At the onset of the public hearing, Sumeet Amrohi, Regional Ofiicer, HSPCB welcomed Sh.Rajiv R{tan, Deputy Commissioner, Sonepal and other offrcers and gereBl public in the publichearing, He briefed about the process ofpublic hearing for the projeciof Barauli- 1 minor rrineralsand quarry of Distt, Sonepat. He told the paiticiparts about the process of hearing andprovisioru of EIA Notification. Then he requested the project proponint to explain aboirt theprcject.

Environmental Consultant ofthe project proponent I\4/s Mantec CoBsultants plt. Ltd. through itsExecutive Directo Capt. (Retd.) H. K. Sharma explained about the project of miningi Heexplained that the mining shall be done in Barauli village in the river bed and on outside land, Heexplained about the pollution a.'d degadation of e',vironment to be expected fto,n the proposedproject afld the measures a1rd rcmedies to be taken by the project proponeot to conhol and avoidthe pollution and degradation of envircnment &om their pioject. i]e also exprained the cootentsof the environment management plao in briefprepared by thlm for the project and impact oftheproject on etrvironment along with contol measures/steps.

After the presentation, Regional Officer, HSPCB, Sonepat called for the objectionvsuggestions/issues to seek information or clarification on the project by the public an<l ihe followiii issues/objectionvsuggestions raised and informatio.n/clarification sought on the project, enviionmentrelated issues- by the participants and repli€s given by t}le iepresentati'ves & EoyironmarltConsultants ofthe project prcponent and other concemed are given below;

Ramesh.Kumar Village Barauli said that this is moment ofhappiness in our village thatmining is goitrg to take place here and for this I convey my thanks to'Ji. intire vitfag;s futtofjoy for the mining project it is our main requiremint that maximum youth of thi villageget employment & as has been explained abour the environment, if possibre bandh roadshould be used to avoid dust emissions fiom Kuchha road. Also flhe road should be madePucca, this is our major requirement,

Deputy Commissioner Sonipat replied that there is a provision of repairing the village

roads in C.S.R. as explained in the plesentatiotr. Trees will be planted to copaol dust

emission ftom Kuchha road.

Sh. Ramesh Kumar, Village Barauli said that their village is dep'-ndent on agricultue and

it will get benefited out ofthis mine lease'

Mr. Gaurav Jinalal (Project proponent) replied that as per prcsentation given by

Environment Consultants (Mantec consultants), dircct or in direct employmenl will be giYen

to local villagers in C.S.R The provision of skill development progmms rclated to benefii ofthe villagers has also been kePt.

Environment consultatrt (Mantec Consultants) replied that tree plantation will be dorcand rcgular spdnt<ting of water will also be done to minimize dust pollution.

Sh. Ivlohan L,rl, Vitlage Barauli welcomed all and said that mining work is going on for thepast seveml years. Everybody knows about the mine & the approach to the odoe may be

made Pucca as brought out by Ramesh bhai of Nandnaur village. B:r'.Joing so the pollution

will be stopped aad vitlagers will get puaca road atso. This will be a good facility. Secondly,

what rvll be done for development of children? As mining work will go on for 8-9 years,

children witt get employment. Also village people working on tractor trolley should be given

priodty. Sometimes problems come up when sand flies. Therefore, the villagers should workio-ordialty. This is happening fol the first time that consent of the villagers is being taken

and we convey our thanks for the same. All village$ are eagerly waiting for the mining tostart.

Mr. Gaurav Jindal @roject proponent) replied that so far as road is concemed we will see

what can be done but on this we will sprinkle water on regular basis. we will see what can be

done regarding pucca road. So far as emplolment is concemed prio ty will be given to the

local v"Jlage youths. For kuchha road we will request the government to do something.

We wilt also take carp of Socio economic issues of the villagers as brought by theEnviroDment Consultants (Mantec Consultants)

Sh. Niraj Kumar Village Barauli said that when mining starts the dust fly which will have

adverse effect on various types of Yegetations. Maximum tree plantation should be done as

per the provision given in EMP (18.80 Lakhs). I also want to know what will happen to thepoor people ofnearby villages?

EnyironEent consultant (Matrtec Consuttants) replied that the project has a provision ofplanting 5,000 tees under geen belt development program and so far as to protection offlora & fauna are concemed, we will work jointly with the village panchayat on this issue.

Conservation plan has been prepared to conserve faunal species. Also provision has been

made in C.S.R. for skill development to proYide employment to the poor people oftlrc nearby

vittages.

Sh' Niraj Kumar Village Barauli said that the people whose land is coming in mining willget the compensatiorL but what will happen to the poor people ofnearby villages?

Enyironment consultant (Maltec Consultants) replied that there is a provision in CSR toprdvido skill development so that the poor people of nearby villages get employment.

4. Sh. Mukesh Kumar, Village Barauli said that after fie mining what are the measwes to betaken to control soil erosion? We also want to know whether plan&tion will be done beforeor after mining, As you have mentioned in your ppT that mining will be done upto depth of27 feer, what measues will be taken to proteit the water table?

Environment consultant CMantec Consultants) replied that tor this leafr plaats /uees willbe planted irt 7.5 m width around mine area. plantation will also be done along river bank tostop soil erosion. Plantation will be done simultaneously. The mining wilt be ione as per theapproved-mine plan i.e. upto 9m depth outside river bed and uptJ 3 m in river bei. Themining will stop 2m above the water table.

Deputy commissioner sonipat replied that arl these have been covered in ppr. you canask, ifthere is any other'question.

5. Sh. Navin, Village Barauli on behalf of all viltagers wanted to know about the process ofmining. He said that It should not be done in the minaer as it was Jone bf eartier contractors.The mining sbould not be done uoto 20_22 feel. The mining shouid be siopped before watertabte. Also.the trucks/ trolreys shoutd run

Ms. Madhavi Gupta Asst. Mining Engineer Sonipat rcplied that the mining will be doneas per rules i,e. 3 m in dver bed and 9 m outside rivir bed and 2 m above the water table.
