President (Frank) – 34 years! Happy Birthday Daytona Abate!! Meeting called into session 7:36PM. Following thePledge of Allegiance and openen prayer, discussed the Jacksonville, Iron Order prospect that shot and killed theBlack Piston M.C. member and how this tragic incident impacts the motorcycle community.

Vice President (Geno) – Announced the State meeting. Geno talked about himslef and Frank the Daytona Pres being able to

attended the VP/President's meeting in Clermont. They also were able to meet almost all the other chapters officers, and invited the state Pres"Doc" to our next chapter meeting.

Secretary (Bobby C) – Discussed the upcoming local elections, voter registration, and inviting current and prospec-tive local representatives to come to Daytona Abate and talk about the issues affecting our community, NOT just asmotorcyclist, but as citizens too. Discussed the Ormond Crossings project and the U.S. 1 initiatives that will impactboth business owners and bike events in the future.

Treasure (John) – Read the financial report regarding the chapter finances for July. Motion made to accept report asstated. Motion passed.

Membership (Steve) – Discussed the membership renewals slipped to the right by one month. 11 Renewals for themonth of July. Membership drive planned for 10 Oct.

Legislative (John) – Ongoing legislative actions – Shared letter to mail to Rep. Dorothy Hukill with regards to her re-introducing helmet legislation/law in Florida. John stated many facts that debunked the helmet statistics and proved aflawed theory on safety. For more information, see the legislative updates in this newsletter.

Safety (Mike) – Not present – However, four Daytona Beach members have successfully completed the Abate ofFlorida Inc. Motorcycle Safety and Awareness Program (MSAP).

New Business – Collectively talked about Daytona Abate event to raise awareness of upcoming elections, Abate’smission, and membership drive (band and bike show). Seven volunteers stepped up to plan event!! Tentative date 10October 2014, Location White Eagle in Corona (location and time will be voted on and confirmed next meeting).

“ABATE of Florida would rather focus on enhanced traffic penalties for those who violate a motorcyclists right of way, resulting in death or injuries,expanding our Motorcycle Safety and Awareness program for the non-riding public, and monitoring the DHSMV administration of motorcycle andsafety awareness funds that only motorcyclists pay from an additional fee on their registrations. ABATE of Florida previously was able to adminis-ter a portion of the funding for innovated awareness programs. The DHSMV has continued to use several of our ideas. However, it always comesback to helmets.” From my recent letter to Senator Hukill

The 2014 Florida Motorcycle Assessment by NHTSA prepared by Florida Department of Transportation Safety Officeand Center for Urban Transportation Research (CUTR) University of South Florida states that State Senator DorothyHukill is being asked to sponsor a mandatory motorcycle helmet bill in 2015. Sen. Hukill is a decent legislator. The legis-lative process is complex and we have learned how business gets done in Tallahassee. The first step is dialog and infor-mation exchange. Mobilization of everyone to contact legislators is way further down the line. After the August Chaptermeeting, both Chapter Secretary Bobby C and I wrote letters to Sen. Hukill. No response yet. We also included ABATEposition papers. These papers explore in a little more depth the misleading statements the media publishes from CUTR,CDC, NTSB made on NHTSA behalf. Our lobbyist, Doc Reichenbach, has learned that Senator Hukill WILL NOT besponsoring a bill to enact a mandatory motorcycle helmet law in Florida. We have 3 position papers so far dealing withthe myths NHTSA publishes. The recent MRF release uses national fatalities per registration release. Our position papersprimarily use Florida numbers. Number one addresses the distortions using fatalities per registrations. Number two de-bunks the 37% effectiveness of helmets and the associated projection of lives saved and costs “to society” that could havebeen saved. Number three explores the misleading statement of a 15 to 37 % reduction in fatalities of the last six states toenact mandatory motorcycle helmet. The next paper will likely be a response to “Well what does it cost?” That will be thehard one. We have outdated CODES reports, a current massive synopsis on the NHSTA website that resembles prelimi-nary research notes, current HIPPA regulations, and agencies that really do not track the health care cost associated withjust motorcyclist, let alone whether they had a helmet on or not.

New trend: The DHSMV, in their 2012 Traffic Crash Facts, is now tracking the injuries and deaths for those motorcy-clists who only wear a non-compliant helmet. The NHSTA Motorcycle Helmet Use in 2013-Overall results, reports thatnationally it is 60% DOT helmets worn, 7% non-compliant, 33% no helmet. Using the DHSMV numbers it appears as51% DOT helmets worn, 2% non-compliant, 43% no helmet.4% unknown.

Registered motorcycles July 2013; Florida 585067; Volusia County 32559. This does notmean motorcyclists since some own more than one bike but is the best realistic numberI have. 43% of 32559 is 14000. "Educate and inform the whole mass of the people... 14NR33 - MRF News Release - Fact or Fiction?25 July 2014Fact or Fiction? There is a safety community in Washington D.C. that is trying to destroy motorcycling as we know it with liesand half truths. This group is a quasi mixture of government and private safety driven organizations including The Center forAuto Safety, Highway Loss Data Institute, the Advocates for Highway and Auto Safety and the Governors Highway Safety As-sociation to name a few. All of these groups work to influence the government to enact stricter and stricter safety standardsand laws. They all do this slightly differently from each other but they do have one common core; they hate motorcycles. If theythought it was remotely possible for one minute that they could eliminate all forms of power driven two wheelers from the trafficlandscape, they would try. They try to alarm the general public with misinformation or partial information. They claim that mo-torcyclist fatalities have been on the rise since 2005 and that is true. Some years see a dip but for the most part motorcyclistfatalities have risen. There was an increase of 36 more fatalities between from 2005 to 2011, 4,576 to 4,612 respectively.However, bike sales and registration numbers are up and that tells a very different story. One that they don't want you to hear.A closer look at the numbers reveals the bulk of the story. They tell us that motorcyclists fatalities are on the rise but they nev-er mention the number of motorcycles on the road, which is also increasing. When we look at the numbers, they show the ex-act opposite of what the media, the government and the safety-crats are telling us. In fact, motorcycle fatalities are occurringon a much less frequent basis year after year. Since 2005, fatalities have dropped from 73.5 motorcyclists per one hundredthousand registered motorcycles to 54.7. That is an almost 30% drop in fatalities in the exact same time period in which thefear mongers tell you fatalities are a growing problem. All of the numbers used here are directly from the United States Depart-ment of Transportation (USDOT) website. Separating fact from fiction reveals the truth. Over six years 2.2 million motorcycleswere added to the roads and we essentially kept the number of fatalities at a near static number. This is not exactly the end ofthe world, deathtrap-riding scenario that the powers that be would have you believe. All this considering that the only differ-ence is the Motorcycle Riders Foundation created a federal grant program to send money to the states to assist with ridereducation and share the road type campaigns. During the August congressional recess remind your elected officials that since 2005, we have hadstates repeal helmet laws and have watched fatalities drop. The only significant change to the motorcyclesafety world other than more motorcycles, is the National Highway Traffic Administrations motorcyclesafety grant program. The same program that was supported by the Motorcycle Riders Foundation. Thisfund has dispensed money to every state and is used for motorcycle rider education and share the roadcampaigns. In order to continue the fund we need Congress to pass another transportation bill. Pleasetake advantage of the upcoming congressional recess by contacting your member of congress, attendingevents and town hall type meetings. Urge them to get to work on the highway bill.

14NR34 - MRF News Release - Highway Funding Bill Clears Congress 1 August 2014The United States Congress has agreed on a temporary patch for the highway trust fund, reports the Motorcycle Riders Foun-dation. The Senate agreed to the House version of the temporary funding fix for the highway trust fund. The fix came justhours before the United States Department of Transportation would have had to cut off payments for highway constructionprojects and mass transit programs. The quick fix will keep the trust fund solvent through mid May of 2015. The final Senatevote ended a week of legislative ping ponging between the House and Senate. The Senate wanted to modify the legislation soit would expire in December of 2014, thus forcing a vote on a larger highway bill that would address the trust fund issues be-fore the end of this year. The House defeated that legislation, sending its own version to be passed by the Senate, that willrun through May and spends $10.8 billion. The temporary patch kicks the larger issues into the next Congress to be sworn innext year.

The 402 federal safety grant money does not only go to programs the MRF mentions. Weare talking about NHTSA. That is a lot of money to try to substantiatethe NHSTA and Federal DOT position that mandatory motorcycle helmet laws are the silver bullet cure all for motorcyclistfatalities.
