Photoionization detector (PID) soil headspace readings were detected at values ranging from 0.0 to 916 parts per million (ppm), above the VT DEC soil threshold value for fuel oil of 10 ppm. Olfactory evidence of fuel oil contamination was noted. ECS field personnel and Enpro Services Inc., used the onsite mini-excavator in an attempt to define the limits of the contamination. Due to space limitations and the proximity of the UST to the foundation of the house, the limits of contamination were not defined. The excavation stopped at approximately 6 feet below the ground surface (bgs) where the footer of the foundation wall was encountered. Groundwater was not encountered in the excavation however; due to the groundwater intrusion near the bottom of the foundation wall in the basement, ECS believes that the depth to groundwater may be as high as 7 feet bgs during seasonal water table fluctuations. The soil consisted of very dry fine sand with trace silt. All soils were backfilled into the excavation.

Dear Ms. Dooley:

On 3 September 2013, Environmental Compliance Services (ECS) completed a Closure Assessment for

one 275-gallon #2 fuel oil underground storage tank (UST) at the above-referenced site. Enclosed are

UST closure assessment reports, a site sketch with PID readings and photographs. A copy of this report

will be submitted to the Vermont Department of Environmental Conservation (VT DEC) on your behalf.

Findings: One 275-gallon fuel oil UST was removed. The tank was in poor condition with

several small holes and rust. The UST is greater than 25 years old and has been

out of use since the installation of natural gas at the site. Photoionization

detector (PID) soil headspace readings were detected at values ranging from 0.0

to 916 parts per million (ppm), above the VT DEC soil threshold value for fuel

oil of 10 ppm. Olfactory evidence of fuel oil contamination was noted.

bgs during seasonal water table fluctuations. The soil consisted of very dry fine

sand with trace silt. All soils were backfilled into the excavation.

The basement of the residence was inspected and screened with a PID along the

west wall were the UST was located. The copper feed line had previously been

cut and capped in place. The PID readings in the gap of the foundation where the

feed line came in was 0.2 ppm. The ambient air in the basement was 0.7 ppm.

No petroleum related odors were observed in the basement by ECS during the

screening or historically by the homeowner.

Recommendations: ECS recommends an Initial Site Investigation at the site to determine the extent

of contamination and if groundwater has been impacted. Based on the Vermont

Department of Environmental Conservation (VT DEC) “Investigation and

Remediation of Contaminated Properties Procedure” updated April 2012, an

additional vapor intrusion evaluation will be necessary due to PID readings

>10ppm within 5 feet of the house.

WMPD or uploaded on the WMPD FTP server. Please DO NOT SUBMIT PAPER COPIES.

All procedures must be conducted by qualified personnel, to include training required by 29 CFR 1910.120.

Documentation of all methods and materials used must be adequate. All work must be performed in compliance with

DEC policy "UST Closure and Site Assessment Requirements" as well as all applicable statutes, regulations, and

additional policies. The DEC may reject inadequate closure forms and reports.
