A designated facilitator of New York’s Preferred Source Program, New York State Industries for the Disabled, Inc.’s (NYSID’s) mission is to advance employment and other opportunities for individuals with disabilities.

I could not be more proud and inspired to have the honor to lead anorganization like NYSID.

A job can change everything: the way you view yourself, yourcapabilities, and your fit and impact on the world around you. I firmlybelieve that those who want to work should be given the opportunityto do so to achieve a significantly better quality of life.

According to current labor statistics, individuals with disabilities in New York State are experiencing an employment crisis. An individual witha disability is twice as likely to live in poverty and three times as likely tobe homeless. Working together, we can remove obstacles and lowerboundaries, so that the focus is rightly on workforce opportunities.

NYSID’s Member Agencies and Corporate Partners and the individualsthey employ are our single most important resource to attaining morejobs. They are proof of the incalculable value of what we can providethrough the NYS Preferred Source Program.

As a first course of business, I met with the organizations who provideoversight to NYSID. The spirit of collaboration and shared goals of theState Education Department and Office of General Services are palpable.Their willingness to guide NYSID in uncovering meaningful work oppor-tunities that will chip away at the 67% unemployment rate for individualswith disabilities in New York State is most appreciated.

I look forward to working in unison with all stakeholders, especiallyour Member Agencies and Corporate Partners, in implementing themutual goals of maintaining current jobs and discovering newopportunities for all who look to the Preferred Source Program forgainful employment.

The Preferred Source Program was created nearly 45 years ago inNew York State to empower individuals with disabilities through employment. As a recognized job generator for the program, NYSIDexperienced steady growth throughout the years, but peak employ-ment rates have flat-lined.

The Board of Directors recognized the need to pivot to effectuatechange and selected Maureen O’Brien to succeed as the first femalePresident and CEO in September 2018. In just a few short months shehas proven to be an appropriate and compelling choice for the position.

Maureen’s strong background in both business and the not-for-profit sector, along with her governmental affairs experience andpassion for the mission, will serve NYSID well in its path forward. Herunique perspective as a parent of a child with a disability is respectedand appreciated.

As someone who has worked closely with NYSID for 35 years, andmost recently serves as its Board Chair, I look forward to a renewedmomentum that impacts the employability of people with disabilitiesfirst, last and always.

A job canchange eMaureen O’Brien toured the Center for Disability Services in September 2018 and learned how these mail fulfillmentworkers process up to 250,000 pieces of mail daily.

In their own words, individuals with disabilities give voice to the employment impact of New York’s Preferred SourceProgram: economic stability, personal satisfaction and independence. The more than 6,000 New Yorkers who annuallywork on NYSID contracts depend on the program’s continuation and new workforce opportunities to realize theiremployment dreams.

Throughout Fiscal Year 2018, NYSID worked alongside its Member Agencies and Corporate Partners to create andstrengthen those opportunities:

• The newest NYS Department of Transportation Welcome Center opened in September 2018 on I-87 North in Queensbury, with a 24/7 team of 13 individuals from Second Chance Opportunities providing janitorial,groundskeeping and lawn maintenance, and snow removal services. The Adirondack Welcome Center is an important addition to the DOT’s support of business and leisure travel across New York, as well as a job generator for workers with disabilities.

• Arc Herkimer continues to expand its facility-based job opportunities by providing life-saving products for lawenforcement personnel in New York and beyond, including various bleeding-control kits. This past year, newitems introduced to the Herkimer Industries production center created three additional jobs, with more productsin sight for this niche market.

• The NYS Procurement Council approved NYSID for three additional temporary personnel categories: trans -portation field workers, test monitors and proctors, and bindery workers, strengthening a large, longstandingcontract with the Metropolitan Transit Authority in New York City. At this contract’s peak period, more than 250 Goodwill Industries/Goodtemps individuals may be employed in these positions, which provides for approximately $3.5 million in annual wages and 254,000 hours of annual direct labor.

NYSID commends its Member Agencies and CorporatePartners for their combined energy and expertise. In turn,NYSID invests in its committed membership through initia-tives that strengthen our shared impact on the employmentcrisis experienced by New Yorkers with disabilities.

Loans, Grants and Other Financial SupportsNYSID continues to encourage Member Agencies andCorporate Partners to apply for matching grants or low-interest loans for investing in new equipment and makingother improvements that will increase work opportunities.

Thanks to a NYSID matching grant in March 2018,Spectrum Designs purchased a new screen printingmachine designed to double production capacity and addanother 10 jobs to the overall apparel operation, just intime for its move to a bigger facility.

NYSID maintains a Line of Credit (LOC) for its GuaranteedPayment Program available to Member Agencies and Corporate Partners who meet the criteria for this benefit. In 2018, NYSID absorbed $185,000 in LOC interest chargeson behalf of its membership, as well as $450,000 in feeson $18 million in customers’ credit card purchases.

No-Cost TrainingsNYSID’s annual Training & Information Program (TIP) allows Member Agencies and Corporate Partners to take advantage ofbusiness trainings that emphasize organizational and personal growth. In 2018, TIP provided dynamic strategies at 25 regionalsessions, attended by 480 individuals.

In response to a growing need this past year, a customized “Fast Track” training on the new OGS price approval applicationprocess introduced Member Agencies and Corporate Partners to the forms and procedures required for all service contracts.More than 50 different organizations came to the sessions to better understand prorating paid time off, prevailing wageinformation, required backup information, and more. Feedback from participants was positive: “I now know what to itemizeand include on my costs” and “It is good to know what OGS will accept.”

TIP has also been strengthened by a more efficient online registration process as a feature of the upgraded NYSIDwebsite which debuted in 2018.

New TechnologiesThe fifth year of the annual CREATE program (CultivatingResources for Employment with Assistive TEchnology)mobilized the newest class of student engineers to changelives through assistive technologies. Fourteen teams fromeight New York State colleges worked with nine MemberAgencies in CREATE’s largest program year so far, creatingphone apps and equipment innovations to improve thesuccess of individuals in various workplaces.

As always, the CREATE academic year concluded withan Annual Symposium at the Legislative Office Building inAlbany, where the top three teams from the first everdesign challenge were awarded monetary prizes.

Maxine NelsonThe Arc of DutchessPoughkeepsie/Dutchess County

Maxine has overcome many challenges fromwhen she first emigrated from Jamaica morethan 20 years ago. She was referred to the Arcof Dutchess from the local ACCES-VR office torealize her goal of becoming a custodian andindependent member of the community. “I wantto feel important like others who have a job,”she said at the time.

Eighteen years later, Maxine has succeeded inevery way possible, turning past limitations intoopportunities from growth. She works as a crewmember with the agency’s Dust Busters cleaningbusiness, where she excels at meeting customers’cleaning expectations and inspiring crewmembers to follow her lead.

A steady paycheck allows Maxine to pay bills,live as independently as possible and believe inherself. This self-awareness led her to independ-ently seek out U.S. citizenship and complete thenecessary forms on her own, another step in herjourney to independence.

Those selected to receive the William B. Joslin Outstanding Performance Award represent independence, empowerment, leadership, and dignity.

When Steven first came to work atEssex Industries’ woodshop operationin January 2006, he was so insecurethat he required coaching on thesimplest tasks such as plugging inelectrical cords. He was nervous abouttaking directions and actingappropriately with co-workers.

The Essex Industries staff workedclosely with Steven, helping to build his confidence over time. He slowly moved tooperating a drill press and other machinery, and today mans the whirlwind chop saw withease and skill. He’s become a quality control expert who helps train new workers on thesaw. “We’re here to do a job,” he says, recognizing the importance of working together tocreate a quality picnic table every time.

In the fall of 2017, Essex Industries received an order for 400 picnic tables with a shortturn-around time. Steven dug in to help get the tables constructed to standards and meetthe deadline. “This quality work shows how productive we are,” Steven says. “People havegreat respect for Essex Industries.”

Leading the Way in Purchasing That Powers Employment

Jefferson rehabilitation CenterWatertown/Jefferson County

At a time when “work center transition” has led to numerous closures, Jefferson Rehabilitation Center (JRC) instead evolvedinto a production facility which provides more than 30 Preferred Source jobs.

JRC’s Production Unlimited business has provided NYSID three-ring binders and college examination booklets to PreferredSource customers since 1979 and 1981, respectively. This past year, 38 different higher education customers purchasedcustom-printed exam books, while binders were purchased by government agencies that include the NYS Police, NYS Officefor People With Developmental Disabilities, NYS Department of Corrections and Community Supervision, and others.

Over the past year, JRC took on a variety of envelopes and folders from a different NYSID member agency, poweringeven more employment. Business decisions like this allowed Production Unlimited to move to a larger building and open aUPS store under the same roof, creating yet another employment choice for its workforce.

New York State Office for People with Developmental Disabilities (OPwDD)

OPWDD impacts the lives of countless people with disabilities and their families every day, including hundreds of individualsworking at NYSID member agencies across the state. Using the Preferred Source Program to source goods and services for itsstatewide operation, OPWDD is a substantial job-generator in keeping with its overall mission to improve the lives of individualswith developmental disabilities.

Many of these individuals work in production centers that make and distribute NYSID health care, janitorial and office suppliesto OPWDD offices, Individualized Residential Alternatives, group homes and other sites. Workers also provide custodial andgroundskeeping services at more than 100 day treatment and residential sites from Long Island to Western New York.

OPWDD purchased $10 million in NYSID products and services in 2018, resulting in gainful employment for 300 PreferredSource workers at 25 different NYSID member agencies.

eMPLOYee OF the YeArBeth CarpenterWith an ever-present smile and a can-do attitude, Beth createsbinders and examination booklets with precision. She’s adept atworking with different types of machinery to create qualityproducts and keeps a sharp eye out for items which do not meetquality standards to reduce waste and satisfy end users.

Beth enjoys a full life in her community where she’s a member ofa Residential Advisory Board and the North Country Self-Advocates.She especially enjoys earning money to go on trips through TulipTravel, which makes dreams come true for New Yorkers withdevelopmental disabilities.

“I am a good, hard worker and I can do all of the jobs atProduction Unlimited,” she says.

eBizDocs is an electronic content solutions provider with a deep commitment to empowering individuals with diverseabilities to be successful, independent members of the community. Many of its workers with physical, developmental andmental health challenges came on board with little to no data imaging skills or employment history.

eBiz partners withThe Arc of Rensselaerthrough NYSID to placeworkers in data imagingjobs to turn paper doc -uments into efficientelectronic files. Thecompany currently pro -vides its services to morethan a dozen PreferredSource state and localgov ern ment agencies,meeting each customer’ssecurity requirements.

Dutchess County “thinks differently” by fostering an inclusive environment where individuals,businesses, organizations, and communities embrace people with disabilities.

By procuring goods and services from New York’s Preferred Source Program, Countygovernment agency buildings are kept clean, drug test kits are provided to law enforcement offices,and agency workers are outfitted, all of which secures employment for workers with disabilities.

The NYSID relationship with Dutchess County blossomed in 2002 with a contract for cleaningservices for several departmental offices, creating jobs for more than 21 workers who earn prevailingwages and supplemental benefits.

Dutchess Community College also takes advantage of Preferred Source janitorial servicesthrough NYSID. And in 2017, NYSID opened its 14th “Battle Buddy Center” veterans’ study room on the campus, in keeping with our mutual support of student veterans.
