A Message from Mayor Armstrong During my years of service to the City of Plantation, I have been privileged to work on many projects that have affected resi- dents and businesses throughout the City. What I am perhaps most proud of is the creation of the State Road 7 Gateway De- velopment District, and the changes to the area that it has brought about. Thanks to over $6 million in public cat- alytic investment and beautification grants, Plantation Gateway has quickly become one of South Florida’s most desir- able locations for redevelopment. During the past several years, the City has pro- vided landscaping treatments, decorative signage, bright, colorful ban- ners and new business façades. Over 400 companies call Plantation Gateway home. They include retailers and professional office, large service-oriented businesses, Plantation General Hospital and Planta- tion Elementary School. Recent additions include two beautiful residen- tial communities: Park Place and Grove East, a new residential and retail/office mixed use community at Broward Boulevard and State Road 7. The improvements are not just aesthetic. Much of the District’s suc- cess can be attributed to the City’s implementation of a new zoning or- dinance that divides the area into six zoning sub-districts that promote pedestrian activity and revitalize commercial activities. Facilitating cir- culation within the district is the new Parallel Shopping Drive, linking shopping centers and service providers within the northwest quadrant. I am particularly proud of the partnership forged between the City and businesses through the work of the Community Redevelopment Agency Office (CRA). The CRA actively promotes revitalization and in- creased exposure to the local real estate market, and maintains up- dated market study reports that may be used to target developers and attract specific commercial enterprises to the area. The Plantation Gateway Redevelopment District was once thought of as a deteriorating commercial corridor characterized by vacant lots, small buildings, uninviting storefronts, vast underused parking lots and desolate landscaping. I am proud to say that through substantial capi- tal investments and close cooperation between the City and the busi- ness community, Plantation Gateway has become an economically vibrant business and residential district. This has been the ongoing desire of the Mayor and City Council in Plantation. Over the past few years businesses have been struggling due to the global economic downturn. As a means to assist the businesses in Plantation, the City of Plantation adopted a Local Preference Procurement Ordinance in February 2010. The Local Business Preference Procurement Ordi- nance enables local vendors to more readily offer goods and services to the City of Plantation. In short, if a local business is within five percent of the low bid, the City will give the local qualified busi- ness the opportunity to meet the price of the low bid. This will open the door for more local busi- nesses to become vendors, while still retaining to the lowest possible costs to our residents for City- related purchases. It is a winning situation for the business, the City and our community. To become a potential City vendor a business must have a local street address, a City occupa- tional (business tax) license for at least six months, and be registered with the City of Plantation Pur- chasing division. To register, they can go to the City of Plantation’s website at Plantation.org and click on “Become a City vendor” on the home page. A Message from Mayor ArmstrongDuring my years of service to the City of

A balanced and stable economy is more readilyachievable when the community, government, andlocal businesses work together. This has been theongoing desire of the Mayor and City Council inPlantation. Mayor Armstrong Visits City of Plantation Businesses

Scarborough’s Health Foods store, is located at 4028Bryant Boulevard, just one block west of the intersection of BrowardBoulevard and State Road 7. Owners, Donald and Lucille Scarbor-ough, moved to Plantation from Maryland in 1959. Donald openedup a gym on Old Dixie Highway in Ft. Lauderdale in 1963. Hestocked a small store on the side of the gym with vitamins and otherhealth type products. That little store grew into 8 stores from Holly-wood to Pompano. The Scarboroughs store in Plantation was thesecond store that the Scarboroughs opened, the year was 1964. Atthat time the only thing on US 441/State Road 7, was the big DanDowd cow and a few stores. The rent was about $100 a month.There were no contracts. The deal was sealed with a handshake.

Joyce Layton, the owner of Scarborough’s in Plantation, is thedaughter of Donald and Lucille. She was 15 years old when shebegan working in the store located on Old Dixie Highway. Her fa-ther turned the keys of the Plantation store over to her 8 years agowhen he turned 80. Joyce considers her store her home away fromhome. All of the other stores have either been closed or sold. At onetime the store, which was double its size, sold fresh squeezed juicesand a person could sit at the juice bar on old fashioned stools. Thatside of the store closed about five years ago when the rent went up.For now she is happy to keep up with the ever changing face ofhealth in America and especially here in Plantation.

Need an antique clock or watch repaired? Visit Brown’s OldTime Clock Shop at 235 State Road 7. The owners, Howie andBea have been in business in Plantation since 1979. They specializein the “art of clock repair” on antique, grandfather, and even Coo-Coo clocks. They also sport a wonderful variety of old clocks forsale. Rick Gibbs Insurance Agency is a full service independent agencywith a concentration on homeowners and auto insurance. They are locatedat 1000 South State Rd 7. The agency represents over 45 carriers most ofwhich have an A rating, and has been family owned since 1961.

The agency was begun by Dick Gibbs in 1961 as a State Farm office. RickGibbs began working in his father’s agency in 1987 (just out of college,)when the office was located on Davie Boulevard, in Fort Lauderdale.
