The police said that they got spe- cific information about the move- ment of Syed on Outer Ring Road. They accosted him and asked him to surrender. But Syed refused to, pulled out a long knife and tried to attack the po- lice team. The police, in a bid to pro- tect themselves, shot two rounds and he was injured in the leg. Syed collapsed on the spot and was immediately rushed to Bowring Hospital where he is being treated. The doctors attending on him said that his condition is serious. Gujarat holds road showto attract state tourists

Bangalore: Industry body Assochamsaidforeign investments in the India retailsector will inject competition and effi-ciencies, create lakhs of new jobs acrossthe country and reduce considerable dif-ference in farm gate prices, wholesaleprices and retail prices.

With the second-largest population inthe world growing annually at an averageof 1 percent, coupled with rising incomelevels, the country’s retail sector is set toride on a consumption wave that contin-ues to be one of the most significantcomponents of GDP, said the AssociatedChambers of Commerce and Industry ofIndia.

“Up from 8-10 percent in 2007, the

share of retail trade in the GDP is likelyto reach 22 percent this year,” said As-sochamsecretary-general DSRawat. “In-dian consumer market is likely to growfour times by 2025 and rank as the fifthlargest globally, surpassing that of Ger-many.”

The agriculture sector needs to findways to reduce wastage from farm pro-duction and improve efficiency of itshighly-fragmented food supply chain.More than 30 percent of agricultural pro-duce is spoilt before it ever reaches con-sumers, he said.

“FDI in multi-brand retail sector willbring in huge investments in the expensivecold chain infrastructure like warehousing

and refrigerated trucks to service thefront-end businesses.”

India’s overall retail sector is expectedto rise to $833 billion by 2013 and to $1.3trillion by 2018, at a compounded annualgrowth rate of 10 percent. In the countrywith high growth rates, consumer spend-ing has risen sharply as the youth popu-lation (more than 33 percent below theage of 15 years) has seen a significant in-crease in its disposable income, saidRawat.

Also organised retail, which is peggedat $8.14 billion, is expected to grow at aCAGR of 40 percent to touch $107 billionby 2013. The organised retail sector cur-rently accounts for around 5 percent of

the Indian retail market and is all set towitness maximum number of large formatmalls and branded retail stores in southIndia followed by north, west and theeast in the next two years.

Lifestyle apparel along with food andgrocery will lead organised retailing inIndia, he said. The next phase of growthis expected to come from rural marketswith rural India accounting for almosthalf of the domestic retail market.

Bangalore: Industry body As-sochamappreciated the cabinetapproval for the companies bill,saying it will promote greatershareholder democracy andstricter corporate governancenorms.

“The proposed law seeks toupdate the company law in linewith the best global practices,”said DSRawat, secretary-generalof the Associated Chambers ofCommerce and Industry of India(Assocham).

“The bill proposes to introducethe concept of class-action suitsfor the first time in the country.This will empower investors tosue a company for oppressionand mismanagementand claimdamages,” he said.

The bill proposes that com-panies should earmark 2 percentof the average profit of the pre-ceding three years for corporatesocial responsibility (CSR) activ-ities, and make a disclosure toshareholders about the policyadopted in the process.

Rawat said the industry shouldbe allowed to monitor imple-

mentation of CSR themselveswithout government interven-tion.“There is growing awarenessamong Indian corporates toadopt social, environmental andeconomic responsibilities.”

Among other things, it alsoproposes to tighten the laws forraising money from the public.The bill also seeks to prohibitinsider trading by company di-rectors or key managerial per-sonnel by treating such activitiesas a criminal offence.

Fifty-five-year-old Kishenji was killed Thursday by security forces during a gun battlein Burishol forest in West Ben-gal's West Midnapore district,police said.

Family members said Madhu-ramma collapsed and was in-consolable as she had not seenher son ever since he went un-derground while doing his de-gree.

The second son of M. Venkata-iah and Madhuramma, Kishenji,

whose real name was MallojulaKoteswara Rao, did his gradua-tion in science from a college inKarimnagar town.

While studying law at Osma-nia University, he joined RadicalStudents Union in 1974. Fouryears later, he went into hiding.

"He never came back homeand was not in contact with us.Our request to the governmentis to hand over his body to us sothat we can see him for the lasttime and perform last rites ac-cording to our traditions," saidKishenji's elder brother An-janeyulu.

Revolutionary poet P. VarvaraRao, who too broke down onlearning about the death, recalledthat Kishenji joined the move-ment at a young age as he wantedto fight for the rights of the op-pressed.

Born on Oct 10, 1953, in aBrahmin family, Kishenji's or-ganisational skills impressedPeople's War Group (PWG)founder Kondapalli Seetara-

mayya and he picked him forPWG state secretary post.

A master strategist, Kishenjiwas believed to be the master-mind behind Seetaramayya's dra-matic escape from Osmania Hos-pital in Hyderabad in 1984.

In 1986, on the direction ofthe party leadership he movedto Chhattisgarh and continuedto strengthen the outfit in variousstates. He played a key role inthe merger of PWG with MaoistCommunist Centre (MCC) to formthe Communist Party of India-Maoist (CPI-Maoist).

He rose to become the polit-buro member of CPI-Maoist andwas in charge of the outfit inWest Bengal. He was the thirdkey leader after Ganapathy andSambala Kishore and was car-rying a reward of Rs.19 lakh onhis head.

His younger brother Venu-gopala Rao is central committeemember and is believed to beactive in the Andhra-Orissa bor-der area.

J Deyʼs murderMumbai: A woman journalistworking for an English newspa-per was arrested today in con-nection with the murder of crimejournalist Jyotirmoy Dey.

The scribe has been identifiedas Jigna Vora. She works withthe Asian Age as Special Corre-spondent. Dey was shot deadnear his home in suburban Powaion June 11 this year.

As per the Mumbai police,Jigna was part of the conspiracyto eliminate Dey. She is believedto be the one who passed on in-formation like the number ofDey’s bike and address of hisPowai residence to the ChhotaRajan gang.

PM will meet airlineschiefs on aviation mess

New Delhi: Prime Minister Man-mohan Singh has called a meet-ing of the chiefs of domestic air-lines on Saturday with a focuson the financial health of theaviation sector.

Kingfisher's Vijay Mallya, JetAirways' Naresh Goyal and RahulBhatia of Indigo Airlines are ex-pected to attend the meet.

This comes in the wake of thefinancial crisis at Kingfisher Air-lines. The government has sofar said that no proposal to allowFDI in Aviation is being consid-ered for now.

This time of meeting happenedbefore also. In 2009, all the air-lines chiefs went to meet thePM. This meeting was called by

the aviation minister. The chiefdemands at this point would beto lower the sales tax on aviation,which is very high in India. Now,it is anywhere between 22-33 percent. Because of that the aviationturbine fuel becomes very ex-pensive.

In other countries, the aviationturbine fuel costs to about 20per cent of its overall operatingcost. In India, it goes up to 40per cent.

This time the most importantissue is allowing foreign airlinesto invest. 49 per cent FDI is al-ready allowed.

Mumbai seems ready todeal with terror attacks

Mumbai: Three years after ter-rorists struck the city leaving 166dead, India's financial capitalseems better prepared to dealwith such attacks having set upan elite commando unit andplans to fit transponders in boatsof fishermen to detect suspiciousmovement.

The state government has ful-filled "majority of the recom-mendations" of the Ram Pradhancommittee instituted after the26/11 attacks to suggest measureson how to improve the securitysystem in the state, Maharashtra'sAdditional Chief Secretary(Home) U C Sarangi said.

"On the lines of the NSG, wehave set up a 350 strong elitecommando unit called Force onewhich is well equipped with thelatest weapons and trained byArmy and foreign experts. Everyyear, Rs 17 crore is being spenton this unit," he said.

As part of security measureto protect shores of Mumbai, Ma-harashtra Government plans tofit transponders in the boats offishermen along the coast.

However, some problem areasstill remain.Maharashtra's Anti-Terrorism Squad ATS is grapplingwith a severe manpower crunchwith 283 posts of the total 732

lying vacant, two-and-a-halfyears after the panel, set up toprobe state police's response tothe Mumbai attacks recommend-ed streamlining the force.

Of the sanctioned strength of732 personnel for the ATS, whichwas formed in 2004 to counterterrorism and probe terror cases,283 posts or 38.66% of the re-quired manpower are lying va-cant as on Sept 1, sources said.

Ahead of the 26/11 anniversary,there is no specific threat orinput from intelligence agenciesbut there is always a chance thatterror outfits could resort to a"symbolic strike".

HC notice to CBI on Sukh Ram pleaNew Delhi: The Delhi High Court todaysought CBI's response on former TelecomMinister Sukh Ram's appeal challenginghis conviction and sentencing by a trialcourt for taking bribe to award a contractto a telecom firm in 1996.

The court also sought 86-year-oldSukh Ram's medical report on his pleafor suspension of sentence on healthgrounds and old age.

Justice Suresh Kait issued notice toCBI and sought its response by Novem-ber 28.

Appearing for Sukh Ram, senior coun-sel Arvind Nigam argued that trial courthas convicted his client merely on thebasis of "speculation".

Sukh Ram, who had held the Telecom

portfolio in P V Narasimha Rao's cabinet,was convicted on November 17 in acable contract case. He was handedout five years jail term by Special CBIjudge R P Pandey on November 19 andsent to jail.

Referring to the trial court's judgement in which the judge had relied on circumstantial evidence, the counsel stated that the court had ignored the fact that CBI had failedto seize the envelope in which themoney was kept.

velope, the trial judge held Sukh Ramguilty.

"The entire claim of CBI about themoney and the visiting card containedin the envelope was bogus. Neither thecurrency nor the envelope was producedbefore the trial court," Nigam submit-ted.

The lawyer also argued for suspensionof Sukh Ram's sentence and his immediate release on bail on healthgrounds.

Claiming that Sukh Ram is on regularinsulin as per the doctor's advice, thecounsel said that the trial court has ig-nored the medical documents furnishedto him while awarding the sentence tothe accused.

Kolkata: Describing the deathof top Maoist leader Kishenji asa ''big loss'' for the left wingrebels, Maoist ideologue P Var-varaRao said the movement willnot be affected as the deceasedhad nurtured leaders to take hisplace.

"It's a big loss as he was oneof the leaders who built themovement, working from thegrassroots level," Raosaid fromAndhra Pradesh.

"But the movement will notbe affected as he had been build-ing up his comrades to be thefuture leaders and after him oneof them will take his place," headded.

"Kishenji was a great leaderand a strategist and also had lit-erary skills. He could connect tothe masses well. Along with hisbrother he attracted hundredsof people to the movement," Raosaid.

"He also shared good relationswith the media. Though his lead-

in Bʼdesh: PoliceShillong: In a major setback tothe Garo National LiberationArmy (GNLA), its top leaderChampion R Sangma has beendetained in Bangladesh and islikely to be handed over to Indiasoon, a police official on Thurs-day.

Champion, who claims to befighting for a separate Garoland,has been camping in Bangladeshfor several months in search ofsupport.

"We have confirmed from the central intelligence agencies that Champion has been arrested from Mymensinghdistrict (Bangladesh) by RoyalAction Bangladesh (RAB) com-mandos," a top Meghalaya policeofficial, who did not wish to benamed.

He said the rebel leader willbe handed over to India soon.

However, an Indian home min-istry official said that New Delhidoes not have any official con-firmation of Champion's deten-tion.

Over 20 people, including se-curity personnel, have been killedin the Garo Hills in the last oneyear by GNLA rebels. On Mondayevening, four police personneland a civilian were killed andtwo policemen were critically in-jured by the rebels at Nengpatchiin East Garo Hills district.

On Monday, heavily armedGNLA rebels abducted Block De-velopment Officer (BDO) PK Boroand two traders Dulal Modakand Rokybul Haque from twoareas of Meghalaya's West GaroHills district. The whereaboutsare still unknown.

Boro was abducted at gun-point from his official chamberin Dadenggre while the traderswere kidnapped from Kalcheng-para weekly market.

The GNLA has over 100 rebels,including a few women cadres,operating in the three impover-ished districts.

The outfit has procured acache of HK53 rifles and explo-sives to add to their arsenal.

Port of Spain: Trinidad and To-bago Prime Minister Kamla Per-sad Bissessar said Thursday thata plot to assassinate her andsenior members of her cabinethas been uncovered, and it was''an evil, devious act of treason''.

She said the introduction of astate of emergency Aug 21 hasforced criminal elements inTrinidad and Tobago to seekreprisals, reported cananews.net.

"I am advised by the law en-forcement authorities that theyhave, through their intelligenceresources, uncovered an assas-sination plot against membersof my government and myself,"Bissessar said.

Police Commissioner WayneGibbs said at least a dozen peoplehave been detained for ques-tioning in connection with theplot. Gibbs confirmed that amongthose detained were former mem-bers of the protective services.

“I am going to be very brief insaying that with the informationand intelligence we have re-ceived, we have put plans inplace to counter what we knowand we have worked again veryhard to ensure the safety of every-one in Trinidad and Tobago,”he told reporters.

Bissessar said while she in-tends to keep her public engage-ments, her concerns were for the“safety and prosperity of thepeople of Trinidad and Tobago”.
