I am writing this letter in regards to one of the most decorated and respected Chief of Police, Chief Bill Scott. We all have made mistakes in life and have made bad judgment calls, but Chief Bill Scott is an exceptional leader and a blessing to law enforcement everywhere.

Please allow me to introduce myself. My name is Louis Perry, and I am the founder and president of Kadima Security Services, Inc., Diplomate of ABC Homeland Security, Inspector of California State Athletic Commission, Honorary Member of the International Police Association, Delegate of Stevenson Ranch District 13, and L.A.P.D. I met Chief Bill Scott when he was a Deputy Chief in Los Angeles; first and foremost, he is about law & order and about being fair to all regardless of their race, creed, religion, or sexual preference. His level of respect, approach, and commitment to law enforcement has been 100% from day one, and everyone respects him. Trust me that if I didn't believe he was worth giving a second chance, I wouldn't be writing this letter.

Chief Scott is a phenomenal Chief who will do significant and incredible things for San Francisco in time. He has apologized and has shown remorse for the mistake; so please allow him to continue to be San Franoisco Chief of Police. I am writing this letter out of respect for the Police Board and the City of San Francisco as Chief Bill Scott is the best of the best as Chief and most important as a human being.

I have the utmost respect for him, and I have learned about this matter because it was in the _ Sunday Edition of Los Angeles Times. Trust me keeping Chief Bill Scott in place will someday be the best decision the City of San Francisco has ever made.

The 24/7 Extrovert Louis Perry is a born people person. so it's natural for him to promote Kadima Security at every chance.

D s the name Louis Perry ring a bell? Chances are, you know him from

somewhere. Dozens of articles have been written about him. Maybe you've seen him before a boxing match on television: as an inspector for the C'alifornia State Athletic Commission and former director for the World Boxing Hall of Fame. he's made Pled)' Of appearances in the ring.

Or perhaps you know him as the security expert from television newscasts - as founder and president of Kadima Security Services Inc. in Encino, he's become the local media's go-to guy for security expenise. He's also the neighborhood watch chair for Stevenson Ranch: a cenified instructor of Howland Security courses: and an honorary member of the International Police Association - despite never luwing served as a police officer.

Or maybe you know him from online media. He entails a weekly newsletter - in addition to one-off opinions and informational tidbits - to more than 7,000 people.

It's a lot to keep up with. Even Perry must occasionally consult his own business card to keep track or all his titles. But file extra effort is well worth it. he explained. if it means everyone else will remember his name.

"Someone will hear 'Louis Perry and go, 'Isn't he the inspector of the California Ath-letic Commission'? Isn't he the neighkaluxxl

watch guy for Stevenson Ranch?" Peny said. "Every chance you get to put your name out there is another opportunity."

Princes and presidents Perry doesn't differentiate between his per-

sonal and professional profiles. To hint. Louis Perry is synonymous with Kaduna Security. While other executives may prefer to keep some distance between work and their perso-na. Perry has found the opposite approach to be lucrative as a business nuxkl. His 10-year-old lirm has more than 50 high-profile clients and bills :1110111 $10 million annually in securi-ty contracts. he estimates - all without spend-ing a dime on advertising or public relations.

"I've done more than 150 print publica-tions. over 75 (television) news reports, over 30 radio shows.- Perry said. "If I'm marketing my name. I'm marketing Kadima. If I suc-ceed, the company succeeds."

Perry's story started in Brooklyn. where he was raised by his mother, a Dominican immi-grant. in a government-subsidized housing complex. Growing up in a diverse community catalyzed his natural extraversion.

"I was a half-black, half-Dominican guy in a Polish-kwish-halian neighborhood." Perry recalled. "And I was very popular. I knew everybody became I talked to everybody."

That didn't change when he left New York at age 19 to pursue acting in Los Angeles. He took a job as a security guard at the SI1C1Mall

Oaks Galleria to help pay rent. Before long. he was promoted to supervisor.

Perry was then offered a position at a Wilshire Boulevard high-rise, where he befriended a wealthy tenant who asked him to round up a leant to work security at a Beverly Hills fete. As he distributed their earnings at the end of the evening. Perry had an epiphany.

"I realized this could he a business:' he said. "So I went 11w it."

Building a network that includes Saudi princes, celebrities, prime ministers and pres-idents was no small task torn poor kid from Brooklyn. But Perry had a plan.

"I read the news constantly, and that's how I'd get my leads:' he said. "I'd learn if a new business opened up or if someone important was coming to town. Then I'd write to them."

Presidents are a great example. Perry has penned letters to every one of them for die last 30 years. He counts Ronald Reagan. George H.W. Bush. Bill Clinton and Barack Obama among his past clients.

"When they come (to L.A.) ... I'm the one they call for security, because they know me already." he explained. "Being proactive gives me an edge."

One of his biggest clients. Wcs1rec Marinas, took over a decade to respond. But according 10 FWD'. it was well worth the wait.

"I read an article in the Los Angeles Busi-ness Journal that said they were exiumding." he recalled. "Sc' I did some research and wrote

them a letter saying I'd heard great things about their company mid dial I'd love to work with them."

Fifteen years later. Peny was driving down Ventura Boulevard when his phone rang. The caller was the Westrec manager to WI10111 Pen')' had written.

"I keep a TV on in my office all the time so I can catch all the breaking news." Perry explained. "When I saw Michael Jackson had died. the first thing I did was track down Conrad Murray's lawyer:. (Murray was Jackson's physician.)

That was a Wednesday. On Thursday. Peny mailed out a marketing package he had assembled for Mummy. Around 7 p.m. on Sal-inlay. Perry was headed to a party in Beverly Hills when his phone rang. Murray himself was on the line.

"So I turned around. went home to change and drove to pick him up." Perry said. "Years later, he's still may client."

Convicted child molesters and tenuri.sts are at the top of his blacklist. and not just for moral reasons. Perry also knows the Value out positive public image.

"There are some things that just aren't worth the money." he said. "Never put your-self at risk of damaging your reputation."

Perry extends that philosophy to Kadima's 350-plus employees, nearly all of whom he interviews personally prior to hiring. When applying to work at the company. prospective security guards must already be licensed by the state, a process that includes extensive background checks and screening by the FBI.

"Other finns will say. 'OK. you can get your (license) once you're here.' but I don't touch them." Perry said. "We've been doing that since Day 1.... You have to have your 'guard card' when you walk in the door."

Once Peny has established a relationship with a potential new client. Perry sends hint or her a thick. spinthbound portfolio containing copies of his certificates and photos with lust clients. Joan Rivers, Lindsay Lohan, neu-msurgeon Dr. Keith Black and many others make an appearance and share a testimonial about Kadima. According to Perry. he main-tains ongoing personal and professional rela-tionships with a significant proportion of diem. (Inc example is Black. whom Perry describes as the only man who has ever intimidated hint.

"He's just so brilliant. You can feel it when you're talking to him," Perry said. "But he's so kind. too. He invites me to his Christmas parties every year"

Black isn't the only client who has extend-ed Perry an invitation to a holiday celebration. In 2014. Perry went to the White House for Easter at the behest of Obama, with whom he regularly corresponds.

"My son went with me." Perry said proud-ly. "We even got to go to the Easter egg hunt."

Perry's third method for boosting his public image is his email newsletter, "In the Loop." Every week, more than 7,000 sub-scribers receive security tips and health news written by Perry and a pre-medical student named Manni Golbarg. who was hired spe-cifically for the job. Perry occasionally sends out endorsements of businesses and books as well. in addition to more personal "nonsixtr-ency" notes containing his thoughts on politi-cal issues or news about his family.

"Even if I don't get around to sending all three blasts out, every week there's some-thing.- Perry said. "I keep myself out there

"I love people. I love meeting them, hav-ing conversations and getting to know them. no matter who they are Perry said. "Black, white. *knish. Greek, Jewish. whatever - just love talking to everyone."

Despite having rubbed elbows with some of the world's most powerful people. Pithy stresses that his efforts hinge oh treating everyone with dignity. Those who are trying to boost their public profile but avoid inter-acting with certain groups are making a big mistake. he said.

"A kit of us say, 'Why should I talk to him or her? It's a waste!' that's not how it works," he explained. "Be nice to everylxxly and treat everybody with respect. 'Men and only then will you accomplish what I've accomplished in my lith."

The Stevenson Ranch resident and father of three is a tireless worker and networker, but that's not to say he doesn't know how to have fun. A huge boxing fan, he recently be-came an inspector with the California State Athletic Commission. In this role, he travels the state to various fights and makes sure everything is done on the up and up. Sure, technically this is work, too, but it comes with a great ringside view.

Despite his rigorous schedule, one thing you'll seldom hear Perry do is complain.

"My wife doesn't work. My kids go to great schools. God is good to us," the one-time wannabe actor said. "i love what I do so much. I love being in this ii id usuy. I love meeting new people. I love it. I don't know what to tell you. Maybe this is my play."19

multiple area synagogues and Jewish organizations, Louis Perry proud-ly drives a giant Lincoln Navigator SUV with the license plate KADIMAL His office in Encino is filled with pictures, including one of the Rebbe Menachem Mendel Schneer-son, and he's even been given the nickname "UndercoverJew."

What makes all of this particularly teresting is that Perry, the son of a Dominican mother and an African-American father, Isn't Jewish,

So how did he ever end up at the helm of a business with a Hebrew name (it can be translat-ed as "forward," among other things)? ft starts with a fateful meeting more than 30 years ago.

Fresh out of high school, Perry, who is Christian, was driving around what he calls "the shmatte district" a near his home in Brook- Louis Petry

1 lyn, N.Y. He saw a "help wanted" sign on a door and decided It was worth checking out. He met the owner, They talked. Perry landed a job on the line making sure the thread didn't run out in the manu-facture of polo-style shirts.

"Everyone was Jewish," he recalled. .Soon the owner approached Perry about a

promotion to the front office. The latter was interested but confessed he had no means to get to work at the required early hour. So each day, the owner, who lived on Long Is-land, stopped by Perry's modest apartment building en route to work and picked him up. It would be the first of many close rela-tionships Perry developed with Jews. (In fact, his silent partner in Kadima, which employs nearly 300 people, is a local Jewish family.)

Like so many others, Perry, now 51, origi-nally came to Los Angeles to be an actor. But he needed to pay rent, so he took a job work-ing security at the Sherman Oaks Galleria. The self-professed "very big people-person" found the work satisfying—and he was good at it, eventually becoming supervisor.

Before long, Perry, who is built like a line-backer, got an offer to work security at an up-scale Wilshire Boulevard high-rise. Around the same time, he received word that he was going to be an extra In "Star Trek: The Next Generation."

"They said. 'You are definitely going to he

called,' " he remembered. But Perry decided to take the security job

"It was a good offer. I'm glad I made the deci sion. It's been almost 30 years, and I still hale not heard from 'Star Trek: The Next Genera tion." "

This again led him into contact with the Jewish community. While working in the Wilshire Boulevard building, Perry became friendly with one of the tenants, Yankee Raichik, a financial adviser who is active in

Chabad (and who gave Perry the "Undercover Jew" moniker).

"He is my very best friend that has connect-ed me to the Jewish com-munity," Perry said.

Since opening Kadi-ma seven years ago, Per-ry and his company have provided security to some of the most famous and infamous names in the world. There have been U.S. presidents. including George H.W. Bush and Bill Clinton, and celebrities like Joan Rivers and Lindsay Lo-han. When Elie Wiesel

comes to town, Perry gets the call. Among his business clients are the Sep-

hardic Temple Tifereth Israel on Wilshire and multiple Chabad locations, including Downtown Historic Core and Pacific Pali-sades. Kadima does security for the annual Hadassah fundraiser at the Beverly Hilton and is especially busy during the High Holy Days.

"To be a guy that is not Jewish and to be a guy that's not Caucasian, and I have been en-trusted with the safety of the Jewish families, the Jewish kids and Jews around Los Angeles, that is a very special thing for me," he said. "ft's a very special feeling because it's a thing about trust. They accept me."

Perry, who does the most high-profile jobs himself, said there are special consid-erations when providing security to Jewish organizations.

"When you're dealing with protecting a temple or a Chabad, it's about making sure perimeters are well covered in terms of well-lit, that brush around is not in a setup where someone could put a bomb, making sure ve-hicles are not abandoned, that no one is cas-ing around," he said.

"Every level of security is detemiined by the client. Does the client want it tight or does the client want it loose? Most Jewish

this beautiful event.

On my journey through Eastern Europe. I made it to Poland. I was honored with being able to cross an

item off of my bucket list. I met with Cardinal Stanislaw Dziwisz.

Archbishop of Krakow. Poland.

Many years ago. I wrote a letter to Pope John Paul. To my surprise, he wrote back to me.

We carried on Vkliting each other until the time of his passing. Not too long after. I

received another surprise letter which was from Cardinal Stanislaw Dziwisz. As Pope John Paul's most trusted advisor and aide. Stanislaw Dziwisz took it upon himself to

return my letters. For the next fifteen years. we were pen pals.

On July 4. 2016. my wife Paulina and I had the greatest privilege and honor to meet with his Eminence. Stanislaw Dziwisz. Please know that if a person works hard and

takes the tune to nurture their goals. anything can happen.

Meeting Stanislaw Dziwisz was everything I thought it would be and more. As soon as

he walked into the room to greet me. I could feel his presence. He is a man who is very pleasant. very peaceful. and very sweet. He speaks three languages and was able to wonderfully communicate with me in English. We talked about our letters and goings on in each other's lives. I will never forget how he thanked me for my letters. There was a moment where he got up to retrieve gifts for my wife and me. We will cherish these

gifts forever.

Upon departing. he told me he would pray for my company. employees. the Polish

Church and conununity. and the terrors in the world.

One of my favorite moments was his departing words. which were, "I look forward to

your next letter."

It brings me great iov to have experienced it and to share this with all of you.

Louis Perry Makes Good on a Promise

Dear Elite Members of In the Loop,

Recently I gave a speech at O'melveny Elementary School. There was this young kid who stood out by the name of Nicolas Alvarez. Nicolas said to me: "I noticed you know a lot of people, could you get me an autograph photograph from WWE wrestler Seth Rollin?" I told him that I would try, his eyes lit up, and he had a smile as if I was Santa Claus. I told him: "If you ever see me again, I will hand you an autograph photograph of Seth Rollins." The entire class was shocked.

The moment I got back to my office that day, I started making phone calls. I called the WWE about 15 times and finally got a response. Explained to the WWE that I am a mentor for young kids at schools and asked to help me make this kid's day, and he agreed to do so with me. However, he had to get in touch with Seth Rollins to have the photograph signed. After about 2 and a half months, the picture came in the mail. I called the school; I asked the teacher if I could give Nicolas the signed photograph and he agreed.

On Wednesday, April 25th, 2018, at approximately 10:20 am, the teacher brought Nicolas to the administration office. He looked at me and started to shake, and asked: "Mr. Perry, What's going on?" then I said to him. "do you remember when you asked me for a favor?" he said: "yes, I remember" and then I said: "Well, as promised I have autographed photos of Set Rollins, your favorite WWE wrestler" and then he said: "Oh my God! Oh my God!" he was shaking uncontrollably; I have never seen a kid shake like that. In a gentle manner, the teacher told him: "Nicolas, Be calm"

and then Nicolas said: "I'm so happy, I never been this happy; I owe you big time!" then I told him: "You don't owe me anything; I get points from God but, you need to work hard, study hard, and someday pay forward." and he said: "Oh my God, thank you so much." We then took a photo together, and I left back to my office.

In closing, there is something about doing something good for others; it makes you feel good. Thank you for reading this In The Loop!
