This directory has been produced by Banyule City Council’s Early Childhood Services Department to encourage families to explore the range of early childhood education and care options available in Banyule. Special thanks go to all contributing Children’s Service providers and the Banyule Childcare Network for their considered contribution to the development of this directory.

The Banyule Child Care and Kindergarten Directory aims to provide you with an overview of the types of education/ care options available in Banyule.

The directory is divided into sections to allow you to skip ahead to your preferred section at any time.

There are a total of 8 sections in this directory:

USEFUL DEFINITIONS

Below are some useful definitions relating to childcare and kindergarten that will help you navigate this directory.

• Children’s Service

A licensed premise/ location where children are cared for/ educated, which is situated outside of the home. This term is often used to describe occasional care, long day care childcare and kindergarten.

• Staffing Requirements

All licensed children’s services in Victoria are required to maintain minimum staff to child ratios. This means that there needs to be a minimum of two staff (one of whom is qualified) at a service at all times that the service is operating. Please refer to the following website for further details: http://www.education.vic.gov.au/ocecd/childrens-services

• Qualified Childcare Worker

Holds a minimum 2 year Diploma in Children’s Services Qualification.

• Qualified Early Childhood Teacher

Holds a minimum 3 or 4 year tertiary degree e.g. Bachelor of Early Childhood.

• Working With Children Check (WWCC)

The Department of Justice (DoJ) requires that all persons working with children, whether volunteers or employees, to have a current WWCC.

• Criminal History Check

The Department of Education and Early Childhood Development (DEECD) requires all Representatives and Primary Nominees of a licensed children’s service to have a Criminal History Check.

• Funded Kindergarten (also known as preschool)

In Victoria the State Government subsidies four year old kindergarten. To be eligible children must have turned four years of age prior to the 30 April in the year they will attend kindergarten. Some long day care services have been approved by the DEECD to provide a funded kindergarten program, these services will have a certificate of approval on display.

• Licence/ Certificates of Registration

All licenced children’s services are required to display their licence at the main entrance/ foyer of their service. The licence includes the name of the

service; registration number; conditions of licence; any exemptions from licence conditions and representatives of licence.

• Licensed children’s services

Licensed children’s services provide care and education for children in a range of settings. In Victoria, all licensed children’s services must comply with all of the minimum standards set out in the Children’s Services Act 1996 and Children’s Services Regulations 2009, which include requirements such as minimum staff to child ratios, the employment of qualified staff. Information regarding all licensed children’s services in Victoria can be obtained from the Children’s Service Register at http://www.education.vic.gov.au/ocecd/childrens-services/register.html

• Licence capacity of services

How many children can be cared for or educated at the service at any time.

• First Aid Qualifications

Each service is required to have at least one staff member with first aid qualifications to be on duty at all times when children are present at a licenced service. Most services ensure that the majority of staff hold a first aid qualification (please check with your service).**If your child has severe allergies, medical conditions or requires an epipen, please advise the service prior to enrolling and ask if staff have had training.

• Registered Care

Registered care is care for work related purposes that is provided by grandparents, relatives, friends or nannies who are registered as carers with the Family Assistance Office. Registered care may also be provided by individuals in kindergartens, some outside school hours care (OSHC) services and some occasional care centres. Carers/ teachers in these services must be registered with the Family Assistance Office. Your carer can tell you if they are registered. • Approved In Home Care

Works to the National In Home Care Guidelines. This is Government approved care in your own home. Eligible families accessing this care may also be eligible for CCB (means tested Child Care Benefit), CCTR (non means tested Child Care Tax Refund) and sole parent families who access JET (Jobs Education and Training) funding.

OTHER USEFUL INFORMATION

• Quality in Children’s Services

All children’s services (except kindergartens, independent schools, in-home care and some occasional care services) are required to meet the National Childcare Accreditation Council (NCAC) standards in order to receive funding. Families seeking quality education/ care for children are encouraged to visit or contact the service and to look out for the following: the environment of the centre, whether the atmosphere is warm, friendly and welcoming; whether the staff interactions with children are positive, whether the children are engaged in a wide variety of experiences, and if there is a current program on display. A current Certificate of Accreditation will be displayed in all accredited services. For further information please visit the website at: http://www.ncac.gov.au or on 1300 136 554.

• Assistance available for children with additional needs

A range of services are available to support children with a disability or developmental delay from birth to school entry and their families to use children’s services. Each children’s service will be able to provide you with information about the services you and your child may access. Further information is also available from:

• Maternal and Child Health Services- See Banyule Council’s website at: www.banyule.vic.gov.au or phone 9490 4222 for the contact details of Banyule centres or see the Local Government section in your phone directory for centres outside of Banyule.

• Early Childhood Intervention Services- There are at least two Early Intervention services based in Banyule: Kalparrin Early Intervention Centre (Greensborough) and Noah’s Ark Northern (Heidelberg Heights). For details regarding other services/ programs that support Banyule residents please call the Department of Education and Early Childhood Development (DEECD) – Specialist Children’s Services on 1800 783 78.

• Inclusion Support Services- Banyule City Council provides assistance to Commonwealth funded children’s services, e.g. In Home Care; Family Day Care; Long Day Care; Out of School Hours care and Vacation Care to support the inclusion of children with disabilities or developmental delays, culturally and linguistically diverse backgrounds and Aboriginal and Torres

Strait Islanders into their service. In addition to the above, there is also support available for children participating in a funded kindergarten program. • Complaints/Grievances

If you have a concern about the health, safety or wellbeing of your/ a child you can refer to any of the following:

• Take it directly to the service or contact the Department of Education and Early Childhood Development (DEECD) regional office on (03) 9412 5333 and ask to speak to a Children’s Services Adviser.

• Concerns relating to In-Home Care and Family Day Care should be directed to each scheme/ resource unit.

FUNDING OPTIONS

• Funding for childcare

The Commonwealth Government provides Childcare Benefit as well as Jobs Education and Training assistance and Adult Migrant Education Program subsidies to offset the cost of childcare for families using approved or registered care. Approved Care and Registered Care attract different rates of Childcare Benefit. The Family Assistance Office makes the payment and can supply you with the relevant information. You should also contact the Family Assistance Office if you wish to become a registered or approved carer. For further information please call 13 61 50 or visit their website at- www.familyassist.gov.au

• Kindergarten Fee Subsidy - Help with kindergarten for eligible families

In Victoria, the Department of Education and Early Childhood Development (DEECD) assists families to offset the cost of funded kindergarten through the provision of the kindergarten fee subsidy payment, which makes these programs free or almost free for Health Care Card Holders. It is paid directly to kindergarten services on behalf of eligible families. The kindergarten fee subsidy works to support eligible families by meeting the cost of 10 hours of kindergarten per week.

• Eligible Families will have one of these cards

• Health Care Card • Pensioner Concession Card • Temporary Protection/ humanitarian Visas 447, 451, 785, 786. Visas

have been extended to include: 200 – 217 and asylum seeker bridging visa holders A-F.

• Department of Veterans Affairs Gold Card • If you have triplets or quadruplets attending kindergarten in the same

year you are also eligible for the subsidy for each child.

Please note this subsidy also available to children of Aboriginal and Torres Strait Islander descent, who have either of the cards above and are attending three year old kindergarten.

• Occasional Care

Take A Break (TAB) Child Care Program Funding The Take a Break child care program provides funding in the form of a contribution made to a service to enable affordable short term care for families seeking respite for children aged six years.

Adult, Community and Further Education (ACFE) Child Care Program The Adult, Community and Further Education child care program provides funding towards child care so that parents or guardians are able to access vocational education and training through the Adult Community Education (ACE) sector, in venues such as neighbourhood houses, learning centres, community centres and community houses.

IN HOME CARE

Approved in home care began in 2001 and operators of the scheme vary from family day care units to stand alone privately managed agencies. Some in home care providers are open 52

weeks a year, 24 hours a day and 7 days a week. Typically, children are cared for in their own home. In home care is flexible

care for those whose working arrangements or family circumstances cannot fit around standard long day care operating hours. Such families may include those with shift workers, those

working non standard hours or parents with disabilities or illnessess. In home care may also be suited to those with multiple

births (more than 2) and children under school age.

Service information Kids In Home Care enables families to have their child care provided in their own home and receive a government rebate providing the family meets the criteria. Care can also be provided if families do not meet the criteria through our full fee paying nanny service.

In Home Care places are targeted to families who have no access to existing child care services, and/or their circumstances mean that an existing child care service cannot meet their needs, and where the family meets one or more of the following criteria:

• the child has, or lives with another child who has an illness or a disability;

• the child's guardian (or guardian's partner) has an illness or disability that affects their ability to care for the child;

• the child lives in a rural or remote area; • the work hours of the child's guardian (or guardian's partner) are hours

when no other approved child care service is available; • the child's guardian (or guardian's partner) is caring for three or more

children who have not yet started school.

Service Information Banyule City Council offers a flexible, small group care environment, offering qualified educational experiences in the security and safety of the Careproviders own home. Careproviders in this scheme are required to have completed a minimum certificate 3 qualification. All Careproviders and family members in the home hold a police check and a Working with Children Check. Depending on individual Careproviders, flexible care options can include: full-time, part time, casual, respite, emergency, shift work, 24 hour, public holidays, weekend, before/after school and school holiday care. Banyule City Council Family Day Care is an accredited and approved child care service and therefore eligible for the federal government funded Child Care Benefit (CCB) and the Child Care Tax rebate. The decision on eligibility for CCB resides with the Family Assistance Office. Contracted Careproviders are supported by a qualified and co-coordinated unit of staff (including a bi-lingual worker) who provide all carers with regular monthly support and resource visits.

KINDERGARTEN

In Victoria four year old Kindergarten is subsidised by the State Government, for children in the year before they start school.

Kindergartens provide a developmentally appropriate program, planned and delivered by an early childhood teacher.

Each eligible child must be offered a minimum of 10 hours of funded kindergarten per week coinciding with Victorian school term dates.

Children who are eligible for a year of funded kindergarten are required to have turned four years of age by 30 April in the year they are to attend kindergarten, or have sought approval for a second year of

funded kindergarten. Some services also offer additional hours of care.

Banyule City Council manages the Central Enrolment program for all four year old Kindergarten places in the municipality. Please note that

some services may not operate up to their licence capacity, due to community or service needs, check with the service prior to enrolment.

Three Year old Kindergarten is run by a Qualified Early Childhood Teacher for children aged 3+ years of age, children are required to have

turned 3 years of age before they can commence (please check with your service’s policy for enrolment details). Three year old Kindergarten

is not funded by the State Government.

Service information Our Service provides experienced, enthusiastic and caring teachers and assistants. We have a supportive committee and we pride ourselves on being a community focused preschool.
