Turkey

General Directorate of Food and Control is responsible unit of NPPO

and IPPC on behalf of Ministry of Food Agriculture and Livestock.

I am focal point of NPPO and IPPC.

I am also focal point of EPPO and a member of PPPs Working Party.

Authorization of PPPs

Plant Protection products (PPPs) are authorized by ministry of

Food, Agriculture and Livestock, in order to be used against pest

organisms that available in growing areas or storages.

In 2015 nearly 50.000-55.000 tons PPPs or their row materials

and about 10.000-15.000 tons production such as pheromone traps,

biotechnical and biological control productions, plant growth

regulators, microorganisms, production that contain cooper and sulfur

and some pesticides for exporting purpose have been used. Annual

economic value of PPPs in Turkey is approximately 1.5 billion dollars.

Procedures of authorization, manufacturing, importing,

marketing and controlling of PPPs in Turkey are generally made

according to EU regulations and in terms of current situation and

innovations that have been made recently. 182 active substance have

been banned in Turkey since 2009 after the decisison of EU. It could

be said that Turkey PPPs situation is much better than so many EU

countries.

Control of PPPs are planned annually by General Directorate of Food

and Control (GDFC) and applied by PPPs control department of GDFC

and Divisions of Plant Production and Plant Health Directorate of

Provinces and directorate of Districts.

PPPs controlling system is always ongoing routinely by controlling

manufacture facilities, retailers, wholesalers, custom borders, market

and label control and including according to the public complaints. In

the event that there is any controversy, or diverse based on their

registration such as; quality, packaging, labels, prospectus information,

promotional posters and leaflets, physical and chemical analysis or

sales in violation of regulations, labels that have difference out of the

tolerance, then those crimes according to their categories could be

committed by 5996 law, legislations and regulations of PPPs.

1- Biological Efficacy Project (PEBED)

This project has been carried out to evaluate biological efficacy of

some PPPs that have efficacy, residue or resistance problem and

studies are still ongoing.

2- Side Effect of PPPs Against Beneficial Insects in Citrus (YED)

This project has been carried out to evaluate side effect of PPPs

that used in citrus fields, against beneficial insects such as

parasitoid, predator insects or spiders. In the event that any side

effect determined in any active substance, the use of active

substance is banned. In 2017 this project will be completed and

all PPPs will be evaluated.

In this program there are:

TRACING OF PPPs

In order to follow all steps of PPPs and control products whether they are

used according to technical structures and technical recommendations, to

protect consumers health, food safety, environment, nature, soil, water and

other untargeted organisms.

For tracing importer/producer firms records, wholesaler and retailers records

«Data matrix System for Tracing PPPs» has been established.

By this way control of PPPs produce, sale, marketing, storage, and

authorization conditions such us, label, packaging, recommendations will be

easily controlled.

This program will be introduced in 2017 and will be supported by our

ministry and will be used by all stakeholders without any cost. 31
