    has

    completed

    its review

    of the latest submission

    of the

    above

    noted documents for

    the subject

    development

    site.

    The

    proposed

    development has

    been

    considered

    and rev¡ewed

    in accordance with

    the

    requirements

    of our highway

    policies

    and the

    PTHTA

    establishes

    that

    MTO

    may

    issue

    permits

    for

    the

    purpose

    of

    controlling and

    regulating

    buildings, land use,

    business establishments,

    encroachments,

    entrances,

    plantings,

    signs

    and miscellaneous

    structures

    and installations

    MTO's

    Permit

    Control

    Area

    (PCA)

    to

    a

    provincial

    highway, and that

    MTO may

    .

    The TIS identifies a

    need

    for

    highway

    development

    and

    therefore

    the

owner shall enter into a Legal

    MTO

    whereby the

    owner

    agrees

    to

    a Letter of Credit for
