The Philippines is located along the typhoon belt in the Pacific making it vulnerable to typhoons Average of 20 typhoons a year and seven (7) are destructiveRP is in the Pacific Ring of Fire marked by volcanoes & faults
The Armed Forces of the Philippines (AFP) is the protector of the people and the state. Its goal is to secure the sovereignty of the state and the integrity of the national territory.

NATIONAL DISASTER COORDINATING COUNCIL (NDCC)Section 2 of Presidential Decree 1566 established the NDCC which is the highest governmental body responsible for advising the President of the Philippines on the status of disaster preparedness and disaster relief and rehabilitation efforts at the national level.

AFP DISASTER RESPONSE & RELIEF TASK FORCE (AFPRTDF) Establish communication linkages for purposes of conducting disaster-relief operations; Organize or create disaster-reaction units in all military camps/bases, ready for deployment during disasters; Provide medical assistance to disaster-affected victims; Provide land, air, or sea transport facilities for the rapid delivery of relief supplies and personnel, and for necessary evacuation of disaster victims; Assist the Philippine National Police in providing security coverage in disaster-stricken areas; and, Assist in the reconstruction of national and local roads and/or bridges and other public facilities needed for the delivery of basic needs to disaster-stricken areas.

ISSUES, CHALLENGES, AND LESSONS LEARNED IN CIVIL-MILITARY COORDINATION
Despite some limitations, civil-military coordination in the Philippines has proven effective.
Continuous capability-building is as pre-requisite of effective disaster management, particularly effective disaster response. The AFP likewise has limited standby funds for quick response. Limitations prevent the AFP from engaging in prolonged disaster relief and response operations.
Interoperability between the military and civilian institutions is essential for effective and timely response.
