TheAgneseNelmsHauryPrograminEnvironmentandSocialJustice(HauryProgram)attheUniversityofArizona(University)ispleasedtorequestproposalsforseedfunding.TheHauryProgramhas$100,000availableintotalforseedfundingawardsinspring2018.

TheHauryProgramwilldeterminethetotalnumberanddollaramountsofindividualawardsthroughacompetitivereviewandselectionprocess.TheHauryProgramexpectstofund2-4grants.ThefundingopportunitiesoccurthroughtheUniversityofArizona(UA)Foundation(UAF)ascharitablegrants.

WhatistheAgneseNelmsHauryPrograminEnvironmentandSocialJustice?

Theworldfacestwinchallenges:deliveringadecentstandardoflivingforeveryone,whilelivingwithinenvironmentallimits.TheHauryProgramwasestablishedattheUniversityofArizonatoinvestitsfundinginprograms,projectsandpeopleworkingtocreateasafe,justandsustainablespaceforallhumanity.WecurrentlyfocusprimarilyonworkintheSouthwestregion,includingArizona,borderlandsandnorthernMexico,andexpectthatthisimmediatefocuswilldevelopprogramsthatprovideimpactinthiscommunityandmodelsforprogramsthatmaybereplicatedorhavevalueinotherregionsnationallyandinternationally.

In2012,OxfameconomistKateRaworthintroducedanewsustainabledevelopmentmodelforRio+20conferencecalledthe“DoughnutModel”inaworkingpaperentitledASafeandJustSpaceforHumanity.Oxfam’smodelintegrateshumandevelopmentwithplanetarylimitations.Oxfam’sDoughnutmodelvisualizesaspacebetweenplanetaryboundariesandasocialfloorwhereitisenvironmentallysafeandsociallyjustforhumanitytoexist.

TheHauryProgramusesthisconstructtovisualizethesocialandenvironmentalissuesonwhichwefocusourfunding.TheHauryProgram’smodifiedversionhighlightstheareasofprimaryconcernintheSouthwest.Ourprogramfundsworkthatimprovessocialjustice(justiceregardingthedistributionoffinancial,social,politicalandhumancapital,opportunities,andprivilegeswithinasociety)withinthelimitsofenvironmentalconstraintsinareashighlightedonthemodified“SouthwestDoughnut.”Forexample,currentlyfundedHauryprojectsaidindigenouspeoples’communitiesinincreasingresiliencetoclimatechange,supportHispaniccommunityvoicesindiscussionsaboutwaterissues,workwithcommunitymemberstoimproveknowledgeaboutandresiliencetoclimatechange,worktoalleviatefoodinjusticeinunderservedneighborhoods,andhelpuniversitystudentsworkingwithcommunitiestoimprovesocialjusticethrougheducation.Tolearnmoreabouttheseedgrantsawardedpreviously,visittheHauryProgramwebsiteathaury.arizona.edu.

WhatarethemissionandgoalsoftheHauryProgram?

ThemissionoftheHauryProgramistoleveragethepowerofuniversity-communitypartnershipstoaddressenvironmentalandsocialjusticechallenges.Throughauthenticpartnershipswhichtapintotheknowledgeofcommunitiesandcapabilitiesofresearch,teamscanadvancewell-establishedresilienceofmarginalizedcommunitiesastheyfacesocialchallengesunderincreasingenvironmentalconstraints.

ProjectsfundedthroughthisRequestforProposals(RFP)shouldhaveatleastoneofthefollowinggoals:

• Increasethediversityofvoicesindiscussionsofenvironmentalissuesandplanning;

• Improveenvironmentalhealthinmarginalizedcommunities;

• Advanceopportunitiesforenergy,foodandwaterinmarginalizedcommunities;

• Improvegenderequityinconsiderationofenvironmentalchallenges;

• Strengthenopportunitiesrelatedtothenexusofsocialjusticeandtheenvironmentintheeducationpipeline(K-graduateschool)forunderservedyouth;

Andwithintheprojects,allteamsshouldincorporateprocessesto

• Strengthenorganizationsworkingonenvironmentaljusticeissues;

• Improvecommunicationamongdiversegroupsthroughfocusoncapacity,dialogueandadvocacy;

• Improvenetworksforsocialjusticeandenvironmentcollaborations,resourceidentificationanddistribution.

AllprojectsmustincludebothUniversityofArizonaandcommunitycollaborators.Thesepartnershipsareexpectedtobeauthenticcollaborationsfocusedontangibleandmeasurablecommunityneeds.

Definitions

Seedcharitablegrants:Seedcharitablegrantsareone-timeorwell-definedprototypeormodelprojectsforcompletionwithin1-2yearsandprojectstolaunchnewsustainableprogramsthatwillobtainanyfuturefundingfromothersources.Seedcharitablegrantsfundnewprojectsorcanfundnewcomponentsofongoingprograms.Projectsshouldfocusonaddressingsystemicchangeratherthanfundingstop-gapresponsestoenvironmentalandsocialjusticechallenges.TheseteamsmustincludeUniversityandcommunitymemberswithcomparablecontributionsandreceiptofcomparablefundingfromthisgrant.

Thoseproposingcanapplyforfundsupto$100,000peryearforuptotwoyears.TheHauryProgramtypicallyfunds2to4seedgrantproposalspergrantcycle.Awardshaverangedfrom$97,788fora2yearproject,to$25,000fora1yearproject.

Communitypartners:Non-UniversityofArizonaentitiessuchasorganizationsworkingwithunderservedcommunities,schooldistrictsinunderservedcommunities,Tribalnations,andothermarginalizedcommunities.Communitycollegesandschooldistrictsarealsoconsideredcommunitypartners.

USGovernmentpartners:TheHauryProgramencouragesadditionalpartnershipswithUSfederal,state,andlocalmunicipal(non-Tribal)governmentsprogramsandagencies.However,USGovernmentpartnershipswithoutbothUAandnonprofitpartnersdonotqualifyforfundingandtheUSGovernmentpartnermaynotbetheprojectlead.

Southwest:ForpurposesofthisRFP,“Southwest”includesthestateofArizona,theArizona-Mexicoborderlands,andnorthernMexico.

Authenticpartnerships:PartneringisthefoundationfortheworkoftheHauryProgram.TheHauryProgramusesseveralindicatorsofauthenticityforpartnershipsincludingaffirmativeanswerstothefollowingquestions:

• Isthereevidencethattheprojectisinitiatedanddrivenbycommunityprioritiesasestablishedbythecommunitymembers;

• funding–domainpartners(UAandcommunity)receivesimilaramountsofthetotalfunding;

• participation–doprimarypartnersparticipateinallaspectsoftheprojectorcontributesubstantivelytocriticalcomponents;

• aremembersofthecommunitysubstantivelyinvolvedintheprojectinallphases;and

• dotheoutcomesdirectlyandimmediatelybenefitthecommunity–society–aswellasprovideeducationalandresearchopportunitiestoUApersonnel–isthismorethanaresearchproject.

Whoiseligibletoapplyforthesegrants?

ProposalsforseedfundingmustincludebothUniversityandcommunitypartnersandactivities.EitheraUniversityofArizonagrouporacommunityorganization(seedefinitionforpaymentpurposes)canbetheleadontheprojectandsubmittheproposal.AfacultyorstaffmembermustbetheleadoftheUniversityofArizonagroup.

Bothpartiescanreceivedirectpaymentsfortheirworkinaccordancewithrequirementsasfollows:

UAprimarypartner:TheHauryProgramtransfersfundsfromUniversityofArizonaFoundation(UAF)tofacultyresearchersorstaffUAFdepartmentalgiftaccounts.TherecipientcantransferfundsfromUAFgiftaccounttoUAdepartmentalaccount.

Communityorganizationprimarypartner:TheHauryProgramgenerallypayscommunityorganizationsbycheck.TheorganizationmustbeoneofthefollowingtoreceivefundsfromUAF:nonprofitornongovernmentalorganizations(IRScode:501(c)(3)),publicschooldistrict,Tribalnation,TribalCollege,communitycollege,not-for-profituniversityorcollege.Eligibleorganizationalentitiesmayrepresentnon-profitorganizations,schools(teachers,students),neighborhoodgroups,indigenouspeoples,grassrootcoalitions,etc.

Cananindividual,teamororganizationsubmitmorethanoneproposalforaHauryProgramawardunderthesameRFPoriftheyhaveacurrentaward?

Ingeneral,individualsmaysubmitproposalsandreceiveHauryProgramawardsformorethanoneprojectorprogram.

MultipleProposalssubmittedinresponsetoanRFPorinadditiontoexistingawardsmuststandalone,andnotbedependentontheawardofanotherHauryGrantproposalsubmittedatthesametime,anexistingHauryProgramawardorunguaranteedfundsfromanothersource.Forexample,anindividualmayapplyforbothaVisitingAssociateandaSeedGrantandalthoughtheseproposalsmayintersectinareas,thesuccessfulimplementationcannotbedependent,thatistheworkplan,scopesandbudgetsmustbeindependentforeachproject.

WhatdoestheHauryProgramNOTfund?

HauryProgramseedgrantfundingdoesnotfund:• Capitalimprovementsorbuildingorcapitalcampaigns;• Ongoingoperationalfundingforexistingprogramsorprojects;• Directdonationsorgrantstoindividuals;• Grantsforthemainpurposetoplanfuturework;• Politicalcampaignsandlegislativelobbyingefforts;or• Projectsthatexclusivelyservereligiouspurposes.

Whatarethefundingallotmentsandhowcanthefundsbeused?Fundsmaybeusedforsalaries,materialsandsupplies,travel,equipment.Upto12%ofthefundsallottedtoanorganization’sentirebudgetmaybeusedforadministrationoftheproject,i.e.,manager’ssalary(thisisdifferentfrom“indirectcosts”-seeProposalContent,BudgetCategoriesbelow).Managersandotherworkers’salariesareexpectedtobeprimarilyforoperationalcosts.

TheUniversityofArizonaFoundation(UAF)willdisbursefundstothecharitablegrantrecipientsinaccordancewithHauryProgramstandardoperatingproceduresandUAFrequirements.FundsaredirectedtotheUniversityofArizonapartners(UAprograms,centers,departments,schoolsorcolleges)throughUAFandUniversityaccounts.Weexpectthatfundsforcommunityorganizations(501(c)(3)organizations)willbeallocateddirectlyfromUAFtotheleadnon-profitentityontheproject.Detailswill

beprovidedtocharitablegrantrecipientsintheawardletter.

Continuedfundingformulti-yeargrantswillbecontingentupondemonstratedprogressattheendofeachyear;poorprogressmayresultinreducedbudgetinsubsequentyearsorterminationoffunding.

TheHauryProgramstronglyencouragesopportunitiesforUAstudentsandyoungfacultyinallprojectsitfunds.Whilestudentscannotbethepartnerleadonaprojectproposal,theHauryProgramencouragessubstantiveopportunitiesandparticipationforstudentsinprojects.

SpecialrequirementsforUniversityofArizonaPartners

TheseproposalsandprojectsareNOTsubjecttoUASponsoredProjectsrevieworprocessing.

GranteesmustcomplywithallUAandfederalrequirementsforhumansubjects’research.

TipsonProposalConstruction:

• Theproposalprojectscheduleshouldbeconstructedwithsufficienttimeforbusinessrelatedpurposessuchassettingupinitialfinancialaccounts,humansubjectsprotectionprogramapprovalifneeded,coordinationofactivitieswithpartnersandcommunitymembers,andtimetocoordinateevents/outreachwiththeHauryProgram.

• WhiletheHauryProgramwillfundseedgrantsofone-yearduration,HauryProgramstaffgenerallyrecommendsproposalswithatwo-yeardurationinordertohavethegreatestopportunityforsuccessfulprojectsustainabilityaftertheawardterm.

TheHauryProgramreviewsproposalstodeterminewhethertheycomplywiththefollowingprogrammaticcriteria:

DoughnutModel;• IncludesubstantiveparticipationbyUniversityofArizonaandcommunitypartners;and• Clearlyidentifythefocus,objectivesandoutputsoftheprojectinrelationtotheHaury

Program.

2. Reviewpanelevaluation

Reviewpanelsconvenetoconsidertheproposals.PanelsconsistofrepresentativesfromtheUniversityofArizonaandthelargercommunity,includingnon-profitorganizationsandgovernment.ThereviewpanelsrecommendprojectsforfundingandtheserecommendationsaresenttotheHauryProgramDonorAdvisedFund(DAF)Board,whichresidesintheUniversityofArizonaFoundation(UAF).TheUAFmakesfinalfundingrecommendations.

*TheHauryProgramisdedicatedtoongoingevaluationofprogrammingandprojectstoassesssustainabilityandtransformationalsuccessoftheProgram,inordertobeabletosharelessonslearnedfromprojects,andtopotentiallycontinuetoadvancesuccessfulprogramandprojects.Inadditiontotheprogramevaluationrequiredinthegrantee’sfinalreport,whichprovidesevaluationofshort-termsuccessofthespecificproject,theHauryProgramconductsevaluationsuptofiveyearspost-completionforvariousprojects.AsaconditionofacceptanceofHauryProgramfunding,yourteamagreestoparticipateinafutureevaluationoftheworkcompletedunderthegrant.Inconsultationwithgrantees,theProgramdeterminesthetimeframe(usuallynofewerthantwoyearspost-completion)andspecificsoftheevaluation.TheHauryProgramcompensatesgranteesforparticipationinthispost-completionevaluationinaccordancewiththedegreeoftheirparticipation.
