Ministry of Environmental Protection and Physical Planing (MEPPP) laid down the obligation of adopting Environmental Intervention Plans



Environmental Intervention Plans Obligations:

All legal or natural persons that manufacture, store, process, transport, collect or perform other activities involving hazardous substances

The subject of the Plans:Plans have to prescribe all steps of action in cases of accidents in conformity with EPA 40 and CFR 68 and a calculation for threat zones

Plans must be submitted to the respectiv county exspert commissions

Environmental Intervention PlansToday: Most of the persons under obligations to adopt intervention plans

have not done so as yet In most counties no expert commissions have been established

and consequently the submitted plans have not been assessed Most cuonties have not adopted county intervention plans The Gouvernment of the Republic of Croatia has not adopted the

national intervention plan



Environmental intervention PlansIf the accident hapend:

Polluter has to inform the emergency information center (EIC) and implement measures from the plan in case of accidents

EIC checks the information though the police Police provide security of the site EIC calls the intervention and expert units and county ecological

headquaters If the accident is of local charakter – the county ecological headquarters

heded by the county prefect If the accident is of major charakter – the national ecological

headquarters headed by the Minister of Environmental Protection



Environmental Intervention PlansAll the above quoted is prescribed by law and

the situation in practice should correspond to these provision

But, unfortunatelyreality is different !!

Conclusion:1. Neither the head of the ecological headquarters of the

city of Zagreb nor any of its members were on site2. No expert team members who could provide expert

assessment of possible accident consequences, rescue measures and tehnical intervention measures were on the site

3. The environmental inspector took an active role in this accident
