HOW DID YOU GO ABOUT IDENTIFYING THIS PROBLEM? 

• The only police station is situated in Outjoproper, approximately 2-4 km, from theclosest and the farthest house in

Etoshapoort respectively, as a resultcriminality worsen during the nights,especially month ends.

• According to the 2002 census, the

population in Outjo was 8000 which 6000resides in Etoshapoort.

• The entire Outjo community, woman,children and PLWD are in need of a closerpolice station.

Most residents, due to their socio-economic situation, are helpless and cannot contact or reach police in town withinreasonable time.

WHAT IS THE TIME-FRAME FOR THE PROJECT AND WHO IS TARGETED? 

•About three years.

• The woman and young girls, elder citizensand PLWD are the target.

• In fact the inhabitants of this neighborhoodconstitute the majority of the population inOutjo, before receiving help, the majorityfirst have to cover long distances.

• Thus, the decision to construct the stationout of our own solicited resources iseminent.

ARE MEN AND WOMEN EQUALLY INVOLVED? 

• Yes. It is primarily against this background thatthe former Minister of Home Affairs. Hon. JerryEkandjo, advised the community during his visitto Outjo in 2002, to as an affected community,

embark upon plans to establish a satellite policestation in Etoshapoort.

• During 2004, when a committee was nominatedat a community meeting to reassess the

escalating crime rate for possible solutions.

RESOURCEFULNESS: WHAT FINANCIAL, HUMAN AND OTHER RESOURCES WERE 

MOBILISED? 

• An amount of N$5000 have been collectedduring a N$1 house-to-house campaign.

• Volunteers of have been assigned by

churches from different denominations to docollections.

• Households were not forced to contribute,since it was voluntary contribution

• The Municipality provide land as well asfencing, free water for the project.

• Kunene Regional Council funded building toolsand material, like wheelbarrow, spade, sand andcement for the foundation to be laid.

Moreover, the community understands thescarcity of financial resources of the governmentin undertaking similar projects in everytownship.

MONITORING AND EVALUATION 

• The project will collect statistics to see ifafter the Police station is operational, tomeasure and compare these statistics.

• Awareness raising programmes introducedwill tell us if the police and public dounderstand violence and how to curb it.

LESSONS LEARNED 

• The learning experiences that need to beshared is, that this project is spearheaded bywomen at the town to help combat violencecrimes there.

• The main issue is the police station shouldbe build in the reach and access for anyone, especially women to report crime intime and space when it occurred.

• However, since we are directly affected by crime

and violence in Etoshapoort, we are staunchlydriven by the desire to have a peaceful society,in which our future endeavors and that of thecountry would only flourish.

• Therefore our medium term vision, in terms of public safety, should be seen by all interestedparties and prospective donors as our humbly

contribution towards the realization of vision2030.
