DESCRIPTION
a newsletter about transportation planning Bend Metropolitan Planning Organization (BMPO) is the federally designated regional transportation planning organization for Bend. It serves as a forum for cooperative transportation decision-making by state and local governments, and regional transportation and planning agencies. MPOs are charged with maintaining and conducting a "continuing, cooperative, and comprehensive" regional transportation planning and project programming process for the MPO area.

The primary function of
a MPO is to conduct a
continuing, cooperative
and comprehensive
transportation planning
process.
The City of Bend and Bend
Metropolitan Planning Or-
ganization (MPO) have con-
tracted with DKS Associates
and Kittleson and Associ-
ates to assist the City and
MPO with various transpor-
tation planning projects.
The City requires a Vehicle
Miles Traveled (VMT) analy-
sis consistent with the
Transportation Planning
Rule (TPR) for jurisdictions
in an MPO area and the
MPO must update its Metro-
politan Transportation Plan
(MTP). This work will be
important for many aspects
of Transportation Planning
in the Bend MPO area.
Keeping up to date on anal-
ysis is important to both the
City of Bend and the Bend
MPO. By working collabora-
tively, both organizations
will eliminate duplicate ef-
forts and maximize our lim-
ited funding. Key tasks in-
clude:

Complete Urban Growth
Boundary Transportation
Analysis including detailed
traffic assessment and iden-
tification of possible mitiga-
tion measures
TASK 2
Vehicle Miles Traveled
(VMT) Analysis in MPO re-
gions require progress to-
ward reducing automobile
vehicle miles traveled per
capita. Bend MPO area
must demonstrate a 5% re-
duction over the life of the
local and regional plans.
TASK 3
Determine which additional
steps will be required. Com-
plete a project strategy and
second phase of work plan
based on the VMT results.

As of July, we have re-ceived 807 detailed trav-el surveys from Bend residents. If you partici-pated, thank you for your time! This is the first in-depth study of household travel behav-ior in more than 15years. Without an ac-curate understanding of how and why people travel in Oregon, we
cannot make the best recommen-dations about how to reduce conges-tion and spend limitedtransporta-tion funding.

Walking is the most basic form of trans-portation, undertaken by almost every citi-zen. Sidewalks are an essential element of the transportation system since every trip involves at least one walking seg-ment. Because the primary function of sidewalks is to pro-vide a safe place for pedestrians, facilities need to be designed accordingly.
The Bend MPO has implemented a side-walk i program to es-tablish an inventory to improve overall com-munity walkability and provide framework for addressing the con-struction of missing sidewalk along key corridors. The inven-tory will help prioritize projects and help with grant opportuni-ties. This inventory is not complete and will continue to be updat-
ed as infill occurs. The inventory fo-cused specifically on the major roadways . A systematic process for prioritizing and programming side-walk projects will be created to guide local officials in identifying prior ity projects.
