ALERT – An Overview
ALERT is a non profit organization that aims to spread awareness about wellness in the society. A first of
its kind in Chennai in very many aspects, it has been started by a group of young, spirited and service
minded professionals who share a vibe in terms of envisioning a society that is fully laden with
awareness along with compassion. As a first step towards this journey towards wellness, ALERT has
undertaken Golden Hour Care and Emergency Response management as its first and core project.
Through this project ALERT aims to train various sections of the society in emergency response. This
program is being taken to corporates, educational institutions and other social bodies. The end
beneficiary would be none other the common man in our society which includes you and me. It is our
aim to increase the sensitivity backed by knowledge to handle the situation with support from the man
at the vicinity, the medical, enforcement and the legal fraternity, when a life is in danger due to an
emergency. Our aim is to ensure that at least one member in each family to be trained in emergency
care. The mission is totally free from any commercial motive. ALERT functions with the only aim of
achieving a medically aware, socially conscious and a friendly society around us. The curriculum has
been jointly developed and approved by the Indian Medical Association (IMA). Also, to know more

We have currently trained close to 15000 people but are on a constant endeavour to achieve the goal
that Dr APJ Abdul Kalam has given is i.e., - "Train atleast one in every family". The group has been
fortunate to have a patron in a visionary such as Dr APJ Abdul Kalam.
A Typical Workshop
This training programme aims to generate awareness and provide training in handling an emergency
situation. A typical session would last for about four hours with some dedicated time for hands on
experience. The topics that get addressed in the training session are as follows –
Inhibitions to render assistance during an emergency
Chain of Survival
Basic Life Support Principles.
ABC of basic life support
Common Medical Emergencies - Bleeding (external and internal), Fainting, Fractures, Seizures,
Choking, Burns, venomous stings and bites etc.
CPR – Cardio Pulmonary Resuscitation
A brief about the 108 ambulance service with its benefits and other emergency numbers
A live demonstration of the 108 ambulance (wherever possible)

The activities and milestones presented in this document are strictly between the period January 2011
to December 2011.
ALERT Milestones
Year 2011 was significant for it marked the fact that ALERT completed 5 years in service to the cause of
bettering the emergency care eco system in our society. Completely driven by volunteerism, we thank
all core members, advisors, volunteers, donors, stakeholders of the emergency care system and every
single individual and organization that has supported us in this journey.
Following are some of the significant milestones for ALERT achieved during the period Jan 2011 to Dec
2011
Conducted 52 workshops during this period – With most of the available time being
weekends, 52 workshops have been conducted spanning 54 weekends.
Invited by the State Transport department for the second consecutive year to be a part of
and conduct workshops at the RTO (Regional Transport Offices) as part of Road Safety Week
campaign.
ALERT continues to be acknowledged as ‘Trusted Partners’ by EMRI who operate 108 in
Chennai in recognition of a non-biased support provided to them by ALERT with a motive to
better the emergency care scenario in our society. Demonstration of 108 ambulances in
workshops became a routine affair.
ALERT was invited for the 4th consecutive year to conduct its workshops as the main
programme to the students of the bio technology department of SASTRA University, Tanjore
during their technical symposium event that is hosted by them each year.
ALERT was invited by the Chennai City traffic police department to train the traffic constable
in golden hour care. A 3 day programme was specifically designed for the purpose which
catered to theoretical, practical and experiential learning for the traffic constables.
As planned in year 2010, the Computer based training programme in Golden Hour care was
completed in 2011. The phase 1 contained one 1.5 hour CD.
The 5th year commemoration was held at the Raj Bhavan, Chennai during which His
Excellency, the Governor of Tamilnadu, Dr. K Rosaiah launched the CD titled – The ALERT
Being – for the benefit of the public.
During the 5th year commemoration function, ALERT also moderated a panel discussion on
“Making Emergency care work better – A holistic approach” wherein key decision makers of
the stakeholders of emergency care eco system namely, judiciary, enforcement, traffic
planning cell, ambulance system, hospital and insurance were on the panel. An action point
sheet out of the panel discussion was then submitted to His Excellency and ALERT is
constantly in an endeavor to chase the agreed action items to closure.

The ALERT Being – A computer based training programme in Golden Hour Care and Emergency Care
ALERT produced and designed a CD on computer based training programmes with two objectives –
To bring in consistency in the course disseminated which can also be a self learning tool
structured audiences like schools, colleges and corporate.
To reduce dependency on the need for trainers and move into a model of facilitator based
programmes.
Presented here are some snapshots of the contents of the CD.

A two hour panel discussion was held at the Darbar hall, Raj Bhavan Chennai. The platform was created
with a vision by ALERT, to bring in synergies amongst the various stakeholders of the emergency care
eco system. The discussion was in detail with key decision makers on the panel bringing out aspects
related to their respective areas of authority. Legal provisions available in Indian Law that helps a Good
Samaritan helping a victim on the road was brought out effectively. The panel members were candid
and took to reality with a clear intention of wanting to better the system to save a life. In an effort to
synergize the individual islands of excellence in the emergency care eco system, ALERT submitted a
report on actions agreed upon by each of the panel members to His Excellency. ALERT constantly follows
up on the action items to closure.

It is significant to note that the Darbar hall has been a host and witness to only state functions
predominantly and for the first time, with the due permission of His Excellency, such an event was
permitted at the Raj Bhavan purely owing to good intention behind the cause. His Excellency, The

Events in Immediate Future
Workshops out of Chennai.
There have been a number of requests for ALERT workshops to be held at districts outside of Chennai
and in the coming year, ALERT would be looking at doing more such workshops.
Organize larger events to scale awareness levels
ALERT would look for opportunities to scale the awareness programmes to a larger scale to get more
youngsters into the training workshops.
Challenges
Funds - Need to work on a regular flow of fund in taking lot many projects to scale and reach out
to more people.
Volunteers - Volunteer base needs to be strengthened
Right to Emergency Care –
Following the action items agreed in the panel discussion, ALERT would follow through with each
stakeholder and also knock on new doors involving the medical, legal, enforcement and state authorities
to ensure that no person in an emergency is turned away in hospitals without atleast providing
stabilization. This is a long drawn process and a vision of ALERT and the journey so far, gives the
necessary confidence that it is possible in our country with stronger pursuit.

ADDRESS BY HIS EXCELLENCY DR.K.ROSAIAH, GOVERNOR OF TAMIL NADU AT THE
LAUNCHING OF CD-CBT PROGRAMME IN GOLDEN HOUR CARE & EMERGENCY RESPONSE OF
ALERT AT RAJ BHAVAN, CHENNAI ON 12.11.2011 AT 6.00 P.M.
At the outset, I congratulate ALERT for bringing out the CD. It is a great pleasure to release the CD-
“The Alert Being” – a computer based training programme for “Golden Hour Care and Emergency
Response” and address the distinguished gathering here this evening. It is timely. This throws much
light and lays emphasis on the need for each one of us to have basic knowledge on emergency care
management. Looking at the value of life, it is necessary for us to prevent the loss of life and explore
all avenues to sensitize people and train them on First Aid and Emergency response at the time of an
accident. I am sure that this CD will have a significant impact in saving lives and in building an
awareness and alert society. There is an alarming increase in road accidents. Statistics reveal that in
India 1.33 lakh lives were lost due to accidents last year. This is an increase of 5.5 % over 2009,
which had 1.26 lakh deaths. Datas show that during the decade 2000-2010 there was an increase of
50% in accidental deaths in the year 2010 when compared to the year 2000.
Tamil Nadu is second in the highest registered number of vehicles next to Maharashtra in our country.
The highest number of accidents i.e. 15,409 was reported in Tamil Nadu followed by Andhra Pradesh
with 15,337 in the year 2010. We need joint and concerted efforts from all quarters to minimize and
prevent the cause of accidents. The traffic rules should be strictly enforced. Violation of traffic rules,
unruly driving and drunken driving should be severely punished and driving licenses should be
cancelled. Creation of a road sense among the public is the need of the hour. We often race with
time. The habit of planning travel ahead, adhering to traffic rules should be cultivated among the
people.
I am told that, Tamil Nadu accounted for 11.5% road accident deaths in the year 2010 and it is 10.5%
in Andhra Pradesh. The increasing fatalities caution us to enhance our knowledge on medical
emergency care and the need for prime attention at the Golden Hour. We need to impart skills and
knowledge among the public to offer assistance to road accident victims. A mindset to overcome fear,

anxiety and to handle the situation with ease without tension should be cultivated.
I am happy to note that in line with the goals set by former President Dr.Abdul Kalam, ALERT has
trained over 15,000 people till date. The initiatives taken by ALERT to train people on Golden Hour
Care and Emergency Management deserve appreciation.
There is no wealth but life said John Ruskin. We owe a moral responsibility to do everything possible to
save a human life. Initiatives like that of ALERT need to rapidly grow and spread to other NGOs. The
process of creating awareness and skill needs to be accelerated. Integration of subjects on basic life
support, First aid, health care into school curriculum should be brought in. I congratulate ALERT for
bringing CD in Tamil and English. It should be brought in other languages also. ALERT should have a
tie up with the electronic media to telecast them in their prime time repeatedly to sensitize people on
First aid and Emergency care.
Road users, auto drivers, transport authorities, traffic police, traders, businessmen, entrepreneurs,
housewives, staff in public and private offices must have access to such training. Increase in more
number of skilled and compassionate people would enable to handle accident victims effectively in
time. Support and consented efforts from the people, voluntary organizations in close coordination
with the Government and police is required to minimize the road accidents and to save the life at the
Golden Hour. The fear of being implied as a witness for a road accident case should be removed from
the minds of the people. The police should also ensure that unnecessarily the first responders are not
dragged on to enquiries. Hospitals should not delay or be hesitant to admit accident victims or provide
first aid to them.
It is imperative that the priorities and goals of all these systems must be aligned to a single cause that
of saving a life first. I am told that one of the projects that ALERT is currently pursuing is to make
emergency medical care a fundamental right. I am happy that a panel discussion has taken place this
evening involving various stakeholders of the medical emergency system.
All departments, agencies and organizations should come forward to play proactive role in collectively
providing efficient medical care during emergencies. More such productive discussions and
consultations are needed. We have to formulate strategies and should work with a mission to train a
man and a woman in every household.
I convey my warm felicitations to the members of ALERT and to all the panelists. I wish ALERT all
