“Assessment of ICT Implications of New Legislation”

We used:ICT Register of Roadmaps: A tool implemented to identify/screen new initiatives requiring a full assessment through selection criteria (on a monthly basis) Inception Impact Assessment also can be screened to identify those having potential ICT implications.

Run by DIGIT, it also involves the sharing and reuse of solutions and the promotion of ICT buildings blocks under CEF Digital

Experiment

Adapt the selection criteria in the ICT Register of Roadmaps and introduce a limited number of new criteria for location-relevant data, information, services and solutions

Criteria would have a high identification capability to aid screening/triggering for more detailed work

Testing with a sample of 50 initiatives

Key selection criteria examples

DIGIT and JRC agreed and a tight mapping to other existing criteria- i.e. “ICT” could be substituted with the term “location” for screening

- Direct criterion “Are existing specific location and data policies / initiatives referred to in the initiative?”

- Indirect/supporting criterion "Are spatial data and information relevant for the specific initiative?” (i.e. some expertise needed)

- Other criteria helped to identify policies with a light relevance

Next steps

Refinement of content and template development for the ELISE KBS, based on INSPIRE Knowledge base and other resources, as well as recent JRC advice to:

• Best practices in terms of management of data standards

• Correct language in specifications for location info on alternative fuel infrastructure

• Directive 2017/2397 on inland navigation• Maritime Single Window• Intelligent Transport Systems (C-ITS)

Conclusions

• As small addition to an existing process is helping to raise awareness about location’s role at the cross-roads between interoperability and policy-making

• Policy alignment may emerge from this interaction but legal interoperability has many facets

• Some screening can be done by anyone but expert interpretation implies training needs for those creating and receiving advice

• INSPIRE’s assets could be reused in new policies but timing in the process could be important

… Could this approach also be ‘reused’ in other policy-making contexts?
