed at the end of the line.
