Ensuring Student Literacy by the

End of 3rd Grade

In March, 2010, the General Assembly passed House Bill 1367 and Governor

Daniels signed it into PL 109, which will result in groundbreaking efforts in

Indiana to ensure that students read proficiently before moving on to 4th

grade.

Elementary Reading Plan

Pursuant to regulations the IDOE and the State Board of Education promulgated,

all schools are required to annually submit an Elementary Reading Plan,

which supports scientific-based reading research and instruction.

The June 2011 submission of the Elementary Reading Plan will accurately depict current reading practices in your

school.

Elementary Reading Plans need to be submitted by June 30, 2011.

• Login  to https://dc.doe.state.in.us/DOEOnline/login.aspx• Use either Corp/PIN or School/PIN assigned by IDOE in the

username and password • On the left hand side locate and click on the Elementary

Reading Plan- Reading Plan tab.• Select your elementary school name from the list

provided.• Please follow the instructions on each page in order to

submit your plan. • Use preview summary to print and edit the contents of the

plan.• Re-submit the plan if edits or corrections are needed when

all sections are complete.

Timeline for Development of the Elementary Reading Plan:

• June 30, 2011: Submission of reading plan due to IDOE to report a snapshot of current practices

• 2011-2012 school year: Careful analysis of current practices aligned with K-6 Reading Framework

• June 30, 2012: Submission of reading plan due to IDOE depicting a “plan” for scientifically-based reading instruction based on the K-6 Reading Framework

• 2012-2013 school year: Implementation of plan aligned with K-6 Reading Framework
