Historical Background

The barangay is called Cawayan

Interior because the place were

Geographic Location

Cawayan Interior is bounded by Barangay Bolo in the north, Barangay Cawayan Batuhan in the south, Barangay Cawayan Exterior in the east and Barangay Mapiña in the west.

Land Area

Cawayan Interior has a total land area of 593.9038 hectares representing

3% of the total land area of the City of 18,789.23 hectares. It is a coastal barangay which is composed of 7 (seven) puroks. Almost 60% of the land area is generally used for agricultural purposes. Residential use comprise only of 0.31%. Government use such as school, barangay hall, day care center and health center comprises 39% of the land area.

Political Subdivision

Cawayan Interior is an upland barangay divided into 7 puroks namely Gemilina as Purok 1, Purok 2 Jamorawon, Purok 3 Lauan, Purok 4 Mahogany, Purok 5 Ipil-Ipil, Purok 6 Narra, and Purok 7 Accasia. Purok Jemilina serves as the center of the barangay.

Natural Characteristics: Physiography and Slope

The general terrain of the barangay presents a surface configuration of

undulating to gently rolling slopes and from hilly to mountainous. Most of the areas of the barangay ranges to18-30% rolling to moderately steep, 8-18% undulating to rolling, and very steep. Soil

Soil type of the barangay is Ubay clay, steep phase (354) which is represented by cogonal areas which are roughly rolling, hilly, and mountainous. This soil phase dominates the roughly rolling to hilly and mountainous areas. It is severely eroded with plenty of igneous and dolomitic rock boulders as outcrops. This area is well-dissected by deep ravines, intermittent rivers and creeks. Hydrogeology

The quality of water of Barangay Cawayan Interior is rated poor to fair with sediments content. This is due to the fact that their main source of water comes from shallow well/dugwell and deep well. Only 4.81% of the total households have access to safe water coming from deep well and community water system which is sourced out from its spring located in Purok 1. Shallow well/dug well are considered unsafe for drinking purposes because it is prone to contamination from animal and human activities. Natural Resources (Forest ) Barangay Cawayan Interior has untapped natural resources that needs to be protected and preserved. Even if they have no forest, the location of the

barangay has contributed in maintaining its ecological balance and some areas can still be considered as wilderness.

Land Use

The barangay utilizes 357 hectares or 60% of their land area for agricultural purposes alone which constitutes the highest land used in the barangay. Government use followed with 234 hectares or 39%. The third largest portion used is the residential which is 1.8 hectares only.

Land Use Potentials

A large portion of land is suitable for agricultural use. It is being utilized for planting vegetable crops like eggplant, beans, squash, okra and also root crops.

The barangay has also a potential in establishing forest park and wildlife biodiversity area because of its rich untapped natural resources. This potential must also be regulated because it can be open to risks and mismanagement in the future.

Population Size, Number of Households, Population Growth

As of 2005, the total population of Barangay Cawayan Interior is 742 which is composed of 397 male and 345 female. The total number of households is 148 and divided into 7 puroks with an average of 5 members per household. Purok 5 has the highest number of households which is 33. Average annual population growth rate posted a negative rate which is -0.405% in 2000-2005. In its projected growth rate in 2010, the rate is – 0.354%.

The growth of the population of Barangay Cawayan Interior has been

largely erratic and has often decelerated to levels that are very much lower than the city growth rate. There is a lack of economic opportunities because of the absence of basic infrastructure utilities such as electricity and accessibility through roads left them with insufficient livelihood source and has caused considerable out-migration. The table below represents the demographic profile of the barangay based on the result of the Community Based Monitoring System conducted last January to May 2006.

The population of barangay Cawayan Interior is dominated by male summing-up to 397. In age distribution, 15 years old and above which is considered as labor force comprises the 54% of the total population of the barangay which is 742.

Population Density

Actual population density of Barangay Cawayan Interior is 125.13 persons

per square kilometer in 2005. It is projected to increase in 2010 to 135.53 persons per square kilometer due to the influx of people with the development of road going in and out of the barangay and better infrastructures. Fertility: Child-Woman Ratio Fertility rate refers to the number of children that the average woman will have in her lifetime.

A total fertility rate of 0.86 children aged 0-4 to women reproductive age (15-49 years old) child to woman ratio. This data reflects higher fertility rate in rural barangays than in urban areas.

Roads

Road is significant to development since it facilitates the mobility of people and agricultural products in the area. Primarily it promotes economic activity. However, the lack of economic opportunities due to absence of basic infrastructure and utilities such as electricity and accessibility through roads left the residents in Cawayan Interior with insufficient livelihood source and has caused considerable out-migration.

Barangay Cawayan Interior is the most difficult barangay to reach.

Basically, road is non existent, and only the mountainous trails are being used in going there through 2.5 kilometers of trekking and hiking in its mountainous terrain. It is far more difficult to get there during rainy days. Only trails are used in going there, hence only motorbikes can reach the area. With the on going construction of the coastal road, it is hoped that this barangay will have an all weather road.

Within the barangay, roads are

rough and some parts are graveled. Concrete pathways are commonly present in the barangay which links its puroks and sitios. In Purok 1, which serves as the center of the barangay, there is a pathway connecting it from the elementary school.

Drainage and Sewerage Drainage and sewerage are practically non-existent. Natural drains from rain flow directly to the open canals which can cause soil erosion especially in upland barrios. Drains from household consumption also go directly to open canals causing water flow displacement.

Other Infrastructures

Other infrastructures present are Barangay Hall, Plaza, Elementary School, Health Center and Day Care Center. These are all concentrated at Purok Gemilina (1) of the barangay.

The barangay hall serves as the seat of government in barangay level Sessions and meetings are conducted here with all the council of the barangay. The plaza is also located at Purok Gemilina (1). Fiesta celebration, sports competition and dance ball is usually celebrated here. It also serves as recreational area of the children and basketball court for the youth. It has an area of 286 sq. m.

Water

The major water source of the barangay is from river, streams and lake with 115 households dependent on it. An artesian well is also present in Purok 1 shared by 4 households. Dug and shallow well is present in Purok 1 and is used by 25 households.

Access to safe water has always been a

major concern of the barangay. Though all of the households have access to water, only 5% of these have access to water which is safe for drinking purposes. In Purok 2, and 4-7, 100% of the households don’t have access to safe water.

Electricity As an upland barangay, access to electricity is difficult especially with the given situation of the area with no roads connecting to any other barangays. Considering its distance with mountainous and rocky terrain, the Masbate Electric Cooperative (MASELCO) found it impractical to put up an access for electricity in the barangay with only few households to serve. A 5 kva generator set owned by the barangay which serves as the source of electricity of few households which operates from 6 PM to 10 PM only. The majority use kerosene lamp during night time.

Transportation

Because the road is non existent in the

barangay, no vehicles of any kind can reach the area. The barangay can be reached through a walk from barangay Batuhan and Cawayan Exterior.

Communication

The available communication facilities are VHF hand-held radio and satellite phone powered by Smartlink provided by the city for the barangay captain. Globe and Smart, however, signals for both can be availed in the elevated or highland portions of the barangay.

Cemetery/Burial Grounds

Barangay Cawayan Interior has no burial grounds. Residents bury their dead at Masbate Cemetery situated in Barangay Nursery of the poblacion.

Solid Waste

As an upland barangay, wastes are primarily composed of biodegradable, non biodegradable and agricultural wastes. There are no establishments such as factories that produce hazardous wastes. Biodegradable wastes mainly came from domestic garbage such as food wastes and papers. This is dumped through burning and composting. Papers are being used through recycling.

Non biodegradable wastes such as plastics, cans and bottles also came

from household consumption. The residents usually reuse the plastics from mineral water and bottles. This is being used as water containers or other useful materials. Cans are used as flower pot or other decorative and functional materials.

Agricultural wastes comprises only of dried leaves, coconut and corn

husks and palay grains. Fertilizer wastes are considered very minimal. Storage and Collection

The garbage management of the barangay is practiced through burning of biodegradable wastes and recycling. Composting and recycling is commonly practiced by the residents because garbage collection services of the city cannot reach the upland barangay. Initiatives are being taken by the people on how to manage their garbage. Forest Areas The barangay has no forest areas, although there is still some part which is covered by trees particularly those located in the highland areas of the barangay.

Rivers

The barangay has a river named Cawayan River. No reported exploitation or degradation of this river yet. So far, it is being utilize for washing of clothes, bathing and other domestic use by the people.

The result of CBMS showed the top five (5) Minimum Basic Needs of Barangay Cawayan Interior comprising of: 1) High proportion of households without access to safe water 2.) High proportion of children 13-16 years old not in high school 3.) High proportion of households with income less than the poverty threshold; 4.) High proportion of households with no access to sanitary toilet facilities; 5.) High proportion of households with income less than the food threshold;

Summary of Issues/Concerns and Challenges

1. On proportion of households without access to safe water.

The main problem of the barangay is concerned with water and san itation. Majority of the the populace have limited access to water for safe drinking. Of 148 households, 140 or 95% of this don’t have a safe water source.Majority of the infrastructure projects are devoted to water development starting next year. This is done to ensure that the barangay has adequate supply of water use for domestic activities and drinking purposes.

Construction of Level II water project (communal faucet) that will cover all the puroks.

Regular chlorination of open dug wells as well as deep and shallow wells.

Regular monitoring of water sources

2. On proportion of households with income below poverty threshold

Poverty is the utmost concern of the barangay. Out of 148 households, 106 or 72% of this are living below poverty threshold. Insufficient livelihood opportunities and attitude problem limits the residents in improving the quality of their lives. Thus, better economic alternatives are being introduced through the program of cooperative development, livelihood assistance, pre and post harvest facilities distribution and skills training development.

Encourage potential product development which is abundant in the barangay such as coconut and bamboo.

Skills training on automotive, welding, electronics and driving

Sessions on character development

Promote and encourage small scale business or enterprise

Provision of livelihood /capital assistance

As an agricultural community, provision of pre and post harvest facilities will of great help to the farmers.

3. On proportion of children 13-16 years old not in high school

Since there are no existing secondary school in the barangay, the students go to the nearest barangay of Malinta. However, out of 86 number of population which is 13-16 years old, 68 or 79% are not attending high school. This posted an alarming social problem of the barangay because more than half of the secondary aged population are not in school. Generally, financial constraints have always been the major problem of the family. In case of Barangay Biyong, children aged 13 to 16 years old are already helping their parents earn a living. Instead of getting to school, most of them works in the farm and some are house helper.

Provide livelihood programs so that parents can afford to send their children to school.

Improve the accessibility to the secondary school.

Encourage out of school youths to participate in the ALS.

4. On proportion of households without sanitary toilet

Out of 148 households, 98 or 67% have no sanitary toilet. This posts a critical concern in the barangay. It may pose health and environment hazard to the community because improper waste disposal will bring several diseases to the populace. Every year the city government distributes steel bars, cement and toilet bowls for the construction of sanitary toilet. However, some are indifferent towards the program.

The Barangay council together with the midwife and health workers must intensify the monitoring of the construction of sanitary toilet to the recipients of the materials from the city government.

Conduct IEC on the importance of sanitary toilet

The barangay can also allocate funds for the construction of common septic tanks.

5. On proportion of households who have income less than the poverty threshold level.

There are 88 or 60% of the households in the barangay who have income less than the poverty threshold level. This may account to the number one problem of the barangay which is poverty.

The programs of the city government are geared towards poverty

reduction. Provision of basic services; such as quality education, better health care, security and empowering all sectors of society are among the developmental social programs and projects of the city. Other projects and programs distributed in all barangays for improved quality of life are agriculture intensification, improved infrastructure, and livelihood assistance.

Education

Cawayan Interior Elementary School is the only primary school present in the barangay It is located at Purok 1. It has an area of 9,695 sq. meters. There are three classrooms made of steel, iron and concrete with masonry. There are three teachers and one of the teachers acts as the teacher-in-charge. It is complemented with 1:1 teacher classroom ratio and teacher-pupil ratio is 1:37. Cohort survival rate is 47.1 and participation rate of 77.7. Other performance indicator is

found in table 13.

At present, playground and comfort rooms are the only available facilities in the school. It lacks library and school clinic which is very much needed by the pupils.

Based on the results of the CBMS (Community Based Monitoring System) in 2006, out of 152 school aged children which is 6-12 years old, 40 or 26% % are not in school. Poverty and distance of the school were identified as some of the reasons why these children were not able to go to school.

Since there is no existing secondary school in the barangay, the students go to the nearest barangay in Malinta or Bolo. Out of 86 number of population which is 13-16 years old, 68 or 79% are not attending high school. This posted an alarming social problem of the barangay because more than half of the secondary aged population are not in school. Generally, financial constraints have always been the major problem of the family. In case of Barangay Cawayan Interior, children aged 13 to 16 years old are already helping their parents earn a living. Instead of getting to school, most of them works in the farm and some are house helper.

The facilities of the school such as

classrooms are concrete though these need repair and improvement. The whole area of the school also needs beautification. Library, laboratory, sports facilities, school clinic and industrial arts which are important to the total development of the children are lacking. There is a need to establish these necessary facilities in order for the school children to have a complete appreciation in educational system

and will help them in improving their educational condition.

Literacy

In barangay Cawayan Interior, out of 514 population of 10 years old above, 61 or 12% were identified as not literate. Literacy sessions are conducted under the Literacy Program is spearheaded by the City Government in partnership with the City DepEd. The city government provides the needs of the literacy class in all the barangays. This includes the books, pencils, papers and notebooks of the participating class while the city DepEd provides the manpower and technical assistance from teachers to conduct literacy class.

Health

Barangay Cawayan Interior has one concrete Barangay Health Center manned by one midwife, and six barangay health workers (BHW) assigned to monitor and conduct health services. The center serves as the place for consultation and caters to all the medical needs of the residents. The center’s facilities include bed, table and chairs, weighing scale, thermometer, sphygmomanometer and medicines.

Health services such as Child Health Care, Maternal Care, Family Planning, Dental Health and special activities are being served in the center and being delivered by the city doctors, dentist and nurse assigned every second

week of the month to ensure that the residents in the barangay have easy access to health services.

Mortality rate of the barangay is 3.4% and morbidity rate is 212.

Malnourished children are very minimal in the barangay as reflected in the

table below. The result was based on the CBMS conducted in all barangays in 2005. Cawayan Interior has a malnutrition rate of 2%. Feeding is continuously conducted in the barangay to monitor, regulate and prevent malnutrition incidence

Health is likewise concerned with the use of contraceptive among couples in Barangay Cawayan Interior. With the population growing, there is a need to have an intensive advocacy on the use of family planning method. The City Health Office and the Social welfare Office conducts the family planning sessions in the barangay.

Out of 117 couples in the barangay, only 21 of them are practicing family

planning in different methods. Rhythm method, Body Temperature, Injectible and Pills are used by the couples in practicing family method. Of these methods Pills are commonly used by the couples.

Problem on sanitary toilet has always been an eminent concern of almost all the barangays specifically the costal and upland area. The result of the recent survey proved that it is indeed a problem of barangay Cawayan Interior. Out of 148 households, 90 or 67% have no sanitary toilet.

Social Welfare

Improved quality of social services is one of the major concerns of the city. It aims to provide all the essential needs of the people particularly to those who are underprivileged. The social service is geared to reach even the remotest barangay of the city. Services such as family counseling, gender and development, pre marriage counseling, day care services, senior citizens, and self employment assistance and emergency assistance are provided.

The barangay has a concrete day care center which is located at Purok 1.

It serves as the venue for children aged 3-6 years old for early development and preparation for early education. Day Care center is the first step of every child’s formal educational requirement towards primary education. It provides basic learning for child’s comprehension, familiarity in schooling and social interaction among other children. This stage specifically prepares the child for better understanding in acquiring knowledge. Thus, the Day Care Center serves a significant role in building the early appreciation of the importance of education among every child. The surroundings and atmosphere of the center largely contributes to the enthusiasm of children to go to the Day Care Center. The place must be conducive and encouraging because the children naturally need pampering in order to keep their attention. In 2006, a total of 40 day care children were enrolled in the day care center.

Among other services for social development are Children Protection and Youth Development, Women Empowerment and Family Strengthening, Support Program for Disabled Persons, Disaster Relief and Calamity Assistance and gender and development. Persons with Disabilities

There are 18 identified handicapped persons in Barangay Cawayan Interior and most of them are located at Purok 5. There are 7 identified type of disabilities present in the barangay and majority of them are dwarfism, paralyzed, deaf and mute.

Housing

Based on Community Based Monitoring System, there are no household in this barangay that are living in squatter areas. It showed that most of the residents or 50% of the households owned their houses with free rent of lot with consent of the owner. Of 148 households, 50 or 34% owned their house and lot. Some are tenants to some farm lot owned by other families. There are 27 households who have free rent for both house and lot or they have permission to construct houses from the land owner.

There are no households living in blighted areas or houses made from makeshift or salvaged materials. Houses in the barangay are usually made of semi concrete materials and some have houses built in light materials from nipa and anahaw which is considered to last for at least five years and can withstand any calamity.

Protective Services

The barangay have 7 Barangay Police and 5 Five Barangay Unified Force assigned to maintain peace and order and control any untoward incidents within the area. They are equipped with facilities such as uniform in order to be identified and nightsticks. The horse is also available which is used during operation and monitoring. All puroks have a regular on duty barangay police to assure the residents of a safe and peaceful community.

There are no crime incidents in the

barangay resulting to zero proportion of person victimized by crime.

Sports and Recreation

The barangay plaza of the barangay is situated at Purok 2 where celebration of fiesta and other barangay festivities such as sports competition, dance ball and other activities is held. It also serves as a venue for the residents to get together. It also serves as a playground for children because of its big area. Basketball game is the most popular use of the barangay plaza among the youth. Movie or video house and videoke are common among rural barangays for past time.

Religion and Culture

Barangay Cawayan Interior is celebrating its annual fiesta every May 7-8 in honor of Patron Saint Fatima. It is observed with a week long celebration and celebrated through different activities such as sports competition, coronation nights for beauty queen and dance ball which is popular among single men, women and teenagers. A cockfight is commonly practiced and being joined by other barangays which makes the fiesta more enjoyable.

The people of barangay Cawayan Interior are predominantly Roman Catholic. A chapel is also present as place to perform their religious obligation.. Other religions present are Pentecostal and Iglesia Ni Cristo.

Agriculture

Agriculture is the main source of livelihood in Barangay Cawayan Interior. Coconut and corn are the major crops produced by almost 120 farmers. The barangay utilizes 60% of its land to agricultural purposes.

Barangay utilizes 357 hectares of their land for agricultural use comprising 60% of its total land area. Farmers took advantaged of the programs of the city government in agricultural intensification. Some are engaged in raising farm and backyard animals through animal dispersal program. Others received pre and post harvest facilities and inputs such as fruit and vegetable seedlings, plows, fertilizers and sprayers. Crop production for 2006 is stated in table 22. Fruit production, on the other hand for 2006 is 120MT. Agricultural technicians from the City Agriculture Office provided assistance and introduced new farm technologies to the farmers. The major crops produced are corn, coconut, root crops, fruit trees and vegetables.

Trade and Commerce

Main tradable product of this barangay is copra. It is traded to the different parts of the city. There are no other major business establishments within the barangay other than sari-sari stores that abound within the barangay.

Employment

Predominant livelihood of the residents is farming. Their income is source-out from the produce crops, vegetables, and fruits being sold at “tiangge” in the poblacion every Friday, Saturday and Sunday and other nearby barangays. Some people are engaged on livestock production. Others who have finished high school but not able to enter college opt to serve households at some urban areas as maid to augment the meager income of their family. Residents who gained college education seek better job opportunities in the urban.

The total revenue of Barangay Cawayan Interior posted an increase in 2006 as compared to the previous years. It can be attributed to the increase of their Internal Revenue Allocation (IRA) and additional business taxes and licenses.
