Agenda of 263rd SEAC Meeting Dated_14-03-2016 Venue: Directorate of Environment, Vineet Khand-1, Gomti Nagar, Lucknow. Time: 11-00 A.M. 1. Copies of Form1/1-A and all other necessary documents/reports as per EIA notification dated 14/09/2006, as

amended, along with soft copies should be ensured to be communicated to all SEAC/SEIAA members

atleast a week before the meeting. 2. Please avoid delivery of documents by hand and seeking meeting with Chairman/Members in this regard. A copy

of this letter may be enclosed as a reference while mailing the documents to the Chairman/Members.

3. Presentation for TOR should be brief, precise and supported by topo sheet. All important land marks such as

National Parks, Wildlife Sanctuary, Mangroves, Biosphere Reserves, Heritage site etc. Rivers, water bodies

highways, railway line, habitations, forests etc. Should be clearly indicated in an area of 10 km around the

proposed site.

4. All case for EC will be considered subject to confirmation for fuel, water linkage and fly Ash utilization plan

(along with copes of Agreements/MOUs) as may be applicable. Copies of linkages shall be submitted and also

distributed to the members along with the required documents at the time of Presentation.

5. Further, it is requested that the project proponent or his/her authorized representative should attend the

presentation meeting of SEAC, UP. You may also depute your senior Officers from the company (preferable not

more than two representative) who can make a Presentation on your behalf on the salient feature of the project, the related environmental issues, proposed Environmental Management plan and also respond the queries/

Suggestions which committee may raise during the discussions.

6. A line in confirmation regarding participation of your representative in the meeting will be appreciated. It may be

noted that only the consultant who has submitted application for the accreditation with Quality Council of India

can only accompany the proponent in the Meeting.

7. Kindly send a brief write up of project/ executive summary of the project (maximum one page, in word format

without any table) and the name of the consultant with the SL. No. in the QCI wait list in a week's time by e-mail

to the following addresses: [email protected].

8. It is certified that the proposals do not fall in the area specified in the office memorandum no. J- 11013/5/2010-

IA-II (I) dated 15/03/2010 issued by Ministry of Environment & Forests, Govt. of India which is available on

MOEF website www.moef.nic.in. The information provided in the presentation is not different from the

information provided in form 1 & 1-A. (The project proponents should be prepared for a presentation on form 1 and 1A as applicable.)

9. Pre-feasibility report as applicable is in accordance to the office memo. No. J-11013/41/ 2006-IA.II (I) dated

30/12/2010. Following should also be adhered to:-

I. 03 copies of the applications and any subsequent information shall be submitted with legible signatures of project

proponent only, in original on each page. A disclosure in this regards shall be annexed along with application by

the proponent. Soft copy of the submissions shall also be submitted along with application.

II. Papers of ownership of land or the letter of intent/consent from the owner to this effect shall be accompanied with

application. The same should be duly attested by the project proponent.

III. An affidavit by the project proponent mentioning about applicability of any general conditions as prescribed in

EIA notification /status of the project.

IV. If any court cases are pending related to the project, current status report along with documents shall be submitted along with application.

V. Information regarding all submissions by project proponents and communications made by SEAC/SEIAA to the

proponents shall be uploaded to the website.

VI. As per Arrangement given in EIA Notification, 2006 (as amended), the project proponent shall be the applicant.

The applicant must be the owner of the project or one of the board of directors with an authority issued to him in

a board meeting for submission of the application. A list of board of Directors along with their names, addresses

and phone no. shall also be submitted in view of its requirement

VII. Only Project proponent or any senior official of the company/organization/firm etc duly authorized by the project

proponent, who should be competent to take decision regarding the proposals, shall be present in the meeting.

Failing which, the matter shall not be heard by the SEAC. In addition to this, the Project proponent shall also

authorize the persons (Either from the project side or from the consultant side) to appear in the meeting during his

presentation. This no. shall not exceed 05 persons in all. A list of the same shall be provided during presentation which shall be taken into record.

VIII. QCI accreditation of consultants for submission of documents and presentation before committee shall be as per

directions of MoEF. Consultants shall be permitted to appear before the committee for the accredited sectors. A

disclosure of the consultants duly signed by him/her shall be annexed along with application in this regards. IX. The consultant shall also certify that he is agreed with the correctness of the application and the related

submissions. In case, any information is found not to be true, the consultant will also be liable for penal action.
