On behalf of the chapter officers, directors, and committee chairmen I want to extend an invita-tion to all members to participate in what I believe will be a very inter-esting and informative Chapter year.
As we return from our summer vacations and get back to our fall meeting schedule, we begin the year with a "Round Table Discussion". These sessions provide an opportunity for members in all areas of our organization to participate and take home practical information which can be immediately put to use.
Attending the Chapter meetings is probably one of the best ways to enjoy the benefits of AFS membership. I hope to see you there!

BEFORE HISTORIAN'S TIME
Many years ago the foundrymen wanted to have the second Friday evening as their meeting time at the Engineers Club on Spruce Street in Philadephia. They had as a competi-tor for that evening, the Electrical Society.
The Engineers Club decided to see which society would spend the most money per meeting. You know who were the big spenders? The foundry-men's bar bill was far, far greater than the Electrical's Society.
The second Friday night of each month was Philadelphia Foundrymen's evening for many years.

AFS is conducting an every member get a member campaign, and your help is needed. Personal contact by you to your colleagues about the benefits offered by AFS can make the difference.

CHAIRMAN'S MESSAGE
While the improving economy has lessened the burden - facing many of our members, there are still serious problems we must face if AFS is to remain a strong organization and continue to serve our industry.
One significant problem has always been how to attract new people into our industry. A long-standing program on the national level of providing scholarships to individuals pursuing a foundry career has been offered by the Foundry Educational Foundation (FEF).
Likewise, the Phila. Chapter has established its own Scholarship Program, which provides scholarships to students with closer ties to the Phila. Chapter Area.
This year there will be 6 schol-arships awarded by our Chapter. They will be presented during the November Chapter meeting. Following the awards, the CMI educational program will be explained.
I urge all members to attend this meeting, both to support and encour-age our scholarship recipients to learn more about the educational opportunities offered by CMI. I look forward to seeing you there.

FOUNDRY PATTERNS OF WOOD
On April 7, 1930, the U.S. Dept. of Commerce 'Bureau of Standards issued a Commercial Standard CS19-30 entitled "Foundry Patterns of Wood." This standard was sponsored by AFS and accepted by 14 technical associa-tions, 445 companies and 5 govern-mental agencies. The basis of the standard was to unify the color coding of pattern equipment. The following comprised the standard:
"All foundry patterns and core boxes of wood construction shall be painted in accordance with the following practice.
a) Surfaces to be left unfinished are to be painted black.
b) Surfaces to be machined are to be painted red.
c) Seats of & for loose pieces are to be marked by red stripes on a yellow background. d) Core prints & seats for loose
core prints are to be painted yellow. e) Stop-offs are to be indicated by
diagonal black strips on a yellow base.
Some variations in shades of above colors are permissible within reasonable limitations. The colors may be obtained by mixing suitable inexpensive pigments with varnish or shellac to product the type of coat-ing desired."
Work on this standard began in 1920 at the request of the American Society For Testing Materials (ASTM), It can be seen that most of this standard has withstood the test of time and is still used 50+ years later.
The Commerce Dept. was apparent-1y trying to unify many industry practices at the time under the motto "Elimination of Waste Through Simpli-fied Commercial Practice." The Foundry Patterns Of Wood standard was one of 22 when it was issued. Other standards ranged from men's pajamas to diamond-core drill fittings to hickory golf shafts.

It is not too early to start thinking about applications for a Phila. Chapter Scholarship. Applica-tion blanks can be obtained from the Chapter office and must be returned by June 1st for consideration.
Applicants for a Phila. Chapter AFS scholarship must be students entering the Junior or Senior year of educa-tion at an accredited university and pursuing a B.S. degree in an engine-ering field. One of the following qualifications must also be met by the applicant:
a) a student attending a univer-sity within the Phila. Chapter area;
b) a student who is a child of a Phila. Chapter AFS member attending a university anywhere; or
c) a student who is a child of an employee of a Phila. Chapter APS company member attending a university anywhere.

AES HISTORY
The center sheet of this news-letter is a history article which is worth a few minutes to read and reflect on, not so much because of the particular subject dealt with but rather from the positions taken. Keep in mind that it is a history article and not an editorial. The foundry industry has certainly come a long way in 53 years - in some respects.

"ONE CANNOT ALWAYS BE RIGHT"
A very large folder in the Philadelphia Chapter's history records is certainly a testimonial to the fact that an entire industry can go off on a wrong tangent. The folder dates from 1932 and addresses a confidential study performed by the National Safety Council and the U.S. Public Health Services. The study was entitled "Pressure Blasting in the Cleaning of Castings" and looked at the silica hazard of air pressure abrasive blasting.
The entire report was a one hundred-plus page document which apparently covered two years of research. The methodology of the investigation included plant surveys, dust sampling and analysis, particle size measurement of dusts, ventilation observations and studies and experimental positive pressure helmet studies. Reference is made to work predating the report by twenty years (1910) that the inhalation of silica dust could be the basis for a serious health hazard.
Opponents to the publication of this report in the foundry industry recognized the broad implications of the findings and recommendations of the report. A general industry committee of executive officers of the following national organizations was formed: American Foundrymen's Association, National Founders' Association, Steel Founders' Society of America, Gray Iron Insti-tute, Malleable Iron Research Institute, and Foundry Equipment Manu-facturer's Association. In a twenty-one page rebuttal issued on September 3, 1932, the committee vehemently opposed the publication of the report by the National Safety Council. The objections ranged from the very title of the report to the "lack of consideration" such a report would' have on the public. "The widespread confusion prevailing among physicians, lawyers, the courts, and to some extent the general public, will be increased rather than diminished by the publication of this proposed report."
The only technical objection by the general industry committee was based on the feeling that dust counts were not a reliable measure of a health hazard and that health standards would fluctuate. "These associations believe that this report should not be published until the technical committee may show that past history with respect to dust counts will not be repeated, and

present methods may not give way to markedly different ones in the future, and possibly the near future."
The Philadelphia area foundrymen were even more pointed in their attacks on the report. "This report is vicious as it emphasizes the dangers of inhaling Silica Dust, and goes so far as to state the dust in excess of six million particles of sizes 10 microns or smaller is connected with a health hazard. A dust count in any foundry is seldom less than six million particles."
"Should this report be broadcasted, and forgetting the sandblast operation by going to pickling or other methods, it is hardly possible to operate a foundry without use of sand, and nearly all sand has a silca content of 90% or more. The report, therefore, focuses the attention of silica dust present in foundries, and dust not possible to control." "The report is full of facts which sharp shooting shyster lawyers will greet with open arms, with the result that civil suits to an enormous amount will be filed to an already overburdened industry, and furthermore will invite legislation adding aiditional burdens."
A failing of the Chapter's file with all of its detailed information is that it did not give an ending to the story. No mention is made as to whether the report was ever made public.

As can be seen by the front page of our newsletter, we are deviating somewhat from our traditional Techni-cal Meeting to deal with a most important topic to American foundry-men - THE FUTURE.
Throughout history, foundrymen have been at the forefront of politi-cal activities. For instance, seven foundrymen were among the signers of the Declaration of Independence. Foundrymen contributed money, guns, shot, and manpower to the Revolution. This activity has continued to the present day, with foundrymen playing significant roles in the shaping of our nation's history.
So it should come as no surprise that the foundry industry is active today, working on all fronts to serve its future. Of the areas where foundries are active, one of the most important is our nation's capitol. At our March meeting, we can learn first hand of the programs being developed and proposed to continue our industry's viability.
Please join us for what is expected to be a most informative meeting.

THE FOUNDRY INDUSTRY - THEN AND NOW
While primitive foundry methods date back as far as 3,000 B.C., the first blast furnace was not built in America until 1622. The venture was short-lived, however, as prior to start-up the place was burned to the ground by Indians, and the people massacred. But foundrymen are persistent by nature, and 20 years later, near the town of Lynn, Massachusetts, the first foundry was successfully started. At this foundry, Master Molder Jenks received the first patent issued, coined the first currency and made the first fire-fighting equipment. In 1724, Augustine Washington built his first foundry in Maryland. By 1750, he had eight operating plants and a son named George, who later would become famous.
Eastern Pennsylvania in 1750 had several iron plantations. Typical of these would be the Hopewell Village, started by the Bird family . . . 10,000 acres, a supply of iron ore and plenty of forest for wood to make charcoal. People lived, worked and died without ever leaving the grounds. Incidentally, young Mr. Bird equipped and led a company of 300 men to fight in the Revolution. He eventually lost everything, as he had lent the government huge sums of money which was never repaid.
While the trigger to the Revolution is generally regarded as the stamp tax on tea and taxation without representation, there were other fundamental reasons as well. In 1750, the English Parliment passed a law that all pig iron made in American could be shipped only to England! Colonial foundrymen ignored this law, which caused them to be continually harassed. It also led most colonial foundry-men to eagerly join and support the Revolution, not only with money, guns, shot and manpower, but with involvement in government. In fact, seven foundrymen were signers of the Declaration of Independ-ence. Some of the names of distinction from the Revolution you may recognize were Nathaniel Greene, Ethan Allen, Lord Sterling and Paul Revere.
Certainly you could continue to list interesting facts through-out our nation's history concerning the roll foundries have played. If one were to do so, you probably would find foundries and foundry-men playing a significant role in all major events.
What started as a five-man shop has grown into an indusry employing (pre-recession) over 400,000 production workers. Whether it is energy, mass transportation, productivity improvement or national defense, castings are involved. The range of products cast staggers the imagination. No item fashioned by contemporary man is more simple or basic than a frying pan or more vital than a human heart valve - both produced in foundries.

Foundry products are used in every segment of our economy. They become components of such diverse equipment and facilities as military hardware, ships, oil and gas exploratory equipment, production, processing, and distribution facilities, electrical power generation and distribution systems, mining machinery, railway equipment, automobile and truck engines and transmissions drive train components.
Foundrymen today, as in the past, are not content to sit back and watch while the world changes. Whether it be on the political scene fighting for fair trade laws, in laboratories looking for ways to improve their product, or on the shop floor seeking to better satisfy customer demands, foundrymen have assumed a leadership role. As a result, we believe that everyone should take pride in our industry's past accomplishments and strive to make its future place in our history even more outstanding.

Currently, there is much discus-sion among the orticers and airectors or your Chapter as to how we can make your membership more meaningful.
Officers and directors can, and have done much to make participation attractive. For instance, our pro-grams have been excellent: on April 11, 1985 we are offering an educa-tional seminar at minimal cost, we have an ongoing scholarship program, and once or twice a year (December and/or June) we have programs which are somewhat less technical, where members can enjoy socializing with friends in the industry.
Still, our members are decreas-ing, attracting officers and direct-ors has become a task rather than a pleasure, attendance at meetings is declining, and a general sense of apathy seems to prevade our ranks. The officers and directors are extremely concerned about the tuture or your Chapter. Listed below are some ideas which nave been mentioned tu increase particioation oy members:
1) Underwrite cost ot educational seminars
2) Purchase and distribute (free) technical literature from AFS to all members attending monthly meetings
3) Sponser CMI courses and under-write a portion of cost for Phildel-phia Chapter members
4) Move the meeting to different locations within the Chapter through-out the year.
5) Change the meeting night
I encourage you to submit more iaeas and make your tee.Lings known on the ideas listed above.

At the March AFS Philadephia Chapter meeting, U.S. Senator Arlen Specter's Legislative Director relayed a discouraging finding: of the thousands of constituent letters received by Senator Specter last year, not one could be identified as originating from a foundry or as written on behalf of the metalcasting industry. This sad commentary on the level of civic commitment from the nation's second largest foundry state must be reversed.
The 99th Congress already is beginning to tackle issues of importance to our industry. Many more are expected to be addressed before the end of the session: tax revisions, Superfund re-authoriza-tion, unfair-trade remedies, amendments to the Resource Conservation & Recovery Act, and more.
To ensure tnat our tederal elected otticials nave the benefit of our opinions and expertise as these questions are debatea, let's make a point or snaring our views on matters attecting our livelihood. Without our input, the Members of Congress will be handicapped in assessing what position would be in the best interests of their constituents and nation.
