Purpose

In order to progress the planning and design of the Greenway Missing Links project, concurrence is being sought from all agencies on corridor definition principles. The corridor definition principles will determine the Infrastructure Service Requirement for the Inner West Light Rail within the Greenway corridor and subsequently trackside fence positions.

Background

In July 2016 the NSW Government and Inner West Council announced a joint commitment of $14.5 million towards the cost of completing the GreenWay Missing Links in line with the Greenway Missing Links Report. In 2018 and 2019 Council intends to design and construct the Greenway Central Missing Links which comprise:

• Link F: Old Canterbury Road Crossing • Link G: Lewisham West • Link H: Longport Street Crossing • Link I: Cadigal Reserve • Link J: Parramatta Road Crossing

The proposed shared path, including associated tunnels and structures, is on land generally adjacent to or within the Inner West Light Rail Corridor (IWLR) from just south of Old Canterbury Road to just north of Parramatta Road. The land is owned by a number of agencies including Inner West Council, Roads and Maritime Services, Sydney Trains and Sydney Water.

Discussion of definition principles development

Transdev Safety Requirements The permanent light rail corridor (PLRC) is the corridor within which the IWLR track and light rail stops are situated. The dedicated PLRC is defined as the space from fence to fence or building to building. In the absence of a fence, boundary or building, it is defined as everywhere within 15m of the outmost rails.

Access and work within the permanent light rail corridor is managed via a permit system in-line with Transdev’s access permit procedure and work-on-track contractor manual. The work-on-track contractor manual specifies a position of safety as anywhere 1.25m from the nearest running rail or outside of 1.25m from a platform edge. Personnel within the dedicated PLRC must move to a position of safety when a light rail vehicle approaches. To provide a continuous position of safety along the corridor a minimum distance between the nearest rail of 1.25m plus area for a person to stand is required. Body depth and shoulder width are the primary human measurements used by designers of pedestrian spaces and facilities. A 460mm by 610mm body ellipse allows for the fact that many pedestrians carry personal articles, natural psychological preferences to avoid bodily contact with others and body sway. Therefore to provide a continuous position of safety along the corridor, a minimum offset of not less than 1.90m is nominally required between the nearest rail and any proximate fence line (or 2.5m from the track centreline). Transport for NSW Standards Transport for NSW has prepared a standard for Active Transport Links on the Rail Corridor (2016). The standard looks at two types of active transport links:

• A Type 1 ATL is separated from the activities of the railway operator and occupies the area adjacent to the rail lines. Type 1 ATL does not infringe on the infrastructure service requirements as set out in ESC 215 Transit Space

• A Type 2 ATL are not separated from the activities of the railway operator. Type 2 ATL shall be configured so that access for these activities can be readily arranged as required

The GreenWay ATL would typically be a type 2 ATL. An example of a type 2 ATL is reproduced from the standard below:

The Active Transport Links on the Rail Corridor references the Railcorp Standard ESC 215 Transit Space for definition of the Infrastructure Service Requirement. Relevant minimum standards are:

• Ballast Cleaning 2.15m from track centreline (or 1.55m from nearest rail) • Signals and signal equipment 2.40m from track centreline (or 1.80m from nearest rail) • OHWS 3.00m from track centreline (or 2.40m from nearest rail) • Other structures located adjacent to non-electrified tracks where road access not required

4.30m from track centreline (or 3.7m from nearest rail) It is evident that the purpose of the Infrastructure Service Requirement is to provide clearance around track side infrastructure and allow for access and maintenance. The majority of OWHS masts in the dedicated PLRC are side masts rather than central masts (i.e. single or twin cantilevers or portal OWHS rather than back to back cantilevers). Typically masts are offset 2.8m from the track centre line (or 2.20m from the nearest rail) within the area of interest. See attached. Based on the above the trackside fence could be positioned as appropriate to provide access to trackside infrastructure, and nominally 3.5m from the track centre line (or 2.9m from nearest rail). This would provide a 0.5m nominal clearance from the OHWS masts to the trackside fence. Despite this the Active Transport Links on the Rail Corridor specifies that “On level ground, the trackside fence of a proposed Type 2 ATL shall not be less than 5 m from the centreline of the nearest track” i.e. 4.40m from the nearest rail. It is unclear where this requirement is derived from, but presumably this is based on the 5m clearance requirement for electrified tracks from the ESC 215 standard. Note that the standards discussed above are predicated on heavy rail rather than light rail, but the maintenance and access principles for both heavy and light rail are comparable. RMS NSW Bicycle Guidelines RMS NSW Bicycle Guidelines discuss opportunities and considerations for bicycle paths adjacent to active railway lines. The guide suggests “The closest a bicycle path or shared path can be safely located next to an active rail line is 2.5m to the outside running rail with a preferred distance of 3.0m or more. Negotiation of a specific lease agreement with the rail authorities is necessary with each separate rail trail project”. An example of a bicycle path adjacent a rail line is reproduced from the guide below:

Other Practical considerations Based on available survey rail ballast extents are typically 2 to 3m from the nearest rail. Installation of fences would therefore be best outside the ballast area as this is not useful or useable space from a recreation perspective and would also make installation expensive. To enable maintenance of combined services trenches and other assets, a typical minimum distance between the outside edge of the asset and any fence line of 0.4m is required.

Proposed Corridor Definition Principles

A nominal 3.5m Infrastructure Service Requirement zone is proposed for the dedicated PLRC. The trackside fence will be located a nominal 3.5m from the track centreline. Where other track side infrastructure exists outside the nominal Infrastructure Service Requirement zone the trackside fence will be deviated to provide a minimum 0.5m clearance between the fence and the closest face of the other infrastructure. Where tracks are located in fill (at the top of a batter) the same principles as set out for on grade track sections will apply unless the batter is slope is deemed unsafe for access by landscape maintenance staff. Where tracks are in cutting (at the bottom of a batter) the trackside fence will typically be at the top of the cutting and set back a minimum of 1m from the batter edge to prevent users falling down the batter. Where the active transport link is located at the corridor boundary, the boundary fence will be removed in line with the Active Transport Links on the Rail Corridor, unless it is a boundary with a private property.

As set out in the Active Transport Links on the Rail Corridor standard, the minimum requirement for any fencing would be a 1.8 m high chain-link fabric fence along the full length of the active transport link. This standard is consistent with the RMS Bicycle Guidelines. Site specific access requirements to and around rail infrastructure will be determined with relevant agencies during the design process.

Recommendation

Inner West Council is seeking concurrence from all agencies on the proposed approach and, in due course, if the approach is accepted, will be seeking formal approval via a development application. These principles will likely form the framework for future stages of the Greenway missing links project, namely from Old Canterbury Road to Jack Shanahan Reserve. All relevant agencies within the GreenWay Missing Links Agencies Funding and Approvals Steering Group seek concurrence in writing from within their respective agencies.
