AKRON METROPOLITAN HOUSING AUTHORITY

Job Title: Executive DirectorReports to: Board of TrusteesDepartment: ExecutiveDate: DRAFT 2/12/18FLSA Status: Exempt

General Purpose:

The primary purpose of this position is to provide leadership, vision, direction and resources in order to ensure that the mission of the Akron Metropolitan Housing Authority (“AMHA” or “Agency”) is achieved through the collective efforts of the Agency’s employees. This position is directly responsible to the Board of Trustees for the overall administration and management of the Agency, including the execution and implementation of policies and procedures as established by the Board and the U.S. Department of Housing and Urban Development and a variety of other legal and regulatory requirements that are applicable to a public agency and other corporate structures controlled by the authority.

Duties & Responsibilities: The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required. Other duties may be assigned.

Oversees the programs and activities of all Agency staff; ensures that Agency objectives are met through the coordinated efforts of personnel; sets clear expectations and goals, provides timely feedback, and coaches senior management and department heads on a timely basis; ensures that staff understands and meets or exceeds various measures required for compliance such as the Section Eight Management Assessment Program (“SEMAP”) and the Public Housing Assessment Program (“PHAS”); provides appropriate training for staff members, and ensures that staff has appropriate training, tools and resources to achieve their objectives; ensures that positions are filled with individuals who meet the skills, abilities, experience levels and competencies required by the position; ensures that staff work activities and management actions are in compliance with applicable union contracts; ensures that employees are trained in and follow appropriate safe work practices at all times.

Establishes organizational goals, plans and strategies in order to achieve the Agency’s mission; ensures that activities, initiatives and expenditures support the mission of the Agency; prioritizes agency activities in consideration and involvement of Board, staff and resident input; ensures program, administrative and customer service goals and expectations are clearly and consistently communicated to staff members, the Board of Trustees and residents.

Provides leadership and direction to the development and implementation of the agency strategic plan and other related planning initiatives often involving outside organizations.

Ensures compliance with applicable laws and regulations; maintains knowledge of applicable laws and regulations, and ensures those with a need to know within the Agency are appropriately knowledgeable of laws, regulations and the impact of changes in such laws and regulations. Communicates and coordinates with the Department of Housing and Urban Development about program compliance, budgets and programs and services for AMHA and its clients.

Provides public relations and conducts community relations activities in order to promote AMHA’s mission and goals; ensures that AMHA maintains a positive reputation in the community, and that the community is aware of AMHA’s services; responds accurately and promptly to media inquiries; maintains a positive relationship with the media. Serves on community boards and builds partnerships with community groups, service providers and other public agencies. Establishes and maintains communications with local, state and federal elected officials.

Establishes cooperative working relationship with local government leadership, resident groups, the education and health sectors and area non-profits that may be helpful in accomplishing the public mission of the agency and addressing quality of life issues of residents/participants.

Maintains current knowledge of new programs, best practices and available resources with regard to housing programs and real estate development; participates in professional organizations and seminars, reads industry literature, networks with peers at other housing authorities, and solicits suggestions from staff members.

Miscellaneous:o Devotes appropriate attention to AMHA strategic plan, other action plans and objectives as

assigned, ensuring that such goals are met or exceeded and that subordinates, as appropriate, are cognizant of such goals and contribute to achieving them.

o Maintains a record of acceptable attendance and punctuality.o Performs other duties as assigned.

Demonstrated ability in executive leadership; demonstrated proficiency with the principles of organizational management, personnel administration and supervision; demonstrated adherence to the highest professional ethics; extensive knowledge of HUD regulations and housing management as well as real estate development, landlord/tenant laws, economics, finance and risk management; knowledge of project management principles and practices; knowledge of Low Income Housing Tax Credit (“LIHTC”) regulations; financial management

skills; extensive understanding of Agency strategic goals and structure; skills in public speaking and presentations; familiarity with Authority employment policies and union agreements; skills in multi-tasking, prioritization and problem resolution.

Education, Experience and Certifications:

Master’s degree in an appropriate field is preferred, such as a Master’s of Public Administration, business administration and a minimum of five (5) years experience in an upper management level position of leadership at a public housing authority or other public sector entity or an equivalent combination of education and experience. Prior experience in the supervision and delivery of services to low income population is required. Must possess a valid Ohio driver’s license and be insurable under Agency policies.

Computer Skills:

To perform this job successfully, an individual should have knowledge of database, e-mail, use of internet, spreadsheet and word processing software. Must be able to learn other computer software programs as required by assigned tasks.

Physical Requirements: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:

While performing the duties of this job, the employee is frequently required to maintain a stationary position, operate a computer, move about the office, attend onsite and offsite meetings, and communicate. The employee must be able to accurately exchange information in person, in writing and via e-mail and telephone. The employee must occasionally transport up to 10 pounds.

Working Conditions: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job:

Office environment. Employee may be exposed to outdoor weather conditions while visiting construction sites and AMHA properties. Travel and work on weekends and/or after normal business hours are required. Moderate noise level.
