Fifteen years later, residents cel- ebrate this “World Class City” with a week of events for the community. The festivities begin on Sunday, June 10th, with the kick-off event, the International Olympics, at Pelican Community Park, from 2pm – 6pm. This event will also be the kick-offfor the World Class City ScavengerHunt, where teams will receive the firstclue to send them on a week-long huntthroughout the city. patrol, bike patrol and marine patrol, andbrings all of his extensive policing experienceto his new role in charge of this unit.

The Community Policing/SpecialOperations Unit is made up of several com-ponents, including our Community Policingofficers and our School Resource Officer, theTraffic Unit and Ocean Rescue. The City ishiring 6 more police officers, allowing us tomove 4 of our veteran officers to our newCommunity Policing unit. This will be agroup of officers who you will see ridingaround town on bicycles and all-terrain vehi-cles (ATVs) and patrolling our parks, beach-es, neighborhoods and businesses. Their pri-mary responsibility will be to ensure the safe-ty of residents and visitors to our beautifulparks, including our world class beach.Whether they are riding their bicycles, walk-ing the parks or patrolling the beach onATVs, these officers will be meeting andtalking with the public about any concernsthey might have, or just to say hello. Theseofficers will be very easy to recognize andspot as they will be wearing high visibilityyellow police style polo shirts and uniformshorts.

Along with the change of departments forOcean Rescue, the city has decided to doublethe number of lifeguard towers on the beach.A new tower was recently built and opened,and 3 new towers are currently under con-struction. We anticipate the 3 new towers tobe operational no later than July 2012(weather permitting).

You might have already noticed these newtowers being built and thought to yourself thatsome of them seem awfully close to alreadyexisting towers. The new towers are beingbuilt where we intend to place them, but untilthey are complete we cannot move the exist-ing towers to their new locations without cre-ating very large gaps in our coverage of thebeach. Once the new towers are complete,the existing towers will be moved to their newlocations.

Eventually there will be a total of 10 lifeguard

‘towers’ along our beachfront, spaced approxi-mately .25 miles apart. The 10 tower locationsinclude a new location on the soon to be recon-structed Newport Fishing Pier. The building onthe west end of the pier will have a second floorthat will serve as the new Ocean Rescue head-quarters. The headquarters will not only serveas an office and meeting space, but the east endof the floor will also be a fully functional towerand will be a lookout point for the entire beachdue to its height above the beach.

By providing more towers that are moreclosely spaced, the lifeguards’ visibility ofthe beach and ocean will be greatlyimproved, allowing them to spot and respondto hazardous situations more quickly. Thiswill result in improved response times andallow the lifeguard’s to minimize the numberof incidents through preventative measures.

Lifeguards by their very jobs offer watch-ful eyes, not only on swimmers and sunbathers, but also on the beach and the “hap-penings” that occur there on a daily basis.These extra sets of eyes will help the policein dealing with many criminal issues beforethey crop up. With improved training andcommunications on both sides, the policewill be able to interact more fully with thelifeguards, rely on them for important infor-mation and become more cognizant of issuesthey deal with on a regular basis; includingpetty theft of property issues while people gointo our beaches. The police can only be inso many places at once so the additionalscope of observation by the lifeguards will bemost helpful to the police and most beneficialto the public.

All of these measures are by design to cre-ate better response time, better safety meas-ures, enhanced visibility, and most importantof all, a more personal connection betweenthe public (residents and tourists) and publicsafety personnel (police and lifeguards) tocreate a safer, friendlier environment to live,work and play. Our goal is simple: a con-certed effort to provide outstanding govern-ment service and public safety to all.

My mother’s brother had a piece of propertyin upstate New York. Bought it when it was justa piece of land. He also had a small store but nowife.

The store was Jerry’s Emporiumand he sold everything. Never gotmarried even though he had a longtime girlfriend, Lorraine, who was 30years younger than him and wassomewhat married. Lorraine figuredthat Jerry was the only one aroundthat could get her out of this hamlet.Her husband left after 20 years ofhell. All of a sudden the state neededhis property for a road and offeredhim some big money. Jerry, however, decidednot to sell yet. Along came some developers andthey offered him more money but Jerry decidednot to sell yet. Sweet Lorraine had her mind setto get Jerry to sell and maybe move with him toFlorida or Arizona and enjoy all the moneycoming in.

However, Jerry decided he’d think about it.Lorraine tried getting him out of the town for

weekends to persuade him and making him feelvery wanted. Jerry did feel wanted but wasn’tquite ready to make a decision. A few yearswent by with sweet Lorraine trying every

chance she had to make him see how great theirlife would be. No decision by Jerry.

The state decided to make a super highwaygoing through his propery andoffered even more money. Jerry wentinto negotiations but when it came tothe final offers Jerry somehow cameup with something that would louseup the deal. This made Lorraine evenmore loving and pleasing and howlucky he would be with youngishLorraine and him oldish Jerry withmuch money and great things to do.

Then, just like that, Jerry said thatmaybe he’d sell the property and

take Lorraine down south. A slight problemhowever occurred. At the age of 83, Jerry forgotto wake up one day and was gone. Everyone intown sympathized with Lorraine. The only onewho smiled through this was my mother. In lateryears she told me “Jerry never was going to sellthe property,” she continued, “He knew he hadproperty and a younger woman always aroundhim down South, he would be one old man withnothing to do but sit around waiting to die.”

Jerry came out Ok.Wonder what happened tosweet Lorraine?

Probably turned a little sour.

When enough pressure is applied tosomething it will break apart and crash intolittle pieces. When something breaks itbecomes inoperable and unable to function.

When enough pressure is applied to ahuman being they will collapse and burstinto and then dissolve into tears when theyhave reached their breaking point. Their lifecomes to a stop. They are unable to function,move or move forward literally and figura-tively. They psyche feels extremely wearyand completely exhausted.

A breakdown is considered a temporaryloss of mental health sometimes describedas a nervous breakdown. When it happensto you it feels like you are disintegrating.

In addition to everything else, you couldhave a subtle concern or subconsciousdread about what will happen to you if youdo reach your breaking point especially if ithappens in front of others. On top of the

issues involved you might have feelings ofshame and embarrassment.

Relax; you may never reach your break-ing point. Everyone has one but not every-one reaches it.

How can you prevent a break down?This is difficult, because, sometimes,

you do not see it coming. You have been onthe edge before and always manage to keepgoing. It is not uncommon to reach whatyou think is your breaking point and stillgo on. Sometimes you think that you areactually doing better when your breakingpoint occurs.

How can you recover from it if it happens?Don’t try to stop it. Go with it.Release all of the emotions that are wash-

ing over you. Listen to your thoughts andlisten to what you are saying out loud. Shutdown all of your other systems. Locate thepressure and the cause. Review your optionsfor recovery. You must change somethingeven if it is only how you will think and feeland act going forward. Make a resolutionthat you will never, ever be in this positionagain. Talk to someone if you can.

Sunny Isles Beach scholarship winners honored

The City of SunnyIsles Beach recentlytook some actions thathave resulted in a city-wide reduction of floodinsurance rates for allproperty owners, includ-

ing single family homes, townhouses,condominium buildings and commercialproperty. This was accomplished byimproving the City’s CRS score.

First, what is the CRS? The NationalFlood Insurance Program’s (NFIP)Community Rating System (CRS) is a vol-untary incentive program that recognizesand encourages community floodplainmanagement activities that exceed theminimum NFIP requirements.

As a result, flood insurance premiumrates are discounted to reflect the reducedflood risk resulting from the communityactions meeting the three goals of theCRS:

Reduce flood losses;Facilitate accurate insurance rating; andPromote the awareness of flood insur-

ance.

For CRS participating communities,flood insurance premium rates are dis-counted in increments of 5%; i.e., aClass 1 community would receive a 45%premium discount, while a Class 9 com-munity would receive a 5% discount.

The CRS classes for local communitiesare based on 18 creditable activities,organized under four categories:

Public Information,Mapping and Regulations,Flood Damage Reduction, andFlood Preparedness.

Our staff and elected officials have beenworking to improve our CRS score byaddressing several of the 18 rated activi-ties. For example, one recent action takenby the City Commission was to officiallyadopt the Local Mitigation Strategy(LMS), a disaster preparedness andresponse plan developed in conjunctionwith Miami-Dade County and most of thecities in it.

As a result of the various steps taken bythe City, our CRS score moved from an 8to a 7. Instead of all flood insurance poli-cies within our city being eligible for a10% reduction in premium, they are nowall eligible for a 15% reduction in premi-um. For some of our larger buildings inparticular, this will translate into substan-tial savings.

The City will continue to look for waysto improve our score. New CRS guide-lines were recently issued by the NFIP,which the City is now reviewing. Thefact that we are located on a barrier islandwill prevent us from being able to dramat-ically improve our score, but we willendeavor to improve it as much as we canfor the benefit of all property owners inthe City.

When was the last time you stopped, andtook a good look at our beautiful, amazingSouth Florida environment? I mean,REALLY sat still and simply watched themyriad of incredible creatures and plantswe share our space with? Each season,there is something that catches my eye andI am once again reminded of the incrediblepower of Mother Nature and how preciouslife truly is.

For the past two weeks, I have taken onthe role of voyeur. I’ve had a front row seatto watch life evolve. Each morning, severaltimes throughout the day and again in theevening, I would find myself standing infront of my bedroom window; watching anew family which moved in next door.Actually - they had taken up residence in thepalm tree just outside my window.

Carefully tucked into the folds of the topof the tree was a nest. I spotted it quite bychance when I noticed a Blue Jay hangingout in the tree seemingly around the clock. Itcould mean only one thing: momma birdwatching over her eggs!

Without warning and without meaning to,I found myself taking a personal interest inthe welfare of this bird and her soon-to-be-family. Sure enough, a few days later I heardtiny peeps and inside the nest - three fuzz-ball chicks. Needless to say I had NOTHINGto do with this creation, but I felt as if I hada personal stake in making sure these chicksthrived. It’s not like I could really DO any-thing, except watch. But I reasoned, prayingfor their safety would have to suffice.

I’ve watched the chicks grow in size. I’vewatched the momma bird keep vigil over thenest; flying off only long enough to gather

food morsels. I’ve watched while shedigested then regurgitated food to drop intothe wide-open, squawking and hungrymouths of her chicks.

Sadly - one morning the count dropped toonly two chicks. Perhaps it was last week’srainy and windy weather which claimed thattiny life. My heart felt for the momma bird,knowing she had lost one of her own. Howquickly life can be snatched. Anotherreminder to live life to the fullest!

This past week, I watched the remainingchicks build their strength and their courageto begin flapping their wings. Teetering onthe edge of the palm frond - FINALLY -they took flight!

Like a proud parent, I feel content, know-ing “My” babies are off into the world!Adventure awaits!

They arrive for workeach day, never know-ing what type of daylays ahead. Their cli-mate is unpredictable,from the absolutelygorgeous to the mostdangerous lightning

storms. Their customer base could rangefrom a few people to many thousands atone time. The elements from their officearea could be affected by Man O’War,jelly fish, riptides, lightning or carelessboaters. One never knows. They areunique in what they do, what they handleand how they react. Of course I am refer-ring to your Ocean Rescue Unit and yourlifeguards.

Example: On March 26, 2012, severalvisitors to our city decided to venture outto the sandbar, quite a distance from theshoreline. After awhile they realized withincoming tides, they were now stuck andeventually caught up in a riptide. Panicsets in and one by one they begin strug-gling to swim to shore. They cannot makeit and attention is drawn to the Lifeguardswho view these (3) tourists now inextreme peril. At the same time, a touristwatches from his balcony suite as the res-cue operation and life saving measures

begin to unfold. One lifeguard, followedby several other responding colleaguesenter the water en route to the victims.One by one with a plan and purpose, theymethodically begin to rescue each victimin distress and return them safely to theshoreline of the beach.

The witness to all this is so impressedthat he chooses to write in and tell of whathe has observed in its entirety. The ironyof the story, he himself, the witness is alifeguard in his own country. He is veryimpressed by all aspects of the profession-alism of this group, their equipment, theirtraining, their style.

Our greatest resource and tourist drawfor our city is our beaches. But they arenot as attractive or safe or inviting aswhen we add that touch of professional-ism, caring attitude and helpfulness to cit-izens, which is what our Ocean Rescuepeople bring to the city. Next time youhappen to visit the beach and pass by alifeguard tower, what a nice gesture to itwould be to stop and look up and offer asimple thank you to them for what theydo. After all, just like police officers andfirefighters and military personnel, theyrisk their life in order to save others.

On Wednesday, April 4, students ofPelican Community Park’s MusicalTheater program were giving Aladdin, achildren’s musical based on the famousWalt Disney screenplay and the old folktale Aladdin and His Magic Lamp.

Traditionally, these end-of-sessionshowcases are free of charge and open toall. In the audience there were studentsof afterschool program, families andfriends of the performing students, Cityemployees and other guests.

Aladdin was delightfully received bythe audience.

The setting was in the enchanted cityof Agrabah. Characters in silky cos-tumes, colorful decorations in the back-ground (all created by the teachers),merry music and dances – all created anunforgettable and charming ambiance ofancient Middle East. Isabella Suels asGenie and Haylie Sorrentini as Aladdin,Nicole Vayman as Wizard and ClaudiaRoizner as Jasmine, as well as the rest ofthe talented cast such as MichaelLyakutin, Naomi Cuprik and DzhulianaKhalilova, were so natural on the stageand enjoyed the performance just asmuch as the spectators. Little Beatriz DeLima, a 7 year old Diva, was just in herelement, both shining and funny, shemade the crowd laugh and rave everytime she showed up on the stage.. At theend of the show, the delighted and grate-ful parents presented flowers to theteachers, Stephanie Riboul and NorelliLiguori, who did an outstanding job put-ting the play together. The show was ahuge success. Students, both excited andrelieved that the performance went verywell, were treated to little cupcakes,fruits and lemonade.

“You Chabadniks have so much fun,”said Miri, our Shabbat guest last Fridaynight. At first glance, I thought this wasyour typical, “the grass is greener” atti-tude. Miri lives in Boro Park and enjoysan Orthodox Jewish lifestyle, as well asa nice standard of living. Yet, she does-n’t see herself as having fun, in the wayshe perceives Chabadniks as havingfun. My first reaction was to tell herwhat Dennis Prager, a noted talk showhost, says on this topic. Prager says thatall Chabad Rabbis have in their contractthat they must be happy, or else they’llbe sent back to Brooklyn. The proof heoffers for this is that he has never seen aChabadnik who is not happy!

After reflecting on this point that ourShabbat guest has made, I came to therealization that, yes, we Chabadniks real-ly are happier! The reason for this is sim-ply because we are not so pre-occupiedwith self- awareness and self-conscious-ness. Why? Because we are too busyserving others, too busy being a part ofsomething greater than ourselves.

When I was a young student inYeshiva, I noticed that there was an eld-erly, frail-looking Rabbi who would sitand learn with a young, simple man. Iremember thinking to myself, howhappy this old Rabbi appeared while hewas busy teaching this young man. Itseemed to me that he would be an oldmiserable man if he was self-absorbed,only thinking about his personal issues.The key to his happiness was his abilityto go out of himself and give to others.

Self-consciousness can be painful attimes since we become aware of ourinsignificance. To avoid that pain, thevast majority of people are constantly inpursuit of some form of diversion. Theywant to get lost in the moment throughdistracting, pleasurable experiences,such as entertainment, sports competi-tion, and the like. The trouble is thatonce the experience is over, you are

back to being in your own skin. The solution to this dilemma is to

become part of something greater thanyourself by serving others. By con-tributing to another’s happiness, youcan create for yourself a deeper, truerhappiness. And then you’ll fit right inthat category of Chabadniks that DennisPrager talks about, having happiness “inyour contract!”

To MMiissss AAnnnnaa JJaarrvviiss ofPhiladelphia goes thecredit for inspiring nation-al recognition of a day setaside for veneration ofmothers and motherhood.Her mother had been an

active worker in the church and communi-ty affairs of the small Virginia town whereshe spent her entire life.

In the early 1900’s, shortly after hermother’s death, she was asked to arrange aspecial memorial service in the church hermother had attended. Realizing the univer-sal beauty of the idea, Miss Jarvis, broughther experience to the attention of thechurch people in Philadelphia where shelived. On the second Sunday in May, 1908,the churches of the city observed their firstMother’s Day services. These serviceswere so widely acclaimed that she quietly

but persistently campaigned for nationwideobservance.

Through her persuasion, Senator Burkettof Nebraska introduced a bill into Congressdesignating the second Sunday in May-theday on which Mrs. Jarvis was born as anational Mother’s Day. In May, 1914, thebill passed and it was President Wilsonwho signed the bill making it law, and itwas he who proclaimed May 9, 1914, asthe first Mother’s Day.

On April 16th Miami-Dade County Commissioner Sally Heyman,District 4, joined Brian Fox, Executive Director of the PelicanHarbor Seabird Station to release six fully recovered pelicans backinto the wild as a kick off to Earth Week. The facility not only caresfor pelicans but many different wildlife species. Last year theyreceived and treated over 120 different species of animals.

“Pelican Harbor Seabird Station is there for the oil spills, the hur-ricanes, the fishhooks, the damage from our shore line,” saidCommissioner Heyman, “and they medically treat these injured birdsand then work to set them free.”

U.S. Marine Corps Lance Corporal MartinEscoto’s life changed dramatically when he wasdeployed to Iraq. A grenade blast, a concussion—and a bullet in the abdomen when alerting his campsent Martin to several hospitals for years. He wasmedically and honorably discharged with a PurpleHeart.

The Aventura Marketing Council (AMC) part-nered with the Dania Beach Design District’s“Military Room Makeover” program honoring vet-erans selected by nine Dade and Broward organiza-tions. Nine prominent designers donated their tal-ents and resources.

The VA selected Martin to represent the AMC.Elaine Adler, AMC President said, “Dalia Berlin,Berlin Designs, an AMC member is the perfectdesigner to create Martin’s Military roommakeover for this outstanding Military project.”

Dalia completed extensive work painting,installing new crown and base moldings, windowsills, doors, lighting, hardware and draperies for theolder home Martin shares his mother and sisters.

Developer/Architect Fernando Levy Hara ofmckafka Development Group generously providedbeautiful model furnishings and accessories. TheAMC donated a stunning area rug to complimentthe look. AMC member and iReachAmericaFoundation CEO Peter Caspari brought in SteveCosta, Suddath United Van Lines, to donate trans-

porting the furniture to Martin’s home.Caspari also coordinated BrowardSherriff Officers to escort the Suddathtruck and a military vehicle for Martin’sceremony. Janette Chandler, FamilyReadiness Support Ass’t. US Armyinvited US Army and US Navy officersto help. Both TV channels 10 and 7were there to capture an emotionalexperience.
