4th BRIGADE ROTC, UNITED STATES ARMY CADET COMMAND (USACC) JROTC/SROTC AFFILIATION PROGRAM

Purpose. This Standing Operating Procedure (SOP) establishes the affiliation between specific JROTC units and SROTC battalions. It further addresses specific actions each unit will take to enhance this relationship. Applicability. All 4th Brigade JROTC and SROTC units. References. 1. CCR 145-2, Junior Reserve Officers’ Training Corps Program Organization, Administration, Operation Training and SUPPORT, 1 February 2012. 2. CCR 145-8-3, Junior Reserve Officers’ Training Corps Program for Accreditation, 28 July 2014. 3. Reference memorandum, 4th Brigade Annual Operations and Training Guidance - SY 2014-2015, 25 Aug 2014. Concept. SROTC programs will be affiliated with 1 or more JROTC programs within the 4th Brigade Area of Responsibility. Not all JROTC programs are affiliated with a SROTC battalion. Appendix A depicts the SROTC and JROTC affiliations. Every effort has been made to limit the travel distances between affiliated SROTC and JROTC programs. Responsibilities. 1. SROTC Battalions will:

a. In accordance with CCR 145-2, assign a JROTC Liaison Officer (LNO), who will act as the POC for JROTC instructors seeking assistance or support from SROTC battalions. Provide the contact information for this individual to 4th Brigade JROTC.

b. In addition to the annual supply inspection, conduct JROTC on campus visits at

least once each school year. During this visit, meet with and educate school leaders such as principals, counselors, teachers and coaches regarding the Army and ROTC opportunities. Additionally, meet with the JROTC staff and Cadets.

c. Conduct the annual supply inspections for each affiliated JROTC unit.

(1) Inspections will be completed no later than 15 March of each school year. (2) A copy of the inspection results will be provided to the inspected JROTC unit

and a copy will be provided to 4th Brigade JROTC, ATTN: logistics Section.

(3) Utilize the checklist at Appendix B to complete the inspection.

d. Provide support and or host combined training events at least once per school

year. Incorporate SROTC Cadets into these events in order to develop the SROTC Cadets and train the JROTC Cadets. Examples are:

Have SROTC Cadets teach a class at the affiliated JROTC unit Support or host a Raider Challenge event Support or host a drill meet Invite JROTC Cadets to a military ball or other SROTC activities

e. Annually, support 4th Brigade JROTC Cadet Leadership Challenge events with

ROO presence in accordance with 4th Brigade tasker.

2. JROTC Units will:

a. Develop strong relationships with principals, counselors, coaches and teachers and become the subject matter expert on all things military. (scholarships, ROTC, enlistment, etc.)

b. Facilitate meetings and development of relationships between SROTC cadre and

school leadership and faculty (principals, counselors, coaches and teachers) c. Units that are not affiliated with a SROTC battalion will contact the Brigade

JROTC office for assistance when required.

d. Provide a minimum of 3 Student, Athlete, Leader (SAL) candidates to affiliated SROTC Battalion and Brigade S2. SALs do not have to be JROTC Cadets. SAL criteria are at Appendix C.

3. 4th Brigade S2 will:

a. Develop a strong relationship with principals, counselors, coaches and teachers

at affiliated JROTC programs. b. Serve as point of contact for all matters pertaining to scholarships and SALs.

4. 4th Brigade JROTC will:

a. Visit all unaffiliated JROTC programs on an annual basis. b. Conduct or assist with the scheduling of the annual supply inspection for

unaffiliated units.

c. Continue to serve as the primary point of contact for all JROTC interactions with the 4th Brigade.

5. All 4 th Brigade JROTC Staff:
