Meeting the needs of NSDP, SDGs, ASEAN and other users

Develop, implement, and maintain a core data set of highquality by all institutions of the NSS, under the leadership ofthe NIS, to adequately respond to the statisticalrequirements to support development processes arisingfrom, NSDP, SDG, and ASEAN commitments and the needs ofother users

Strengthening Legal and Institutional Framework

Strengthen statistical legislation, institutional infrastructure,organization structures, independence of the NIS andoperational, financial and administrative managementsystems of the NSS to support statistical production anddevelopment

Rationalizing Information and CommunicationsTechnology

Develop and implement ICT Strategy and Plan toprovide state-of-the-art ICT capacity to support allaspects of statistical collection, processing, analysis,maintenance and dissemination

• Develop & implement an ICT Policy & Strategic Plan for the NIS & NSS.

• Implement recommendations for ICT management in the NIS plan for ICT infrastructure needs, a DBMS, off-site back-up copies of files, IT security, and data warehouse.

Increasing Dissemination and Advocacy

Develop and implement dissemination Strategy, advocacy and literacystrategy to provide improved access to all users & increased demand forstatistics– Disseminate & interact effectively with a wider audience

– Advocate use of statistics in policy & planning

– Develop and publish an up-to-date dissemination policy for NIS and Open Data initiatives and General Data Dissemination System compliance.

– Introduce possible advance release calendars for major statistics

– Upgrade NIS website and links to statistical websites of M&Is. M&Is.

– Publicize the existence of the DUSC and the services that it offers; track records of visitors and requests made, including that of CAMSTAT and NADA.

– Develop and implement a comprehensive approach to communication and advocacy pertaining to planning, consultation & feedback with users including media.

– Use social media to communicate statistics and analysis

– Encourage the creation of online user forums, wherein users exchange information about NIS data and interact with technical staff.

– Conduct User Needs, Use and Satisfaction Survey early in the NSDS period and every 3-5 years subsequently.

– Provide for a budget item for dissemination and advocacy, especially in large-scale activities

• Lack of commitment and ownership of the NSS to implement the NSDS

• Overall, data user engagement is weak and there is no institutionalized mechanism for regular user feedback on statistical outputs, products and statistical services in the NSS.

• Limited organizational and human capability in the NSS

• Lack of integrated approach in the role of ICT in the NSS

• Lack of effective coordination within the NSS and/or stakeholders

• Inadequate structure and processes for effective communications, dissemination, and advocacy

• Limited resource management (financial and logistical)

• The censuses and surveys conducted by the NIS and the line ministries very much depend on the external assistance and funding and funding need to continue and increase.

• There are no annual enterprise surveys for lack of funds and systemic problems like absence of Statistical Business Register

• Cambodia Disaster Loss and Damage Information System (CamDI) of the NCMD, EMIS of MoEYS and HIS of MOH

• Expansion of the data collection/compilation activities including by resorting to additional/new data sources (e.g., administrative records, some elements of Big Data etc.)

• Large additional costs for the NIS/LMs and conduct of the surveys (e.g. CSES, CDHS, LFS, CES, etc.) and/or introduce module surveys (e.g. Time Use Survey, Module Disability Survey)

• External assistance is conducted by the development partners in accordance with their work programme and in contact with the corresponding line ministries, often without proper coordination with NIS this might lead to duplication of work and other inefficiencies

• Establishing bilateral and multilateral cooperation arrangements between the UN bodies and other development partners active in Cambodia would be welcome steps in this direction
