History

Web 2.0 was first coined by O’Reilly Media in 2003. It was then popularized by the first Web 2.0 conference in 2004.

According to Tim O'Reilly, "Web 2.0 is the business revolution in the computer industry caused by the move to the internet as platform, and an attempt to understand the rules for success on that new platform.“

IT IS NOT a technology or a set of technologies. It is technologies and concepts working together to make internet as THE platform

Technology Attributes of Web 2.0

RSS/ATOM allows someone to link not just to a page, but to subscribe to it, with notification every time that page changes.

Users must be treated as co-developers, in a reflection of open source development practices. The open source dictum, "release early and release often”

“DATA is the new HTML." Database management is a core competency of Web 2.0 companies.

XML or JSON data over HTTP, in a lightweight approach sometimes referred to as REST (Representational State Transfer) as an alternative to SOAP.

A social network, also referred to as a virtual community, is an online network of people with common interests. These interests can be of any type, from people who share a common health condition to people who own certain makes of antique vehicles to users of IBM products!

Blogging

Blog (a shortened form of the term Web log) refers to a personal journal that is shared on the Web.

The ability for readers to leave comments in an interactive format is an important part of many blogs.

Blogs are an excellent venue for sharing information and creating connections.

Companies that want to improve innovation within their own enterprise are discovering the value of deploying a blog server internally.

Wikis

Wiki is a type of Web site that allows users to easily add, remove, or otherwise edit and link available content, sometimes without the need for registration

Wikis are often used to create collaborative websites, power community websites, and are increasingly being installed by businesses to provide affordable and effective Intranets

The term wiki can also refer to the collaborative software itself (a wikiengine) that facilitates the operation of such a Web site, or to certain specific wiki sites

power will increasingly shift to the consumer, forcing businesses to proactively market to and analyze community influencers.

– By enabling decentralized innovation, Web 2.0 catalyzes rapid consumer-driven change, which will accelerate market share growth for companies that exploit it, i.e., Web 2.0 offers many opportunities for growth

– Web 2.0 architecture provides an adaptable technology model that requires significantly less-expensive infrastructure to deliver its benefits. See Amazon’s Elastic Compute Cloud and Simple Storage Service to see how low cost this can become:

– $0.10 per hour of consumed computing resources

then connect by commenting on their blogs. – Shared Bookmarks, is a social bookmarking service. It makes it easy for

People are not interested!

– Not true. Web 2.0 is actually a reflection the new generation (those born from 1970 to 2000)

– They think differently. They work with mobile phones, send tonnes of SMSes, believe in connectivity.

– Interestingly, they are the workforce of today (18 – 35 year olds)

– The public is very very interested!

Address Your Fears

It’s very uncomfortable for governments to be open.

– You don’t need to share it externally. How about a Wiki for the government? For example Diplopedia (Diplomats Wikipedia in US).

– Don’t have to go all out to share. Start small. How about blogging by key vocal members of the government. Use them as an avenue to get feedback.

– If you have blogs and wikis already, create spaces for conversation on government policy issues and new regulations. Make it informal so that both parties are not held accountable to it.

It might not work …

– Encourage “co-production” of services by citizens.

– Enlist citizen volunteers to help fellow citizens by answering questions or solving problems. Commenting on blogs and wikis.

– Their contribution will have a snowball effect.

– Citizen participation helps to provide a better service to your citizens as they can cross agency boundaries that civil servants can’t!
