AIRPORT ACCESS PROCEDURE

1 PURPOSE

This document identifies the procedures to be followed to manage our visitors/customers when on

site in and around CIAL security and restricted areas. In event of an incident or an emergency

there is a record of all Visitor/Contractors and their location to assist in an evacuation if required.

2 SCOPE

Intended for use by CIAL Facilities Services Staff, every contractor, consultant and sub-contractor

(including employees of every contractor, consultant and sub-contractor) who carry out work on

the CIAL Site.

3 CONTINUOUS IMPROVEMENT

It is the policy of CIAL Facilities Services to continually improve (for example as needs or

technology changes). This then creates an ongoing need to make alterations to this document. The

reader must ensure that the current version is being used.

To assist CIAL Facilities Services to continually improve, please advise the Manager Airport

Facilities if there is something in this document that is missing or that can be improved upon.

5 DEFINITIONS (CIAL TERMANOLOGY)

Security Areas – These are sections of the Airport that are within the designated security

boundaries which includes parts of the International and Domestic Terminal Buildings beyond

the Security Screening Points, as well as all areas within the perimeter fence line, including

Apron Manoeuvring areas, taxiways, & Runways (Refer Drawings).

Restricted Areas – International Arrivals Hall (NZ Customs controlled). All areas other than

the security areas where the general public do not have right of access.

Landside Areas – These are areas where the general public can access.

8 PROCEDURE

8.1 ACCESS TO SECURITY AREAS

Any person requiring access to the security area must obtain and display on the outer garment an

Airport Identity Card (temporary or permanent) after completing the necessary documentation by

AVSEC.

That person must have also attended an induction / security awareness training course from CIAL

or be accompanied by a permanent ID card holder who has completed the training course.

The Airport ID cards only permitted use, is to gain access to or remain in the security / restricted

areas for the purpose of the duties to be performed.

The Airport ID cards remain the property of AVSEC and must be returned at the completion of the

job / visit.

8.1.1 TEMPORARY AIRPORT IDENTITY CARD REQUIREMENTS

A temporary self-expiring Airport ID card will be issued initially for a maximum period of seven

days, renewable to a maximum period of 2 weeks. If access is required for a longer period of

time an AVSEC Airport ID card application form must be completed and a temporary self

expiring Airport ID card will be issued in the interim.

Before a temporary Airport ID card is issued, a positive form of identification must be

presented to AVSEC. The preferred ID is a Drivers Licence.

A permanent Airport ID card holder must accompany the person requesting a temporary

Airport ID card.

All temporary Airport ID card holders shall be escorted to and from the designated place of

work by a holder of a permanent Airport ID.

The temporary Airport ID card holder must remain in that place of work, the permanent card

holder is not required to remain at the place of work. Note: If access is required for a period

of less than one day a daily self expiring Airport ID card is available at the AVSEC screening

points in the Terminal Building. All other requests for Airport ID cards are to be made at the

AVSEC Administration Office. A Permanent Airport ID card holder must accompany the person

requesting access to the security areas.

8.1.2 PERMANENT AIRPORT IDENTITY CARD REQUIREMENTS

A permanent Airport ID Card will be issued after the appropriate AVSEC application form

requesting a permanent Airport ID has been completed. This form requires an approval

signature from the Manager Airport Facilities and an AVSEC security check. This process

usually requires 14 days to complete.

A permanent Airport ID is issued for a maximum period of 3 years.

8.1.3 USE OF LIFT 2 INTERNATIONAL TERMINAL BUILDING

Lift 2 services the International Terminal Building Basement area to Plantroom R4 landing

through to the Ground Floor NZ Customs restricted area and the First Floor AVSEC Security

area.

Staff, visitors and contractors may use this service lift to gain access to Plantroom R4 or the

basement at anytime.

Access to the first floor security area using Lift 2 is restricted to when this area is not in the

“secure mode”. At all other times access is via the AVSEC screening point. No exceptions.

Access to the Ground Floor NZ Customs controlled area is permitted when the International

Arrivals hall is not in use. Access at any other time see section titled “Access to Restricted

Areas”.

8.2 ACCESS TO RESTRICTED AREAS

Any person wanting access to the Terminal Building Restricted areas must ensure that appropriate

approval has been granted and have obtained and Airport ID card or CIAL Visitors Pass.

8.2.1 NZ CUSTOMS RESTRICTED AREA

To access NZ Customs controlled area (International Arrivals Hall) contact Stu Lumsden, Ph:

358-0611, or extn 34611 or one of the NZ Customs Team Leaders.

Staff, contractors, and visitors moving through the NZ Customs Primary Immigration lines

during passenger processing are requested to stop at a Customs Kiosk and present their

Airport ID / CIAL Visitor Pass before proceeding.

Access to NZ Customs / MAF search area is prohibited during passenger processing except for

in an emergency. In the event access is required prior permission from Stu Lumsden or an NZ

Customs Team Leader must be obtained.

8.2.2 CIAL RESTRICTED AREAS

To access CIAL restricted areas, contractors / visitors are required to display an Airport ID

card or CIAL Visitors Pass unless accompanied by a permanent Airport ID card holder at all

times.

8.3 TENANTED / LEASED AREAS

For access to tenanted areas located inside the AVSEC controlled security area or NZ Customs

restricted area, the requirements of the section titled “Access to Security Areas” or the section

titled “Access to Restricted Areas” still apply. For all other tenanted / leased areas, it is up to the

individual tenant / leasee to manage their visitors / contractors.

8.4 VISITOR PASS REGISTER

CIAL Facilities Services has implemented a Visitor Control Pass system to control all visitors /

contractors requiring access to “Restricted and Landside” areas of the Airport except for common

public areas.

8.4.1 VISITOR PASS BOOK LOCATIONS

There are two register locations for this system:

CIAL Facilities Services Reception, 818 Wairakei Road

CIAL Customer Services Reception, First Floor Domestic Terminal Building.

Visitors/contractors requiring access to CIAL areas within the Terminal Building are to report to

CIAL Customer Services Reception. All other visitors / contractors requiring access to CIAL’s

owned lands and buildings, will report to CIAL Facilities Services Reception.

8.4.2 ISSUING A VISITOR PASS

CIAL staff issuing Visitor Passes must obtain and record in the register the following information

from the Visitor / Contractor and this information is to be verified. Access shall be denied if the

information is incorrect or not forthcoming.

1. The name of each person requesting the pass.

2. The organisation they work for, or represent.

3. The name of the CIAL contact person. The visitor must demonstrate a legitimate reason

to have access to CIAL controlled areas. Phone the person concerned and advise them

their Visitor/Contractor has arrived.

4. Ascertain the nature and/or location of their visit.

5. Verify the identity of the person requiring the access if unknown to you. Ask for their

drivers license or some other form of identification.

6. Make sure the contractor / visitor reads the “Rules for Visitors” and understands them

before signing the Register.

7. Advise the Visitor/Contractor the Visitor Pass is valid for that day only. At the end of the

working day or when they are ready to depart from the Airport, he or she must return

the access cards and keys issued to them and sign off the Visitors Register. If continued

access is required after hours, the return of the access cards and keys can be made at

the Pier Help Desk. The “sign off” of the Visitors Register can be completed by customer

Services Duty Supervisor on advice from the Pier Help Desk.

8. Visitors/Contractors requesting vehicle parking near the Terminal Building area must

make the necessary arrangements with Airport Customer Services as to where they can

leave the vehicle without incurring an infringement notice.

8.5 SAFETY SECURITY

Contractors / Visitors must receive a safety / security briefing relevant to the area they are working

in (Use Training Check Sheet).

8.6 BREACHES OF SECURITY REQUIREMENTS

Breaches of security requirements are treated seriously by CIAL and the Aviation Security Service.

Consequential action may include permanent forfeiture of an Airport ID card and / or a fine of up to

$2000 to the individual (who is personally responsible for payment).
