LEGISLATIVE NEWS High Volume Low Speed (HVLS) Fans, affectionately known as big ass fans. (Note: I would not recom-mend that one refer to these types of fan as B.A.F. in their documents and specifications since I believe this a registered company name, unless specifically referring to this specific manufacturer of HVLS Fans.) Commercially and with re-
spects to NFPA a HVLS Fan is “A ceiling fan that is ap-proximately 6 ft. to 24 ft. in diameter with a rotational speed of approximately 30 to 70 revolutions per min-ute.” So what do HVLS Fans have to do with plumb-ing/fire protection and why should the plumbing/fire protection designer care about them? The latest edi-tion of NFPA 13 (2013 Edition) now including sprinkler design requirements in sprinklered buildings where these types of ceiling fans are installed (Sections 11.1.7 and 12.1.4.) The requirements deal with fan
size limitations, fan positioning with respects to sprin-kler location, vertical sprinkler clearance to fans, and interlocks for fan shut down upon activation of a sprinkler system water flow alarm. Why the new de-sign requirements. Test have shown that the opera-tion of HVLS fans have negative impact in the per-formance of automatic sprinklers. In addition the fan positioning with respects to sprinklers, the results of the tests show that shut down of HVLS fan operation, ei-ther early shut down (by smoke detection) or upon activation of sprinkler system, result in less occupancy and commodity damage. So when involved in a MEP design involving automatic sprinkler systems the plumbing/fire protection designer needs to check with the mechanical and electrical designers and/or the architect to see if this type of special feature (HVLS Fans) will be part of the project and coordinate appropriately.

SPEAKING OUT December 7, 1941
Maybe you don’t remember, but maybe your father or grandfather does, it was a momentous day in many American lives. It was the day Pearl Harbor was at-tacked and the beginning of our direct involvement in WWII.
I wasn’t even born then however, in 1965 I was in the Navy aboard the USS Ticonderoga, CVA-14. CVA means Carrier Vanguard Attack, a front line attack carrier. We had been in San Francisco for repairs and had sailed under the Golden Gate Bridge, a truly inspiring event. We were now in route to Hawaii, then on to the coast of Vietnam. Remember Vietnam?
Our next stop was Pearl Harbor. After 2
days of sea trials to be sure we were ready for our return to duty in the South China Sea. Eve-ryone was anxious to see Hawaii the beaches and the babes in grass skirts, me too. I was excited to be able to visit Hawaii and the chance to meet up with a couple of old friends that were sta-tioned there in the army. One friend was sta-tioned at Schofield Barracks the other was a dentist at Tripler Army Hospital.
My work station on board the ship was CIC (Combat Information Center), the eyes and ears of the ship. At about 60 miles from the land we began to pick up land mass signals on our radar screens. The excitement was increasing. At the entrance to the ship channel leading into Pearl Harbor, all off duty personnel were ordered to change to dress uniforms and report to the flight deck. I had just been relieved and was considered off duty. So I changed clothes and

went up. The view of Honolulu, Hawaii was won-derful. As we proceeded up the ship channel, we were instructed to line up at the edge of the flight deck. It took about 1200 to 1500 sailors to form a tight line at the perimeter of the flight deck. We were approaching the Arizona Memo-rial. As we rounded the bend in the channel the memorial came into view. Everyone became very quiet and stood at attention. They played the Navy hymn and then the Star Spangled Banner as we silently passed the memorial. You could have heard a pin drop. It was a very solemn and emo-tional time for everyone. We could see the rem-nants of the battleship Arizona under the water. I will never forget the moment.
Next, we found ourselves nearing our berth-ing spot. Still standing on the flight deck I could
see a long pier parallel to the shore with a single connection to land. Along the pier were placed several large floats. On the pier were guests, the officer’s wives Hula dance club, doing the hula, and the Navy band. The band started playing “Anchors Away. The floats were there to keep the aircraft carrier, with large flight deck over-hangs, away from the cranes that would soon be operating on the pier. Approximately 14 LSD’s had been converted to act as tug boats for our ship. We were only moving at about a half a mile per hour or less. But, apparently that was too fast. All of a sudden you could hear a screeching as the floats were being pushed hard into the pier pilings (12” to 15” diameter pilings 40 or more feet long). Then all of a sudden they started breaking, the dock was shaking, the guests, hula girls, and band were running for solid
